Questions and Answers
Q1) What is the estimated time frame for the contact to be awarded after the bid closing on April
16th, 2019?
A1) We have certified funds for this requirement. The project is intended to be awarded once everything has been through review.
Q2) Once the bid has been awarded what is the estimated time before the notice to proceed will be sent?
A2) This is dependent on how quickly the contractor provides their bonding information. The
NTP is typically provided during the PRECON briefing.
Q3) SECTION 48 15 00.20 -3.7 Reassembly Balance turbine rotor and generator field assemblies: Low speed balancing of cylindrical wound generator field does not work. There is basically no benefit. Due to components that are not rigidly fixed. such as the copper coils which have to move due to thermal expansion, end winding blocking which has to move relative to the copper movement, slot wedges which also move due to thermal reasons. The only sure way to balance a generator field rotor is at speed. (3600 RPMs) Turbine rotor are a fixed component that can be balanced in a portable balancing machine at low speed onsite.
A. Will the government allow shipping of field out of Alaska to a shop with a balancing pit that can safely balance the field as an option?
A3A) Yes, the field may be shipped to a shop outside Alaska for balancing.
B. Will government allow balancing of the field installed during start up as an option?
A3B) Yes, the government will allow balancing of the field while installed in the machine at the plant.
Q4) Does the government have a drawing or sketch of the CH&PP outside area that will show where contractor will set up job trailer and tent for blast cleaning?
A4) See attached photos – “CH&PP sat view far b”, “CH&PP sat view near c”, “Job Trailer

Q5) Can you provide us a copy of the previous final report?

A5) Yes. See attached report.
Q6) Do the aux oil motors need to also be tested and certified?
A6) Motors must spin the pump impellers when pumps are reassembled. Certification is not required.
Q7) Is the hotwell indicator still part of the SOW?
A7) Yes.
Q8) If we decide to blast clean the parts outside of the building, will the AFB supply fork truck?
A8) No. The contractor must provide his own forklift.
Q9) Can you please supply a picture of the rotor stands?
A9) See attached photos – “Turbine Rotor Stand” and “Pickle Stand”
Q10) Do you have pan, show, and mat used from previous outage to remove generator rotor?
A10) The plant has a metal pan. See attached photo – “Pickle Pan)
Q11) 3.5.30 which picture shows this item?
A11) See attached photos – “oil accumulators” and “Oil Accumulator Ends”
Q12) I see in the specification, it lists out contractor responsibilities. What is the AFB responsible for supplying / performing?
A12) The Government will provide electrical power for tools and office trailer, and the use of the
19-ton overhead crane in the turbine room. The Government will coordinate lock-out, tag-out of equipment with the contractor. In addition, Government personnel will operate the turbine-generator set during pre-overhaul testing and post-overhaul start-up and adjustment, as requested by the Contractor, provided that such operation doesn’t jeopardize reliable power delivery to the base and that sufficient qualified government personnel are available to assist the Contractor.
