Repair CH&PP Pump House Supports
Bidder Questions and Answers
5 June 2018
Q1. How far down do the repairs need to be 6ft-8ft?
A1: The table on sheet S2.2 shows the approximate height of each damaged area on each side of each column to be repaired. Bidders may refer to the attached photos to estimate the distance from the bottom of the pump house to the areas that are to be repaired. For reference, the CMU blocks that make up the pump house walls are standard 8” x 16” blocks
Q2 Why does it take 28 days to cure patch work on concrete?
A2: The contractor should follow the recommendations of the epoxy manufacturer. If the epoxy manufacturer doesn’t caution against applying the epoxy to younger concrete, then it may be applied earlier, but not before the concrete is at least seven days old.
Q3. Does the patchwork need to be done under water or can we shore up and pump water out around the pillars?
A3: While we imagined the repairs would be done under water, it is not required. We don’t specify the contractor’s methods. If the contractor prefers to construct enclosures around the columns and pump water out of the enclosures, that would be acceptable. Any water pumped from the enclosure, would have to be discharged into the cooling pond. In addition, the engineering firm hired by the Air Force to investigate lowering the water level in the pond warned that the side slopes of the pond could become unstable as the water level was drawn down. This, of course, wouldn’t be an issue if the water level at the shore of the pond remained at its natural level.
Q4: The SF 1442 requires us to provide 180 calendar days for Government acceptance and has a period of performance of 120 days from NTP. This could result in a Government award in
December of 2018 with a winter period of performance from December to March 2018/2019.
We don't believe it is the Government's intent for the Contractor to price in doing this project in the winter. Can you please clarify?
A4: The work of this contract shall be performed during summer months only, between May 1st and September 15th. If the contract is awarded too late in 2018 to complete the work before
September 15th, 2018, then onsite work shall not begin until May 1st, 2019.
Q5: As discussed during the site visits, additional construction details on the pump house foundation would be helpful--specifically, the beams that interact with the columns and run through the work/repair areas. They appear to present some unique forming and access challenges.
A5: Attached to this Q&A document are the best as-built structural drawings of the pump house available. Note that elevations shown on the attached as-builts do not correspond to the elevations shown on the solicitation documents.
Q6: Sheet S1.0 Concrete Demolition Note 3.a states "Remove Damaged Concrete to Sound
Material". Section 024100 Para. 3.1B has similar wording. Please confirm that the basis of quantities for pricing purposes is to be extracted from the information provided on S2.2 and that significant demolition and repair of unsound concrete beyond what is presented in S2.2 would be the basis for a change to the contract.
A6: The depths and areas requiring repair that are shown on Sheet S2.2 are the best information that is available. If, after removing unsound material from the columns, it is determined that a significantly greater volume of repair material is required, an equitable adjustment to the contract price will be made.
Q7: Sheet S1.0 calls out Splash Zone A-788 or approved equal epoxy at two coats for a 20-80 mil total thickness. Splash Zone A-788's minimum coat thickness for a single coat is 125 mils.
Please clarify.
A7: Minimum required thickness is 20 mils or the minimum thickness recommended by the epoxy manufacturer, whichever is greater. A single coating is acceptable as long as the minimum thickness has been attained.
Q8: Reference Section 033053 Para. 2.1.A.3.c. Please confirm that the mix is required to have
Rheocrete CNI as an admixture.
A8: The concrete mix is required to have a corrosion inhibiting admixture.
