RESPONSES TO SUBMITTED QUESTIONS

Attachment 5

354th Contracting Squadron FA5004-18-B-0001

Eielson AFB, Alaska RED FLAG-Alaska Dormitory Custodial Services

Purpose: This document shall serve to answer submitted questions, as specified within the public solicitation for this acquisition on FedBizOpps.gov (FBO.gov). Questions were due, in writing, not later than 2:00pm Alaska Standard Time (AKST) on 6 February 2018.

Responses to submitted questions are as follows:

Q) “Is there a phase-in plan for this contract?”

A) There is not a phase-in plan contemplated for this acquisition.

Q) “Can you give the previous total price for the base year and all option years in this contract?”

A) Total contract value of previous contract: $589,916.00.

Q) “Can you give the estimated cost of the supplies?”

A) An estimated cost of supplies cannot be provided. The cost of supplies will vary depending on several factors, such as the individual purchaser (the contractor), the supplier of the ordered product, quantities of product, etc.

Q) “How many vehicles are required for this contract?”

A) Number of contractor vehicles will vary depending on staffing and the contractor’s individual performance needs in regards to performance of contract requirements.

Q) “Is the base year for 12 months?”

A) Yes. Although each year of performance is listed as a period of 12 months, cleaning services aren’t performed for the entirety of the 12 months specified. Depending on each individual exercise year and period, periods of performance within each individual year will vary. Performance may revolve around a five to six month performance period within each year.

Q) “What is the minimum number of days the contractor will have to complete the initial cleaning?”

A) Contractors will be allotted 23 days, following notification by the Contracting Officer’s

Representative (COR), to perform the complete initial cleaning for the requisite exercise season.

Q) “Why are there 52.217-8, 6 Month Extension pricing line items for the Base Period and all

Option Years?”

A) Extension pricing is requested for each period of performance to accommodate circumstances that warrant the exercise of an extension of a performance period, in lieu of exercise of the contract’s next option period.

Q) “The instructions state to insert proposed prices for base Period, Options and 6 Month Extension into the 1449 solicitation document. There is no CLIN in the solicitation document to enter the amounts for the 6 Month Extension(s)?”

A) Please submit requisite sub-totals within the Standard Form 1449 document (see underscored fields within pages 3 through 7), and submit additional extension period pricing within Attachment 4, Bid Schedule. Please ensure that both the 1449 document and the Bid Schedule are completed in their entirety when submitting your bid in order for your bid to be considered as “complete.”
