SUBJECT: FA5004-17-B-0003, Oil Water Separator Questions & Answers 2

1. Amendment 2 Q&A answer number 3 refers to newly added attachment 7 for analyses requirements. Industry standard for sampling of Oil water separators under cleaning and maintenance contracts are typically collected for sludge, oil, and water disposal requirements rather than water discharge. Attachment 7 appears to be analyses for pretreatment discharge standards rather than waste disposal. Sampling per attachment 7 will be at a great cost to the government and far exceeds regulatory disposal requirements. Is it the government’s intention for the contractor to run analyses for discharge as per attachment 7 or is it at the contractor’s discretion which analyses to conduct in order to meet regulatory disposal requirements?

- Attachment 7 is now considered obsolete and shall not be used for this solicitation. The Contractor should follow the Sampling and Analysis in section 1.2.2 in the Performance Work Statement.

2. Amendment 2 Q&A answer number 3 states “Samples will be taken at effluent side”.

Samples are typically pulled from waste or areas of waste accumulation rather than just the effluent side as with water discharge. Sludge and Oil are typically not found on the effluent side of an oil water separator system as the system is designed to prevent these from reaching the effluent side. Waste disposal requirements dictate that samples be collected from the material or waste being submitted for disposal. Can the contractor choose sample collection sites per their discretion as to meet waste disposal requirements?

- No, the Contractor shall pull a representative sample of the waste/wastewater to meet waste disposal requirements.

3. Amendment 2 Q&A answer number 10 states “the contractor may only charge for new barrels, not multi-use barrels”. The original question asked if this cost was intended to be in the firm fixed portion of CLIN 0001 since there is no CLIN for reimbursement of drums. How will the contractor be reimbursed for new drums as there is no container CLIN for invoicing?

- The answer in the previous Q&A was incorrect. Yes, reimbursement for drums are included in the Preventative Maintenance Program, CLIN 0001.

4. Amendment 2 Q&A answer number 11 states appendix A was updated in the PWS to reflect 70 drums. The revised PWS quantity under amendment 2 appendix A item 7 still states 53 new containers. Should that number be 70? Although new containers are required for hazardous waste, an initial stock of new containers or restock of unusable reuse containers may be necessary to perform this contract. Should the total number of new containers be 123 (53 +70)?

- The Performance Work Statement was revised and the 53 new containers were changed to 70 containers. Also, section 1.4.1 was updated and “The Contractor shall not invoice the Government for any multi-use (re-usable) containers” was removed.

5. Page 26 Bid Preparation Instructions C. Special Instructions 1(b) calls for price insertion on Attachment 3 bid schedule for CLINS 0001, 0002, 0003, 0004, 0005, 0006, 1001, 1002, 1003, 1004, 1005, 1006, 1007, 2001, 2002, 2003, 2004, 2005, 2006, 3001, 3002, 3003, 3004, 3005, 3006, 3007, 4001, 4002, 4003, 4004, 4005, and 4006. Bid schedule attachment 3 CLINS 0005, 1005, 2005, 3005, 4005, 0005, 1006, 2006, 3006, 4006, 1007, and 3007 are blacked out and listed as NTE items. Are these CLINS to be left Blank on attachment 3?

- Yes, please leave these CLINS blank on the Bid Schedule and Standard Form 1449.

6. Page 26 Bid Preparation Instructions C. Special Instructions 1(d) calls for price insertion from attachment 3 bid schedule on the SF1449 for CLINS 0001, 0002, 0003, 0004, 0005, 0006, 1001, 1002, 1003, 1004, 1005, 1006, 1007, 2001, 2002, 2003, 2004, 2005, 2006, 3001, 3002, 3003, 3004, 3005, 3006, 3007, 4001, 4002, 4003, 4004, 4005, and 4006. Bid schedule attachment 3 CLINS 0005, 1005, 2005, 3005, 4005, 0005, 1006, 2006, 3006, 4006, 1007, and 3007 are blacked out and listed as NTE items. Are these CLINS to be left Blank on the SF1449?

- Yes, please leave these CLINS blank on the Bid Schedule and Standard Form 1449.

7. CLINS 0002, 1002, 2002, 3002, 4002, 0003, 1003, and 1004 for service calls are listed on attachment 3 and SF1449 each with quantity listed as 1 and unit of lot. PWS Appendix A items 2 and three lists unit as man-hours. As a “lot”, are these CLINS to be divided by 12 and invoiced monthly or will the SF1449 and attachment 3 be amended to man-hours and quantities as estimated in the PWS?

- Please propose a lump sum cost using the estimated quantities in Appendix A of the PWS.

8. CLINS 0004, 1004, 2004, 3004, and 4004 for disposal of hazardous waste are listed on attachment 3 and SF1449 each with quantity listed as 1 and unit of lot. PWS Appendix A item 6 lists unit as drums. As a “lot”, are these CLINS to be divided by 12 and invoiced monthly or will the SF1449 and attachment 3 be amended to drums and quantity of 70 as estimated in the PWS?

Please propose a lump sum cost using the estimated quantities in Appendix A of the PWS.
