SUBJECT: FA5004-17-B-0003, Oil Water Separator Questions & Answers

1. Please clarify the timing the Government is requesting for inspection and maintenance.

Section 1.2 indicates monthly and Section 2, Service Summary table indicates quarterly.

- Corrected in PWS

2. The PWS indicates the contractor is responsible for developing a Sampling and Analysis Plan (SAP), and then Appendix A indicates this is a $206.00 effort. Please clarify what this document entails from the Government perspective. Most SAPs can be very substantial and include a Field Sampling Plan (FSP) and Quality Assurance Program Plan (QAPP), and could not be completed for $206.00.

- $206.00 is an estimate. A Contractor may submit their own pricing and it should be included in their overall bid.

3. The PWS indicates the contractor will sample all 43 OWS units annually. Please provide details on what is to be sampled, and what analyses are to be run. Each OWS could have three phases (oil, water, and sludge) requiring sampling and different analyses for proper disposal (i.e., oil analyzed for Oil Burning Specifications to facilitate disposal as On-Specification Used Oil).

- Sample will be taken at effluent side. Please see attachment seven (7) for analyses.

4. Are additional QA/QC samples such as trip blanks, equipment blacks, field duplicates, matrix spike/matrix spike duplicates, etc. required?

- Yes

5. Is data review, such as completion of ADEC Laboratory QA Checklists required?

6. For pricing, should contractors assume all three phases are present at each OWS unit requiring sampling (129 samples versus 43 samples) in order to provide the Government with similar estimates based on similar assumptions?

7. The PWS indicates contractors are responsible for hazardous waste disposal, but no details are provided for pricing purposes. Section 1.4 indicates contractors are to dispose of hazardous waste off-base, but Appendix A seems to indicate it is dropped off on-base. Please clarify.

- This has been corrected in the PWS. Please reference Section 1.4 and Appendix A.

8. Normally hazardous waste is taken to the Eielson Hazardous Waste Facility for processing to ensure the installation meets its RCRA compliance requirements. Please clarify that the Government wants contractors to manage hazardous waste outside the normal procedures for this installation.

- Contractor will ensure that the installation is RCRA compliant.

9. Appendix A indicates “70 drums” of hazardous waste; If hazardous waste disposal is to be off-base at contractor expense, contractors need to know the materials (liquid, solid, semi-solid), the quantity (gallons, pounds), and the RCRA code to properly price transportation and disposal of hazardous waste and provide the Government with comparable pricing.

- With cost estimate, consider all 70 drums with solid hazardous waste.

10. The PWS indicates contractors are responsible for providing containers for all wastes, however Section 1.4.1 indicates the contractor is to bill the Government for new containers FOB Eielson AFB, but cannot bill the Government for multi-use containers. Attachment 3 Bid Schedule does not include a CLIN to allow for this type of billing structure. Is it the Government’s intent that these costs be included in the firm-fixed base CLIN 0001 and respective options of that CLIN? Please clarify.

- The Contractor may only charge for new barrels, not multi-use barrels.

11. Appendix A indicates “53 drums” are estimated for new containers. It also indicates “70 drums” of hazardous waste. Hazardous waste is required to be placed and transported in new containers (with few exceptions); are the 53 new containers in excess of 70 for hazardous waste?

- Appendix A has been updated in the PWS to reflect 70 drums.

12. Section 4.1 Quality Control states “As a minimum, the contractor shall develop quality control procedures that address the areas identified in paragraph 2, Service Summary”. There is no paragraph 2 under Section 2 – Service Summary, only a table.

- The PWS has been updated.

13. It appears Attachment 3 Bid Schedule has some errors, please clarify. Please reference Option Year 2 CLINs which appear to request Blair Lake Range Repairs twice, and is missing a CLIN for Replacement Parts.

- Attachment 3, Bid Schedule has been corrected and will be reposted.
