QUESTIONS AND RESPONSES
FOR
REPAIR COOLING PONDS
AT
CLEAR AIR STATION, ALASKA
SOLICITATION NO. FA5004-09-R-C015
It shall be noted to all interested parties that the following questions have been received in writing regarding the subject acquisition. Additionally, responses have been provided to the below listed questions.
As a reminder, it is the responsibility of all Interested Parties to review this website
(http://www.fedbizopps.gov) frequently for any updates and/or amendments to any and all subject documents.
Question:
1. Please clarify:
Rephrasing Question #12; Is it required to attach the liner to the structures? If so...
What attachment materials are required to attach the ORLTA liner to the intake & return structures? A typical underwater batten system would be comprised of 1/4" x 2" ss bar attached at 6" to 12" centers, ss wedge anchors, nuts, washers, with closed cell neoprene and urethane caulk. Would this be an acceptable system to base our bid, or do you have specific requirements for the attachment?
Response:
Bidders should understand that the intent of the dike liner was never to provide a water tight barrier but to simply slow the migration of water though the dike. However, for protection of the liner edge at the inlet and outlet structures, we concur with the questioner's recommendation and request all bidders include a batten system at the four points abutting the inlet and outlets. This batten system shall consist of 1/4" x 2" stainless bars attached at 12' centers with stainless steel wedge anchors, nuts and washers. The edge shall be further sealed with neoprene and urethane caulk.
2. We have encountered a problem in bidding the work on this project, specifically, at the existing inlet structure, which requires demolition of steel and concrete, and rebuilding of this structure, with new concrete, screens, etc. The existing intake structure, (detail 4 on D1) shows the vertical divider, side, and headwalls are 1"-0" thick, and the walls are spaced 9'-6" on center. Demolition on the 3 parallel side/divider walls is noted to be down to 8 inches above the inlet floor, as shown in several places on Sh C-
2. New concrete walls to be poured, as shown in various details on C-2, are 10" thick, with det. 1 on C-2 showing new walls above the base stub wall remaining to be 10" thick, as is the HEADWALL. The critical dimension of 9'-6" with 10" walls does not match 4/D1 showing 9'-6" dimension with 12" walls.
Constructability of the concrete and steel work is affected, and we need correct dimensions and details to figure time and materials to bid this work. Your attention to these discrepancies is appreciated.
There is a dimensional error on the Drawing D1 and C2. The walls in question are in fact 10" rather than
12" as indicated on the demolition detail and the center to center distance is 9'-5" rather than 9'-6".

3. Clarification Desired: Can you please identify a supplier for the 48” ASTM A106 pipe? The pipe suppliers we typically use have indicated to me that pipe manufactured to that specification is only available to a maximum diameter of approximately 26”. Additionally they have requested information as to the temperature and pressure of the water that will be passing through the pipe and have speculated that pipe in grade API 5L B , which is commonly available in 48” diameter , should be more than adequate.
API 5L B pipe is used for oil and other pipelines required to function under high pressure and temperatures.
API 5L Grade B is acceptable. Pressure and temperature are not an issue.
4. I represent Hydro Gate (www.hydrogate.com.) We would like to provide a proposal for the project but feel it’s important to request being named as the way the specs are written currently seems to exclude anyone but Craft Machine.
(In reference to spec section 02640 Part 2 2.01 which describes sluice gates)
The specification does not state that the Craft Machine Works product is required, only that it is one manufacturer that meets the specification requirements.
5. I know you are working to resolve the discrepancies on the concrete wall dimensions for the inlet structure, as shown on plan sheets D-1 and C-2, but we also need to resolve the dimensions shown for the width of the new screen and screen support frames, shown on E/C2. This will also determine the lengths of the other structural steel and grating spanning between the inlet walls.
The 8'-7" screen dimension shown on Detail E, drawing C2 is correct.
