SOLICITATION NO. FA5004-09-R-C015
It shall be noted to all interested parties that the following questions have been received in writing regarding the subject acquisition. Additionally, responses have been provided to the below listed questions.
As a reminder, it is the responsibility of all Interested Parties to review this website (http://www.fedbizopps.gov) frequently for any updates and/or amendments to any and all subject documents.
Question:
1. I'm a little concerned about using the 30-mil PVC material for a liner in the cooling pond. The reasons are that PVC does not have a good cold crack resistance and that the UV stability of the material is such that the life expectancy is normally less than 10 years with it being exposed. I've attached some information on the Firestone 45-mil EPDM rubber membrane that I believe would be better suited for this application. Besides the superior UV stability and the fact that its cold crack resistance is -49 degrees Fahrenheit, the material comes with a 20-year warranty.
Response:
The technical specification provides minimum ASTM values that the liner must meet. We are not requiring use of Seamans 8228 Orlta, only indicating that it does meet the specification provided. There are probably others that do so as well. If the proposed Firestone liner meets these specifications, then we would think that it could be acceptable. We have not done an extensive review on the Firestone product, but it does not appear to meet the specs. For one thing, the low temperature rating appears to be -49 F, and we specified -60 F. The 8228 Orlta does meet that particular spec.
Question:
2. Specification Section 05500 page 2 Para. 2.02 Steel Fabrications E. Steel Pipe: ASTM A53 ...... The ASTM A53 only applies to steel pipe up to 24 inch, is there another ASTM spec you would like to use?
Response:
We agree that A53 is limited to 26" maximum. Change the ASTM standard in specification paragraph Section 05500, Para. 2.02, E to read "ASTM A106 Grade B.”
