About this file

This is a Determination & Findings (D&F) document justifying a single-source procurement authority for the U.S. Air Force, 673d Contracting Squadron.

The Air Force is procuring Bobcat Toolcat utility work machines on a sole-source basis under brand-name justification authority. The Bobcat Toolcat is a multi-use asset used for snow plowing, load lifting, and transportation to support mobility operations, particularly aircraft maintenance during winter months. The procurement is justified because the Air Force has previously purchased multiple Toolcat units and attachments in prior fiscal years. The attachment system on the Bobcat Toolcat is proprietary and compatible only with Bobcat-brand attachments. Purchasing an alternative brand utility machine would result in substantial cost duplication, as the existing inventory of serviceable Bobcat attachments would become unusable. Market research confirms that comparable products from other manufacturers cannot utilize the currently owned attachments and would not meet the government's minimum requirements without incurring unnecessary duplicate costs. The contracting officer, Joseph C. Ford (GS-12, USAF), approved this determination on August 18, 2026, under the authority of RFO 11.204(a)(2)(ii) for brand-name procurements and RFO 13.101(b) for noncommercial products where only one source is reasonably available.

CONTROLLED UNCLASSIFIED INFORMATION

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: Air Force/673 CONS/PKB

2. Nature and/or Description of the Action:

Bobcat Toolcat Brand Name Justification

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

The Bob Toolcat Utility Work machine is a multi-use asset with the capability to plow snow, lift large loads, and transport items for mobility operations. The Toolcat is used heavily during winter for snow removal to restore operations in support of operations, specifically aircraft maintenance.

Multiple Toolcat's and attachments have been purchased during previous fiscal years.

The attachment system on the Bobcat Toolcat is a proprietary system that is only compatible with Bobcat Attachments. Purchasing another brand utility machine would result in substantial duplication of costs to replace already owned, serviceable attachments.

The particular brand name and product is essential to the Government's requirements, and market research indicates other companies' similar products would not utilize currently owned attachments and therefore would not meet the Government's minimum needs without duplication of costs.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
