About this file
This is a Questions and Answers document (Amendment 0006) for a federal flooring replacement solicitation. The document addresses bidder inquiries regarding the JBER Arctic Warrior Chapel Flooring Replacement project (Solicitation Number FA500026Q0035, Building 3).
The project requires installation of commercial-grade carpet in Red/Brown tones across approximately 1,614 square feet in the main chapel area and 48 square feet in the entry, along with approximately 220 linear feet of 4-inch rubber wall base. The existing carpet will be removed from a concrete subfloor. The Government will remove all furniture, pews, and religious items prior to work commencement; the contractor is not responsible for unbolting, moving, or reinstalling pews. The contractor must perform standard subfloor preparation including cleaning, scraping, and surface leveling to meet carpet manufacturer specifications. A vapor barrier shall be installed only if required by the approved carpet manufacturer's guidelines. Carpet color and style samples and technical data sheets must be submitted post-award to 673 ABW/HC for final approval. Work shall be conducted during normal base business hours, with any utility outages or special access needs coordinated in advance. The contractor remains 100% responsible for final field-verification of all dimensions prior to quote submission.
This is a Firm-Fixed-Price contract subject to the Service Contract Act (SCA) with applicable Wage Determination WD 2015-5681, Revision 28 (dated 16 August 2026). Demolition and disposal may be quoted as a single all-inclusive price under CLIN 0001 or itemized, provided all Statement of Work requirements are covered. No painting, caulking, or wood baseboard work is required. Liquidated damages are not assessed under this simplified commercial purchase order; standard performance and contract default terms apply.
