QUESTIONS AND ANSWERS

CDC SNOW & ICE REMOVAL

23 OCTOBER 2025

Solicitation FA500026Q0001 Amendment 0002

Q1. Can [the Contractor] stage and secure our snow removal equipment at each CDC location for faster response times and safer access during snow events?

A1. The Contractor is welcome to store any equipment in a designated area of the staff parking lot at any of the programs. There are no other designated areas [for storage].

Q2. Can [the Government] confirm which federal holidays the CDCs are closed and whether snow/ice [removal] services are expected during those closures (e.g., Christmas, Thanksgiving, MLK Day)?

A2. All programs are closed on federal holidays. If the snow is removed prior to the facility opening after the holiday, there is no need for snow removal. For example, if the holiday is on a Monday and it snows on Monday the snow will need to be fully removed by 0500 on Tuesday.

Q3. Is monthly invoicing the preferred billing schedule, or would the Government consider biweekly invoicing to better align with payroll cycles during peak season?

A3. While it is the Government's goal to provide accelerated payments to small business contractors, bi-weekly payments may not provide a reasonable amount of time for Government officials to fulfill their responsibilities. Payments will be followed in accordance with FAR 32.904.

Q4. Can you confirm that only small businesses with an active SAM-verified UEI are eligible for award under this Total Small Business Set-Aside?

A4. To be eligible for award, offerors must be registered in the System for Award Management, as defined in FAR provision 52.204-7, System for Award Management.

Q5. Will Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned status be considered as an additional evaluation factor or tiebreaker in award determination?

A5. Socioeconomic status will not be an additional evaluation factor. In the event of a tie, the Government will follow the process specified by FAR 19.202-3.

Q6. Can you clarify if the contractor is required to obtain signature confirmation from each CDC facility as proof of site visits each week?

If so, who should the finalized report be submitted to (e.g., COR, CE, or Contracting Office)?

A6. No such requirement exists in the Performance Work Statement.

Q7. Are there any required formats or templates for the monthly or weekly snow/ice control report, or can we utilize our internal tracking template (submitted to COR for review)?

A7. No such requirement exists in the Performance Work Statement.

Q8. Is there a storage [area] for snow equipment out there that is warm for winter?

A8. Please refer to Answer #1.
