1. DESCRIPTION OF SERVICES:

The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that snow and ice removal services is performed at 773 FSS, Sponsored Child and Youth Program facilities entrances and sidewalks.

1.1 PERIOD OF PERFORMANCE (POP): Performance period for this contract will be from 1 October – 30 April, annually. Base year: 10/01/2025 – 04/30/2026. Option Year 1: 10/01/2026

– 04/30/2027. Option year 2: 10/01/2027 – 04/30/2028. Option year 3: 10/01/2028 – 04/30/2029.

Option year 4: 10/01/2029 – 04/30/2030.

1.1.1 SPECIAL REQUIREMENTS

The Contractor shall provide all management, administrative support, supervision, personnel, equipment, tools, material, and/or services necessary to perform all requirements specified in the

PWS.

1.1.2 SPECIFIC REQUIREMENTS

The Contractor shall clear snow and ice from all areas identified in section 5 (i.e., sidewalks, landings near door entrances an entrance ramps of facility) to provide secure footing conditions.

1.1.3 Overnight snow must be cleared when snowfall exceeds 2” of accumulation by 0500hrs.

Monday – Friday. Snow accumulation shall not reach more than 2” of depth at any designated Child Development Center or School Age Program (CDC/SAP) facility during its hours of operations of 0600hrs. – 1800hrs.

1.1.4 Overnight ice control shall be conducted by 0500hrs. Monday – Friday, when there is more than ¼” of accumulation after 1200 on the previous duty day. Any ice melting products utilized must be non-corrosive to concrete and asphalt surfaces.

1.1.5 The Contractor is expected to perform two (2) occurrences for services daily, during duty hours throughout the snow season. If snow accumulates more than 2” during duty hours, the Contractor shall perform snow removal service by 1400hrs during the facility's hours of operations.

1.1.6 Snow Removal Map

1.1.7 Snow removed from areas outlined in Section 5 may not impede access to roadways, parking lots, playgrounds, or other areas essential to daily facility operations.

2. GENERAL INFORMATION

2.1. HOURS OF OPERATION: The Contractor shall perform snow and ice removal services for snowfall accumulated overnight, before the opening of the facility’s normal duty hours 0600- 1800hrs. Monday – Friday (excluding federal holidays). Snow shall be removed when accumulation exceeds one (1) inch, or within one (1) hour after snowfall stops. All snow and ice removal accumulated between Friday, 1800hrs and Monday, 0500hrs shall be removed prior to 0600hrs each Monday.

2.2. Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by the Installation Commander. If work is required during duty hours contractors must sign into and out of the facility they are working at.

2.3. Security Requirements: Contractor shall adhere to current installation security policies. The Contractor shall provide a list of identified personnel that will require access to the installation.

Access will be granted to only those identified.

2.4 RECORDS: The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS. If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five (5) working days of receipt of the request.

2.5. SAFETY PLAN: Develop and provide at the start of the orientation period or the start of the first operational performance period (if there is no orientation period) a safety plan for the protection of government facilities and property and to provide a safe work environment for contractor personnel. The Contractor is solely responsible for compliance with all mandated safety standards to include, but not limited to, Occupational Safety & Health Administration (OSHA) and Alaska Occupational Safety and Health Division (AKOSH) in the performance of the work. The standards are for the protection of their employees. The Government is not responsible for ensuring that Contractors comply with “personal” safety requirements that do not present the potential to damage Government resources.”

2.6. SPECIAL QUALIFICATIONS: Before beginning work against this contract personnel must be properly trained on all equipment to perform outlined duties.

All main entrances must be cleared by 0600 on occurrence days and all sidewalks must be cleared no later than 1 hour after occupation.

4. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES:

The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency
