COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

Industrial Washer

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation FA500025Q0035 is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04, effective 11 June 2025. The DFARS provisions and clauses are those in effect to DFARS Change 01/17/2025, effective 17 January 2025. The DAFFARS provisions and clauses are those in effect to DAFFARS Change 10/16/2024, effective 16 October 2024.

(iv) This requirement is solicited as a 100% set-aside for Small Business. The North American Industrial Classification System (NAICS) code associated with this procurement is 333310 with a size standard of 1,000 employees.

(v) The Government intends to award a firm-fixed price contract for the replacement and installation of a new industrial washing machine. Please see Attachment 1, Statement of Work (SOW) – Industrial Washer for a full description of the Government’s requirement, and Attachment 2, Price Schedule.

(vi) The Contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, accessories, and other items necessary to safely complete the removal of the old washer and installation of the new washer in accordance with the SOW.

(vii) Completion Date: Delivery of all items shall be Free on Board (FOB) Destination and made no later than 180 Days after contract award.

(viii) Site visit. A site visit will be held on 22 July 2025 at 10:00AM (AKDT) at Building 726;

726 Quartermaster Rd, JBER, AK 99505. Attendees must have REAL ID-compliant identification to access the base. Only U.S. citizens may be granted access. Base access must be requested using the attached worksheet, and submitted no later than one week prior to the site visit.

Quotes are due via email no later than 4:00 PM Alaska Daylight Time on 7 August 2025. Questions are due one week prior. Email submissions to:

Quotes shall include the following:

a. Part 1 - Technical Acceptability - Submit one (1) copy of technical acceptability narrative as specified in the SOW (Attachment 1) as follows:

I. Quoted product with specifications and capabilities; and

II. A narrative detailing the Offeror’s approach for commencing and prosecuting the work. At the minimum, this narrative must include how the Offeror will install the quoted product and provide a timeframe for the estimated completion of the project.

b. Part 2 – Price - Submit one (1) completed copy of price schedule (Attachment 2).

(ix) FAR 52.212-1 Instructions to Offerors -- Commercial Products and Commercial Services (Sep 2023) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored for this procurement:

(a) The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Quotes that fail to furnish required representations and information or reject the terms and conditions of the solicitation may be excluded from consideration. REMINDER: This is to include representations requested in Attachment 6.

(b) One award will be made to the responsible vendor whose quote is responsive to the solicitation, meets the requirements listed in the SOW (Attachment 1) and is determined to be technically acceptable and the lowest priced.

(x) FAR 52.212-2 Evaluation -- Commercial Products and Commercial Services (Nov 2021) this provision has been tailored to this procurement and is provided in full-text below:

(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) Technical Acceptability

(ii) Price

(b) Technical Acceptability. The Government will determine whether the quoted product and installation plan is acceptable. Acceptable and unacceptable definitions are as follows:

(i) Acceptable: Quote clearly meets the minimum salient characteristics and installation required by the SOW (Attachment 1).

(ii) Unacceptable: Quote does not meet the minimum salient characteristics or installation required by the SOW (Attachment 1).

(c) Price. Price is the total of all costs associated with furnishing the items and labor necessary to accomplish this project. The price will also include shipping costs. The Government reserves the right to evaluate offers for price realism. Offers that are priced “too low” to be realistic may indicate a lack of understanding of the requirements of the SOW.

(d) Basis of contract award. The award shall be made to the responsible offeror whose lowest-priced quote has been determined to be technically acceptable.

(i) The Government will rank the quotes from lowest priced to highest priced.

(ii) Starting with the lowest priced quote, the Government will evaluate this quote for technical acceptability, on an acceptable or unacceptable basis.

(iii) If the lowest price quote is determined to be unacceptable, the next lowest priced quote will be evaluated for acceptability.

(iv) Evaluation will continue until either a lowest-priced, technically acceptable quote is found; or all offers are exhausted.

(v) Exchanges after receipt of offers. The Government intends to evaluate quotes and make a decision to award, without interchanges; however, it reserves the right to conduct them as needed to discuss material aspects of an offer. Offerors may be asked to clarify certain aspects of their quote.

Exchanges conducted to resolve minor or clerical errors will not constitute discussions.
