Dryer Vent Cleaning Services COMBO

COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

Dryer Vent Cleaning Services at Joint Base Elmendorf-Richardson (JBER)

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as well as FAR Subpart 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

(ii) Solicitation FA500025Q0015 is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2025-03, effective 01/17/2025. The DFARS provisions and clauses are those in effect to DFARS Change 01/17/2025, effective 01/17/2025. The DAFFARS provisions and clauses are those in effect to DAFFARS Change 10/16/2024, effective 10/16/2024. The full text is available through http://www.acquisition.gov/.

(iv) This requirement is being competed as a set-aside for 100% Small Business. The North American

Industry Classification System (NAICS) code: 561790 - Other Services to Buildings and Dwellings, with a small business size standard of $9.0M.

(v) The Government intends to award a firm-fixed-price (FFP) contract for dryer vent cleaning services. See

Attachment 1, Performance Work Statement (PWS) dated 04 March 2025, for a full description of the Government’s requirement.

(vi) The 773d Civil Engineering Squadron (CES) requires dryer vent duct cleaning service on Joint Base

Elmendorf-Richardson – Elmendorf (JBER-E), Alaska. The successful contractor shall provide all items and non-personal services to include but not limited to management, personnel (IAW DFARS 252.222- 7000, Restrictions on Employment of Personnel), equipment, tools, materials, vehicles, management, and labor necessary to perform annual and semi-annual dryer vent cleaning services on JBER-E. All services must be performed in accordance with (IAW) manufacturer’s recommendations, National Fire Protection Agency (NFPA), Occupational Safety and Health Act (OSHA) codes, commercial practices, local, state, federal regulations for the current workload estimate of 731 dryer vents to be cleaned and serviced.

(vii) The contract will contain a one (1) year base period and four (4) option years. The anticipated base year period of performance is 15 May 2025 through 14 May 2026. Place of performance is Joint Base Elmendorf-Richardson, Alaska. A site visit will be held for this requirement on 20 March 2025, but may be cancelled if there is not sufficient interest. If interested in attending the site visit, contact SrA Brian Chambers and Maureen Badey at brian.chambers.5@us.af.mil and maureen.badey.1@us.af.mil by 2:00 PM Alaska Daylight Time on 18 March 2025 with the following information:

1. The first name, last name, and middle initial of the individual(s) attending.

2. Date of birth and license number/state (or other state-issued REAL ID number) for each individual attending.

3. The make, model, and license plate number/state for each vehicle.

Those attending the site visit will meet at the Boniface Visitor Center at 09:00 AM Alaska Daylight Time to process through the visitor center, departing to the site at 09:30 AM Alaska Daylight Time. Attendees must be able to present a valid state REAL ID, vehicle registration, and vehicle insurance to process through the visitor center. Each Contractor may submit a maximum of three (3) personnel for the site visit.

(viii) This solicitation closes at 2:00 PM Alaska Daylight Time on 01 April 2025. All quotes for this solicitation shall be submitted via email to SrA Brian Chambers and Maureen Badey at brian.chambers.5@us.af.mil and maureen.badey.1@us.af.mil prior to the solicitation closing.

(ix) FAR 52.212-1 Instructions to Offerors -- Commercial Services (Sep 2023) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:

(a) Paragraph 52.212-1(c), "Period for Acceptance of Offers," is tailored as follows: "the prices in its quote are valid until 01 May 2025."

(b) The following is inserted as new paragraph (m) of the provision:

(m) Quote Preparation Instructions.

A. Quote Preparation. To assure timely and equitable evaluation of quotes, quoters must follow the instructions contained herein. Quoters are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (2) separate parts/files; Pricing Schedule (IAW Attachment 3) and Provisions and Clauses (IAW Attachment 5). Past Performance Questionnaire (IAW Attachment 4) will be submitted by the firms providing the reference for your company.

B. Additional Instructions:

1. PAST PERFORMANCE QUESTIONNAIRE -

(a) Performance Surveys/Questionnaires: The quoter shall forward a copy of the Past Performance Questionnaire (PPQ) and Cover Letter to at least two (2), but no more than five (5), points of contact for who the quoter has contracted recent and relevant services with Federal, State, or Local Government agencies and commercial businesses. The questionnaires must be forwarded to a point of contact (POC) at each of those agencies or business organizations for completion. Quoters will notify the POC that the completed questionnaires will be sent directly to the Government POCs listed in this solicitation. PPQs shall be sent directly from your reference, via e-mail, to the Maureen Badey and SrA Brian Chambers at maureen.badey.1@us.af.mil and brian.chambers.5@us.af.mil. See Attachment 4 for Past Performance Questionnaire and Cover Letter.

(b) Responses received from past performance questionnaires shall be for recent contracts, within the last three (3) years of solicitation date issuance (14 March 2025). Past performance questionnaires shall be for relevant contracts. Relevant contracts include those similar in scope to JBER's requirement as described in Attachment 1, Performance Work Statement. If the respondent does not have recent or relevant past performance, a statement annotating this must be provided with the quote.

THE RESPONSIBILITY TO SEND OUT THE PAST PERFORMANCE QUESTIONNAIRE RESTS

SOLELY WITH THE QUOTER.

Once the questionnaires are completed by the POCs, the information contained therein will be considered

CUI and will not be released outside the Government.

(x) FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021) has been tailored to this procurement and is provided if full text below:

(a) The Government will issue a purchase order resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate quotes:

1. Past Performance

2. Price (Total Evaluated Price)

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are unbalanced from one year to the next. Evaluation of options will not obligate the Government to exercise any of the option periods.

(c) A purchase order, mailed or otherwise, will be furnished to the successful quoter within the time for acceptance specified in the quote. A binding contract will be formed in accordance with FAR 13.302- 3(a) or FAR 13.302-3(c).

Addendum to FAR 52.212-2, Evaluation - Commercial Products and Commercial Services

The following is inserted as new paragraph (d) of the provision:

(d) Basis For Award Decision: Award will be made IAW FAR Part 13 on a best value basis taking past performance and price into consideration. The Government reserves the right to issue a purchase order to other than the lowest Total Evaluated Price (TEP). An acceptable record of relevant past performance may be considered more advantageous to the Government than a “neutral” rating. The Contracting Officer is the Decision Authority and will make a best value award decision using the TEP and the past performance rating. To be eligible for the purchase order, the quoters past performance must not be rated unacceptable.

1. Past Performance Factor:

A. The Government will evaluate past performance information IAW FAR 13.106-2(b)(3) on all quoters based on, (i) responses received from past performance questionnaires (Attachment 4), (ii) consider a quoter’s supplier risk located in the Supplier Performance Risk System (SPRS) to assess the risk of unsuccessful performance and supply chain risk IAW DFARS

204.7603 (for more information see DFARS clause 252.204-7024, Notice on the Use of the Supplier Performance Risk System.), and (iii) the Government-wide Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov/, if available.

B. Past performance will be rated based on an acceptable/neutral/unacceptable rating method outlined below.

ACCEPTABLE Based on the quoter’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

NEUTRAL No performance record within the same scope of work is available or the quoter’s performance record is so sparse that a positive or negative rating cannot be reasonably assigned.

UNACCEPTABLE Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.

C. The scope of work and quality of service questions associated with section 5 of the past performance questionnaire (Attachment 4) will be utilized to determine if the quoter’s past performance is similar in scope and complexity to JBERs Dryer Vent Cleaning Services requirement. To be rated acceptable, quoter’s PPQs received by the Government are required to cumulatively receive a “Yes” for questions 1-3 and an “acceptable” for questions 4-8.

Cumulatively means that a collective review of all the PPQs provided on behalf of the quoter will be reviewed and the rating will be given based on all PPQs received. It will not be based on any one (1) individual questionnaire. An “unacceptable” rating for questions 4-8 on any PPQ may result in an unacceptable past performance rating.

D. If past performance is rated unacceptable, the quoter will not be eligible for award.

2. Price Evaluation Factor:

A. Total Evaluated Price (TEP): A TEP will be computed for each quote in order to meet the requirements of FAR 17.203(b). The price of a six-month extension authorized by FAR Clause 52.217- 8, Option to Extend Services, will be added to the submitted price for each potential contract performance period.

1. The TEP is a two-part computation. First, the quoters total submitted price will be determined by multiplying the quantities identified in the pricing schedule by the Unit Price (limited to two decimal places) for each Contract Line Item Number (CLIN) to confirm the extended total amount for each CLIN; the sum of all extended amounts will be the quoters total submitted price.

Second, the total submitted price (total amount for alll CLINs) plus the sum of FAR Clause 52.217- 8 Option to Extend Services formula (shown below) will constitute the

TEP.

The formula for FAR Clause 52.217-8, Option to Extend Services amount is as follows:

Base Year = Monthly Price of Base Year x 6

Option Year 1 = Monthly Price of Option Year 1 x 6

Option Year 2 = Monthly Price of Option Year 2 x 6

Option Year 3 = Monthly Price of Option Year 3 x 6

Option Year 4 = Monthly Price of Option Year 4 x 6

2. Evaluating the option CLINs does not obligate the Government to exercise any Options.

3. Interchanges: The Government intends to award a Firm Fixed-Price (FFP) contract without interchanges with quoters. The Government, however, reserves the right to conduct interchanges if deemed in its best interest. Interchanges are the contemporaneous exchange of information between the Government, at its discretion, and one, some, none or all quoters that provided quotes in response to the request for quotation.

Under FAR 13 procedures the Government may hold Interchanges with quoters to address any aspect of the quote, which may include, but not be limited to, price and/or past performance. Interchanges may be conducted in writing or as oral conversations, will be conducted in a fair and reasonable manner, and will not favor one quoter over another.

Quoters do not have to be offered the opportunity for final quote revisions in response to interchanges.

4. SAM Registration: Note that SAM registration must be current at time of quote submission and must remain valid through award. If SAM registration lapses during the solicitation and evaluation period, the quoter will no longer be eligible for award.

(xi) FAR 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services (Mar 2025) (DEVIATION 2025-O0004) are updated at www.sam.gov. Failure to obtain SAM registration MAY result in submissions not being considered for award.

(xii) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial

Services (Nov 2023) is hereby incorporated by reference, with the same force and effect as if it were given in full text.

(xiii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or

Executive Orders – Commercial Products and Commercial Services (Mar 2025) (DEVIATION 2025- O0004) is hereby incorporated by reference, with the same force and effect as if it were given in full text.

All provisions and clauses can be found in the Attachment 5.

(xiv) If any warranties are required beyond those customarily provided on a procurement of this nature, they will be specifically mentioned in the Pricing Schedule located within the Attachment 3. No additional contract requirements or terms and conditions are required for this acquisition.

(xv) Defense Priorities and Allocations System (DPAS): Not rated.

(xvi) Any questions/inquiries shall be directed to the POCs listed below IN WRITING to the email addresses maureen.badey.1@us.af.mil and brian.chambers.5@us.af.mil no later than 2:00 p.m. (AKDT) on March 25, 2025. All questions will be posted and answered by amendment following this date.
