About this file
This document contains an asbestos bulk sample analysis report and a related federal contract opportunity.
The asbestos bulk sample analysis report indicates that 12 asbestos samples collected from Building 297 at JBER in Alaska were analyzed and found to be negative for asbestos-containing materials, with one sample containing trace amounts.
The related federal contract opportunity is for the JBER 2 Rivers Flooring replacement project. The Department of the Air Force is seeking a contractor to remove existing flooring and install new commercial grade carpet, luxury vinyl tile/plank, and cove base in Building 297, as outlined in the Performance Work Statement. The contract duration is 180 days after award. Quotes are due by 12:00pm Alaska Daylight Time on August 30, 2024.

RE: JBER Bldg 297 Bulk Sample Analysis
Dear Mr. Murdock:
This letter is regarding the asbestos bulk samples that were dropped off to our office by Mr. David Brown on November 21, 2023.
The bulk samples were shipped under Chain of Custody procedures to LA Testing in Huntington Beach, California.
LA Testing is fully accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for bulk asbestos fiber analysis. The samples were analyzed using polarized light microscopy (PLM) with dispersion staining in accordance with USEPA 600/R-93/116 test method.
For samples containing more than one separable layer of material, the report will include findings for each layer.
Each layer is labeled with the sample number and material type (E.g. B0303-02-Tile, B0303-02-Mastic).
Review of the enclosed results indicates all samples tested negative for classification as asbestos containing materials (ACM). One sample, 13660011-297-F14 contained <1% Chrysotile asbestos. While this is not above the regulatory limit, the presence of asbestos was detected.
We recommend that the removal and disposal of all asbestos containing materials (ACM) be completed by an accredited abatement contractor in accordance with all applicable local, state, and federal regulations pertaining to the removal of asbestos.

LA Testing maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by LA Testing. LA Testing bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim
Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by
NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore LA Testing recommends gravimetric reduction prior to analysis.
Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
