About this file

This document contains questions and answers regarding solicitation number FA500022Q0048 for air compressor maintenance services. The solicitation seeks preventative maintenance and repair services for air compressors and associated dryers owned by the Department of the Air Force Pacific Air Forces. The performance work statement specifies quarterly and annual preventative maintenance for compressors over 10 horsepower, but excludes breathing air systems and inline dryers not integral to air compressors. The contractor will perform corrective maintenance and charge materials under $2,500 to the firm fixed price CLIN, invoicing excess costs on a not-to-exceed basis. Monthly maintenance is a separate firm fixed price CLIN billed regardless of hours. The questions clarify pricing terms, equipment scope, and maintenance schedules.

Item #1AttachmentAttachment SectionDiscussion/InformationQuestionResponse
1RFQSF 1449 Section B Schedule of ServicesCLIN 0003Pricing arrangement calls for firm fixed price but there is a statement also stating "not to exceed". Those terms are contradictory. Are we to bid a firm fixed price for all the parts being used in Clin 0002 and invoice once during the year or are we to bid an expected not to exceed number and only invoice as we have an expense for parts used on Clin 0002? This would seem very hard to evaluate in a contract. The "not to exceed" language is only included on the parts CLIN. PWS paragraph 1.8 discusses how parts will work on this contract. PWS paragraph 1.8.1 covers work tasks with a materials cost under $2,500 will be included in the firm fixed price for the corrective and preventative maintenance CLINS. PWS paragraph 1.8.2 covers work tasks with a material cost greater than $2,500. In these cases the Government will reimburse the Contractor for the material cost above the $2,500 limit using the "not to exceed" CLIN. See also the response to Item #7.
2RFQSF 1449 Section B Schedule of ServicesCLIN 0002This is also a fixed fee item and we will bill monthly. Our fixed fee is based on an estimated number of hours for service calls and emergencies times our hourly rate we are using. If the hours are more or less it makes no difference as we can only bill the fixed fee for the month?
Yes, this is correct. The Contractor has the right to rely on data and information provided by the Government.
3PWSPara 1.1Breathable Air System ComponentsWe have done all the breathing air in the past and still get called for repairs. Would the Government like to add this?Breathing air is specifically excluded in para 1.1 and will not be added.
4PWSAppendix IVAir DryersNot shown on the equipment list are the air dryers. To secure pricing there will need to be a list of air dryers for our project team to review. The only air dryers this contract would touch would be the few that are integral to the operation of the Air Compressor, this contract does not include inline air dryers that are part of the Air distribution for the building. We do not have a count on Air Dryers and will not be able to provide that data as the equipment is actually owned by each individual unit.
5PWSAppendix IVAir DryersFor air dryers we will need the manufacturer, model, and serial number to complete the pricing.See answer to Item #4.
6PWSPara 1.7.12 and Appendix IVPreventive Maintenance ScheduleIn Paragraph 1.7.1.2 it states “All air compressor/air dryers ten (10) horsepower (HP) and above must receive three (3) quarterly and one (1) annual PM…”. When reviewing the equipment list between compressor 80 and 81 on the list there is a contradicting statement. Please clarify.Preventive maintenance schedule is in accordance with PWS paragraph 1.7.1.2. Disregard the statement in the equipment list in PWS Appendix IV between compressor 80 and 81 as it is an error. This line will be removed in a subsequent amendment.
7RFQSF 1449 Section B Schedule of ServicesCLIN 0003In Paragraph 1.8.1 “Work Task less than (<or=) $2,500.00.” is this included in the parts and material clin 0003?The Government's expectation is the Contractor is responsible for all materials up to $2500 per each work task. CLIN 0003 will only be used to reimburse material costs above $2,500. The Contractor does not need to put an amount on CLIN 0003 as it will not be used for evaluation.
