About this file
This document contains questions and answers related to a solicitation for demolition services on Joint Base Elmendorf-Richardson in Alaska. The solicitation requests demolition, removal, and disposal of three three-story wood-framed buildings and includes abatement of hazardous materials, removal of utility connections, and site restoration through seeding and grass establishment. Questions addressed include the availability of previous hazardous materials surveys, historic preservation requirements, erosion control plans, and the possibility of moving buildings instead of demolition. The contracting agency will consider building relocation if abatement is completed first and a movement plan is submitted 30 days prior to coordination with base stakeholders.

1. Are there any previous hazmat surveys that can supplied for each building?
No, there are not any previous hazmat surveys.
2. Are you really going to require HABS documentation for each building? If so will this have to be completed before demo or removal?
No HABS documentation is required for these buildings, they do not qualify as historic buildings.
3. Sediment control plan? These sites are all under 1 acre and do not require a sediment plan. What are you looking for on this?
Although they do not require a full SWWPP, an erosion control plan is required on JBER
Open Market General Specifications
4.1.3. JBER’s storm water management plan stipulates that projects that are less than 1 acre in size that have the potential to discharge to JBER’s storm drain system or other waters of the US (e.g., streams, lakes, wetlands) are required to operate under an erosion and sediment control plan (ESCP). The ESCP should be submitted to the 673 CES/CEIEC for review prior to ground disturbance. The ESCP should be developed and implemented by the construction site operator. It is recommended that the construction site operator refer to the Alaska Storm Water Guide developed by the AK Department of Environmental Conservation (ADEC). http://dec.alaska.gov/water/wastewater/stormwater/guidance/.

4. Anyway to pin down Doyon on utility removal costs for this project? Their prices have varied a lot on previous jobs.

1.4 UTILITIES WORK:
Demolition contractor will coordinate disconnect and removal of DU utilities from POD to main line connection with JBER-Richardson Utility Privatization Team & DU prior to start of any demolition activities.”
It is the responsibility of the contractor to remove these utilities to the Main lines.
5. Are these buildings going to be able to be moved rather than demoed?
There are no provisions in the contract for moving buildings. However, the government was not aware of this option and would be willing to consider building movement, provided the buildings are abated prior to movement. We would amend the contract to require a plan of action, 30 days prior to movement, in order to coordinate with base agencies.
