MEMORANDUM FOR RECORD

FROM: 673 CONS/LGCC

SUBJECT: FA5000-19-Q-A041—Site Visit

The purpose of this memorandum is to document a site visit held on 5 June 2019, at building

8549 on Joint Base Elmendorf-Richardson. The following representatives were present:

Simi Makihele, Industrial Hoists

Greg Holzer, Spectrum Enterprises

Nathan Rehak, Nodak Electric & Construction

Sam Dick, Washington Crane & Hoist

MSgt Mohammad Saleem, 3 MXS

Andrew So, 673 CONS

MSgt Saleem, of 3 MXS, walked all representatives to the work area. During the site walkthrough, all four contractor representatives stated that the current Beebe system was no longer supported, and the Government’s requirement could only be provided by means of custom fabrication and retrofitting. This solution is not advantageous to the Government because it will increase the price of the requirement, and it is not a sustainable solution for the Government. It is better business practice to utilize commercial means to meet Government requirements, rather than using modified or custom fabricated parts. MSgt Saleem mentioned that the hoist system will be easier to administrate on the 3 MXS’ end if they do not utilize retrofitted, custom parts.

Due to these findings, MSgt Saleem stated the scope requirement would change from utilizing the existing trolley to requesting for a new trolley. An amendment to address this change in scope will be posted, along with answers to all questions asked since the last amendment.
