INDUSTRY DAY NOTICE

INTRODUCTION:

The 673d Contracting Squadron and 773d Civil Engineering Squadron, at Joint Base Elmendorf-Richardson (JBER), Alaska will be holding an Industry Day on 26 October 2018 in Orlando, Florida. The Industry Day will take place directly after the Society for Maintenance & Reliability Professionals (SMRP) 26th Annual Conference. The purpose of the Industry Day is to receive capability briefings from potential offerors and receive feedback regarding the draft Performance Work Statement (PWS) for the Base Operations and Maintenance Services (BOMS) requirement at JBER, Alaska. The overall objectives are to garner industry’s best practices and innovation in the latest technology to modernize facility maintenance for JBER.

The Industry Day will be held at the Sand Lake Road Business Center, 7594 West Sand Lake Road, Orlando, Florida, in the Great Northern room. Check-in will begin at 7:30 AM Eastern Time and a short Government briefing will take place at 8:00 AM Eastern Time. Capabilities briefings will be provided separately and privately to the Government by each individual contractor. A schedule for capabilities briefings will be created upon receipt of registration of all interested parties (briefing time will depend on the number of submissions). Interested parties are requested to review the draft PWS and provide comments/questions prior to the Industry Day, so the Government team can prepare a response and address industry’s feedback.

The Government is looking to change the typical business model for BOMS by looking beyond preventive maintenance or planned maintenance. The future business model should include innovation, advanced technology, predictive maintenance, and asset optimization. The Government is interested in smart technology, reduced labor costs and efficiency in the overall approach to BOMS. Although these are some of the main areas of interest, all new and relevant information regarding large scale operations and maintenance services are welcome.

Ideally, the Government is looking for a predictive maintenance model, which allows the maintenance to be as low as possible without increasing risk of failure, in order to prevent unplanned reactive maintenance, while reducing costs associated with doing too much preventive maintenance. The maintenance is only performed on facilities and equipment when it is required, which brings cost savings by 1) minimizing the time the equipment is being maintained; 2) reducing the production/operation hours lost to maintenance; and 3) reducing the amount of spare parts and supplies needed.

Some of the predictive or condition based maintenance techniques being considered are vibration analysis, infrared; ultrasonic; acoustic; oil analysis; electrical; operational performance sensors, etc.

One of the potential visions the Government has is for equipment and facilities across the joint base to be upgraded with smart technology in order to continuously relay facility and equipment condition data back to a centralized location in order to determine the most optimal time for maintenance. This would also allow the base civil engineers to monitor building temperatures, asset optimization, air quality, and other metrics from a single relay point.

The Government is open to all other business models that involve innovation, reducing labor costs, and gaining efficiencies in contract performance.

QUESTIONS:

The following questions are provided for your consideration. Please answer and return prior to Industry Day.

1. Given the number and type of facilities provided in the attachment, what time frame and mobilization would be required to meet the new business model of predictive maintenance to a base like JBER?

2. Is predictive maintenance technology being used more in the commercial sector or private sector?

3. If predictive maintenance is being used in the commercial sector, what sector or businesses are currently using predictive maintenance? To what degree?

4. If predictive maintenance is being used in the commercial sector, what is the range and scale of its usage? For example, is it more exclusive to single building systems or is it being used on multiple facilities across a large geographic location for the same user?

5. Explain the process for retrofitting or upgrading existing equipment or real property with predictive maintenance technology?

6. What type of staff, positions, and training is required to operate a predictive maintenance system as described in the Government’s proposed business model?

7. In the operations and maintenance industry, is the current JBER requirement (BOMS) as written, considered commercial or noncommercial? Why?

8. Are there any other known DoD locations using smart technology or predictive maintenance for operations and maintenance? If so, which locations and what type of business model are they using?

9. Is predictive maintenance technology mature enough to be used in the mainstream market or is it still in the developmental stages?

10. Newer and more expensive systems have built in intelligence to self-monitor in real time. Is today’s predictive maintenance technology (sensors and monitoring equipment) compatible with older systems?

REQUIRMENT INFORMATION:

It is anticipated that a Request for Proposal (RFP) will be released in the 3rd quarter of FY19. Expected performance start date is 25 September 2020. Length of contract is to be determined. All other anticipated acquisition strategy information is also to be determined.

INTERESTED PARTIES:

Registration is required in order to attend the Industry Day and provide a capabilities briefing to the Government in Orlando. Walk-ins will not be permitted. If requested attendance exceeds the capacity of the conference room, it will be necessary to limit the number of contractor attendees.

Contractors who wish to respond to this notice should send responses via email NLT 4:00 PM Alaska Standard Time by 16 October 2018 to michael.chiti@us.af.mil. Interested parties should submit a capabilities package to the Government prior to the Industry Day. The Government will reply via e-mail with the registration confirmation. All expenses associated with attendance will be the responsibility of the participant(s).

Responses should include:

1) Company Name and Address

2) CAGE Code

3) DUNs Number

4) Name of Company Representative(s) and Business Title

5) Telephone Number

6) Email

7) Type of Business

8) Capabilities Briefing

9) Questions

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC § 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
