(1) Contracting Activity:

Department of the Air Force, Air Force Installation Contracting Agency (AFICA) 673d Contracting Squadron/PKC 10480 Sijan Ave, Suite 358 Joint Base Elmendorf-Richardson, AK 99506

(2) Nature and/or description of the action being approved:

This is a new order for a firm-fixed price delivery order under the AFWAY/NETCENTS-IDIQ contract, using appropriated 3400 (Operations and Maintenance) funds in accordance with FAR 11.105(c) & FAR 16.505.

(3) Description of the supplies/services required to meet the agency's needs:

The 673 SFS, located on JBER-Richardson, requires the purchase and installation of Genetec's AutoVu license plate recognition (LPR) systems at the Government hill, Post road, Arctic Valley, and Fort Richardson gates. These systems would need to interface and be compatible with Genetec's AutoVu system currently installed at the Fort Richardson, Muldoon, and Boniface gate and will be running on the same server and software. The required brand name items are manufactured by Genetec. The system shall be capable of meeting the objectives and constraints stated in the Statement of Objectives (Attachment 2).

(4) Justification for restricting consideration to a brand-name item:

It is critical to 673 SFS mission accomplishment and success for the new LPR systems to be interfaced with the systems currently installed at the Fort Richardson, Muldoon, and Boniface Gates to provide effective, integrated security and law enforcement base-wide. The current system was acquired through contracts W912CZ-06-C-0018 and FA5000-17-P-0188 which are valued at $360,000.

In order to allow for the installation of a different LPR system, the current system would have to be removed/replaced and all the personnel in the section would need to be retrained. This would incur unnecessary high costs for the government. Therefore, it would not be economically practicable, or in the best interest of the government to expend the extra funds and man hours to acquire a different LPR system.

(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:

(7) Actions the agency may take to remove or overcome any barriers to decreasing the use of brand-name items before any subsequent acquisition of the supplies or services:

Market research will continue to provide the best solution to future purchases precluding name brand purchases.
