Statement of Objectives

I. Background

Currently we have the Genetec license plate recognition (LPR) hardware/software installed at Golf 1/ Ft Richardson gate, Gate 3/ Muldoon and Golf 4/ Boniface. This system has been beneficial to locating vehicles on the installation related to criminal cases. On numerous occasions we have assisted APD in determining whether or not a vehicle is on the installation. This technology could be applied in many law-enforcement activities to combat auto theft, recover stolen plates and associated vehicles; find DMV violations, such as expired plates and insurance violations; assist in investigations of violent crimes, including homicides and gang activity; and track vehicles of known criminals. The LPR software also has reactive capabilities to include instant alerts, in which a plate is read that is associated with a criminal hotlist provided in the software. The system alerts Law Enforcement, who can pursue action against that plate in real time.

II. Objectives

1. Install the Genetec LPR on the remaining gates to provide complete coverage for the installation to be able to locate vehicles and also provide playback, recording and data retrieval capabilities.

2. Have a standardized user interface including password protection for bldg 656 and bldg 8517.

3. Provide the capability, means, and method to store up to 120 days’ worth of retrievable data in each facility.

4. Be forward compatible and have ability to accept next generation security camera system technology for future upgrades.

5. Have a secured user interface located in bldg. 656 and bldg 8517.

6. Video quality must be sufficient to provide positive identification of license plates and vehicle descriptions without enhancement.

7. Provide a list of all inventoried equipment items to include full system specifications and all preventative maintenance requirements.

8. Provide operations and maintenance manuals (O&Ms).

9. Provide an as-built diagram of systems installed for each facility following installation.

III. Constraints

1. The security camera system shall not be linked with the Air Force network.

2. All work must be completed within 120 days of the date delivery order is received.

3. Must adhere to specifications listed in the Brand Name Justification and Approval letter.

1. Provide a Statement of Work (SOW) addressing the objectives and constraints listed above for each facility.
