What is the average snow fall per winter in Elmendorf
AFB?
Reference Attachment 1, PWS, Appendix B ‐ Area Maps or Site Plan.
Q03 In the current pricing schedule the snow removal is FFP. If the instance arises when one winter there are 200 inches of snow and the next winter you have a total of 24 inches of snow, will the contract be modified to adjust to the amount of snow per year or will the price for snow removal remain the same regardless of the amount of snow per year?
Grounds Maintenance is a Firm‐fix‐priced Contract. A firm‐ fixed price contact provides for a price that is not subject to any adjustments.
Q04 Does the government have a preference between using salt over Ice melt?
IAW applicable regulations and industry standards the government has no preference.
Q05 Is your existing workforce civilian or army? This is a new requirement and there is no existing workforce.
Q06 How many full time employees does the government currently have to perform the grounds maintenance?

No.
Q10 What is the preferred equipment to be used for the mowing?
Contractor will make that determination to meet the requirements of the PWS ‐ as "performance based"

Q12 Is fuel for the contractor available through a fuel purchase agreement with the Defense Logistics Agency? If not, is there gas available on base?

The fuel depot has always supported the mission and operation on JBER.

Q18 What is the current price for fuel on JBER? The current price of fuel is $3.33 as of 30 April 2015.
Defense Logistics Agency (DLA) updates pricing every six months. Attachment 1, PWS para 3.8, Vehicle Fuel, has been added.
Q19 What is the average number of 1" snow falls on JBER annually
Unknown.
Q20 What is the date and time frame that the sweeping of the excess winter sand needs to be completed?
See Attachment 1, PWS para 1.5.5.9.
Q21 Is the requirement of the "spring clean‐up" required on all paved surfaces?
See Attachment 1, PWS para 1.5.
Q22 Does the excess sand have to be picked up? If so, does the Government have a location that the waste material from sweeping can be dumped?
Yes. Yes, see Attachment 1, PWS Appendix B ‐ Area Maps or Site Plans.
Q23 Will a water truck be required during the sweeping operation to mitigate airborne particulates?
Contractor is responsible for compliance with Attachment 1, PWS Appendix F ‐ Applicable Publications and Forms.
Q24 Does the Sand Storage Building #743 have enough capacity to house 5,000 CY of sand?
100 ton capacity
Q25 What date will sand be able to be delivered to the sand storage facility?
At contract award or contractor start date
Q26 Can the extra un‐used sand be left in the facility over the summer months?
Yes
Q27 Is there a percentage of salt required in the maintenance sand?
IAW with Industry standard.
Q28 Will the Government supply storage tanks for the Mag Chloride or other chemical deicing agents?

Q29 Is there a minimum capacity for the liquid deicing truck? No.
Q30 Is a steam‐thaw truck required for the thawing of snow and ice in the drainage structures? If so, are we responsible for the surface only or are we also responsible for the subsurface drainage system?

Q313 Does the provided building #704 have enough plugins to accommodate the 6 graders, 8 loaders, 12 end dumps, 2 sanders, and 4 plow trucks that are needed for the snow removal services on JBER?
There is approximately 16, 4‐plex plugin's, plus the building.
Q32 Is the "brush cutting" required on the maps, under the Maintain Un‐Improved Grounds requirements, i.e. "once per year to a height not to exceed 14"?
Attachment 1, PWS para 1.3.4. has been added.

Q33 What is the requirement for brushing along the road?
Distance from the centerline or shoulder of the road?
Reference omitted paragraphs above: Rights‐of‐Way: The height of brush shall not exceed a uniform height of twelve
(12) inches, or be cut less than six (6) inches. Road rights‐of‐ ways to be cut extend twelve (12) feet from the outside edge of the drainage ditch on each side of the roadway. The area to be cut also includes road and railroad intersection sight triangles. Railroad rights‐of‐ways to be cut extend twelve (12) feet from the outside edge of each rail. The area to be cut also includes road grade crossing sight triangles.
Brush shall be removed from roadside and railway drainage ditches by cutting or grading.
Q34 Will the brush cutting be maintenance only? When was the last time that they were cut?
Brush cutting areas shall be alternated over 5 year period.

Q36 Will a Storm Water Pollution Prevention Plan (SWPPP) be required for the ditch work? Since it discharges into waters of the unites states.
The Contractor is required to follow all applicable regulation.

Yes
Q38 What is the required frequency for performing the "Litter Patrol" listed in 1.1.4?
Annually as part of spring cleanup
Q39 In reviewing the proposal requirements it is asked that we provide the Part II Price in both EXCEL format and the PDF version. Do we create our own excel Bid schedule or is one provided to us?
The government does not see where this requirement is located in Part II, Pricing.
