(a) The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government by providing the overall best value, price and other factors considered. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision) Addendum to 52.212-2:

A. BASIS FOR CONTRACT AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The most advantageous proposal will be determined based on an integrated assessment of each proposal in terms of Price (Proposed Return to the Government), Technical Information, and Past Performance. Therefore, subjective judgment by the government is implicit in the evaluation process. An evaluation will be made on each offerors proposal and the results will be used to determine a rating. The government will evaluate each offerors demonstrated understanding and approach, strengths and weaknesses, and deficiencies. Proposals unrealistic in terms of service capability and management may be categorized unacceptable and rejected.

B. EVALUATION WILL BE BASED ON FACTORS LISTED BELOW: Offerors will be graded on their ability to meet and/or exceed the government's requirements. Scores will range from "0" (no experience managing and operating a casual theme Bar and Grill Food and Beverage operation and/or No confidence previous past performance), to "5" (exhibits state-of-the-art, award winning, or clearly superior technical ability to produce the required food service and/or Substantial Confidence previous past performance)). Offerors that fail to meet the basic requirements may be considered nonresponsive, those that exceed the basic requirements will be scored accordingly.

C. WEIGHTING FACTORS: Points will be assigned to the final scores of each factor in the proposal as determined by multiplying the score assigned (e.g., “0” ,“1”,”2”, “3”, “4”or “5”) by the relative weight of the individual criterion as indicated:

7. Trade Fixtures and Supplies. The Concessionaire will furnish, at its expense, all trade fixtures and supplies required for performance of this Concessionaire contract.
