Questions and Answers Solicitation FA5000-08-R-0019

Q: When pricing carpet, vinyl, and painting we are pricing labor rates and not materials, correct?

A: Incorrect. Prices for CLINS 0x19, 0x20, 0x21, 0x25, and 0x26 include all labor and materials.

Q: There are discrepancies between Appendix 8 and the CLIN. We will be using the CLIN as our reference. Is this acceptable?

A: Yes. Appendix 8 is for informational purposes only. The government requirement is as stated in the schedule contract line items (CLINS).

Q: There are discrepancies with square footage, the following are examples:

- The CLIN has Dormitory Painting listed at 62,500 square feet, but the annual quantity for projected workload has it listed at 84,000 square feet.

- There isn’t a square footage breakdown for interior vs. exterior painting for TLF (or for dormitory). My assumption then went as follows (for TLF): The total requirement is listed at 33,696 square feet, with 19,166 listed as interior (adding up the figures for TLF painting in Appendix 8). By that, I can guess that 14,530 square feet is the estimate for exterior. This may not matter since we are pricing labor and not material (exterior paint has a different cost than interior paint).

- On page 15 (of 122) in the CLINs, “Dormitory Replacement” max quantity is listed at 20,250 square feet. However, in Attachment 8, A8.4, Dorm Carpet workload is estimated at 27,000 square feet. We are going with the CLIN requirement, but wanted to make sure you wanted that before confirming.

A: Appendix 8 is for informational purposes only. The government requires the quantities as indicated in the schedule contract line items (CLINs).

The square footage identified in the “painting” CLINs and workload data in appendix 8 applies to repainting of interior rooms only. No workload data for repainting building exteriors is available.

Minor touch-up painting of TLF interiors and exteriors is included in service calls and recurring maintenance CLINs.

Repainting of entire building exteriors, if required, would be separately priced under special maintenance project CLINs.

Repainting of dormitory building exteriors is not included in the performance work statement and is outside the scope of this contract.

Q: 1.7.1- Will preventative maintenance be required on a regular inspection schedule for appliances in the Lodging area outside of service calls?

A: See paragraph 1.7.2: “Appliances shall be maintained in accordance with manufacturer’s recommendations, and standard commercial practices.”

Q: 1.4.2.8- Will TLF roofs need to be maintained snow and ice free at all times? What is the work load data for ice dam, snow, and icicle removal?

A: “…as necessary to prevent facility damage or personal injury.” No workload data is available.

Q: 1.4.2.8- Will a path be maintained by the government around the TLF buildings for access to roofs to remove snow, ice dams, and icicles?

A: No. The government removes snow from parking lots and walkways only.

Q: 1.4.2.8- Will equipment be provided to access roofs for snow, ice dams, and icicle removal?

A: The government will provide only the equipment listed in Appendix 9 under the terms and conditions of the performance work statement and applicable clauses.

Q: 1.4.2.8- Will the vegetation around the TLFs be trimmed away from the building by the government to prevent damage to trees?

A: The government is responsible for maintaining vegetation.

Q: 1.21 Will cutting doors be required when installing carpet/pad in dormitories and will that be a separate line item for billing?

A: See paragraph 1.21.1. “…in accordance with industry standards, manufacturer’s recommendations, and AFI 32-6004, Attachment 4, Paragraph A4.13 and Table A4.1.”

Q: Appendix 8- The square footage of carpet in the TLF units by our estimates is approximately 800sf and not 504sf as detailed in the appendix 8. If so are all the numbers provided in appendix 8 extremely low estimates?

A: No. The carpeted square footage in any given unit may vary from estimates. Be advised that the contractor is paid per actual square footage of carpet installed regardless of the estimates provided in appendix 8.

Q: Appendix 8 A8.4- The TLF projected appliance transport is an extremely low estimate can a more accurate estimate be determined based on historical data?

A: The appliance transport estimate in A8.4 does not include appliance transport provided under service calls or appliance replacement—this data is included in other workload data tables such as service call data. Review the applicable portions of the performance work statement carefully.

Q: Appendix 9B- The government provided forklift listed in the appendix: The forklift identified in Appendix 9B has exceeded its economical life expectancy as determined by downtown practice. Will a new forklift be provided or will the contractor be required to purchase?

A: The government does not intend to provide a new forklift. The government does not require the contractor to purchase a new forklift. See clause 52.245-2.

Q: 1.2- Manage a “Reports of Surveys Program”? Will Report of Survey training and base procedures be provided? Will a government representative be assigned as a POC for all reports of surveys?

A: Government assistance or on-the-job training will be provided, if required, to comply with the applicable procedures identified in the performance work statement. The government will provide contact information for government points of contact as the need arises.

Q: 1.3.2. Financial Functions. "Performing furnishings and appliance acquisition including, but not limited to ordering items and completing required documentation, ensuring funds obligation by monitoring funds availability documents until the order is delivered, and coordinating funding and purchasing requirements for approval.” If required to use the "Air Force" purchasing system (i.e. mass buy) will training be provided?

A: Contractor is neither required nor authorized to use the government supply system. If the contractor is required to use a government system, the government will provide training or assistance necessary to access and use that system.

Q: Will gas be available on base for contractor usage?

A: There are no vehicle fuel sources of supply for contractor use on Elmendorf Air Force Base.

Q: Will GSA/Main Exchange privileges be available for contractor usage?

A: No.

Q: No government provided vehicles were identified in Appendix 9B was this an oversight or will vehicles be provided for contractor usage?

A: The government intends to provide only those items and services identified in the solicitation.

Q: The carpet specifications identified in Appendix 12 appear to be a minimum standard and does not currently reflect the quality installed in the different buildings (TLFs / New Dormitories). Will replacement carpet need to reflect only what is specified in Appendix 12 or must the specifications be “equivalent” to what is currently installed as per 1.17.3 and 1.19.3?

A: Yes, replacement carpet must comply with the contract specifications including performance work statement paragraphs 1.17.3 and 1.19.3.
