About this file
This is a Questions and Answers document for federal contract solicitation FA489726QC0017 addressing clarifications on munitions transport and disposal services.
The document addresses three key inquiries from potential contractors regarding munitions specifics and project background. Question 1 requests detailed information about munitions types, sizes, calibers, and explosive classes referenced in the Performance Work Statement, noting that referenced attachments appeared missing. The government response confirms that a current projected munitions list with type, model, and Explosive Classes is attached, and directs contractors to reference 22 CFR Part 121 (The United States Munitions List) and International Traffic in Arms Regulations for federal category classifications. The government indicates expectations for primarily Category III and IV munitions with possible Category I and II items. Question 2 requests a detailed munitions inventory by type, model, size, and quantities, which the government confirms is provided in an attached list, while noting that munitions and quantities may vary as additional items are received for disposal. Question 3 identifies this as a recompete opportunity with incumbent contractor Bak Global LLC under award number FA489725D0001, establishing that similar services have been previously provided under this contract vehicle.

Questions and Answers
FA489726QC0017
Question 1: Do you have any additional information about the type of munitions listed in the solicitation? There are mention of “groups” but no details as to what those munitions may be. For response purposes, it’s very important to know the type of ammunition, size, caliber, (including explosive classes) of the munitions to ensure an adequate response can be provided for the transport and disposal of the items.
Section 1.2 of the PWS references the “munitions identified in the attachments”, however the referenced attachments seem to be missing.
Answer 1: Attached is the current list of projected munitions. Please note, the Munition list will change per Task Order as this is an example. Quantities and exact types may vary. The attachment provides the Explosive Classes of munitions. Please refer to 22 CFR, Part 121 The United States Munitions List to obtain what each federal category under International Traffic in Arms Regulations the munitions may entail. We expect to only have Category III or IV; however, there is a chance of having Category I and II.
Question 2: Would it be possible to get a list of the Munitions by type, model, size, and amounts?
Answer 2: The attached list provides the type, model, and amounts of projected munitions. Munitions and quantities may change as we receive more munitions for disposal.
Question 3: Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Answer 3: The incumbent is Bak Global LLC. The award number is FA489725D0001.
