STATEMENT OF NEEDS FOR IT EQUIPMENT
1. The Authority. The Singapore Armed Forces (SAF) or a delegated body within the SAF serving as a representative to oversee the planning and delivery of IT equipment as depicted within this document henceforth.
2. The Contractor. A business, company, or any other entity, or its authorized representative, contracted by the Authority provide IT equipment according to the specifications depicted within this document henceforth.
3. Introduction. The Contractor shall provide and deliver IT equipment in accordance with this document. All IT equipment provided shall be in accordance with the requirements as stated within this document, and all applicable federal, state, local laws and applicable regulations.
4. Security Clearances. The Contractor, upon undertaking of the contract, shall liaise with MHAFB via 366 CONS for all matters pertaining to security and site clearances as well as any relevant training, certifications or processes to be followed in the conduct of work done.
5. Rental Basis. The Contractor shall provide the IT equipment required by the Authority on a rental basis unless otherwise specified, with an option for the Authority to purchase selected IT equipment (see Para 8 and 9 for details).
6. Location. The Contractor shall deliver all required IT equipment into the Command Post Trailers (CP) that will be constructed in MHAFB. The Contractor shall ensure that the delivered items are deposited in an area within the CP Trailer that is not susceptible to environmental factors such as extreme temperature, wind, rain, sleet or snow. In the event that the CP Trailer construction is delayed and a suitable area is not available on the day of delivery, the Contractor is to contact the Authority for alternatives. The Contractor is to ensure that any boxes, wrapping material, rubbish and/or waste are removed from the site upon completion of delivery, as well as after retrieval of IT equipment is completed.
7. Need by Date and Period of Need. The required IT equipment shall be delivered on 18 Aug 2025. The period of performance is from 18 Aug 2025 to 20 Sep 2025. The Contractor shall collect the IT equipment from 22 Sep 2025 onwards.
a. Command Post (CP) Trailer Tear Down. Tear down of the CP Trailer may commence from 22 Sep 2025 onwards, and may cause disruption to the

Contractor’s efforts to retrieve all loaned IT equipment. In view of this potential disruption, the Contractor shall make the necessary provisions/arrangements in the planning of their work such that the retrieval of all loaned IT equipment can be completed.
8. Detailed Requirements. The specifications of the required IT equipment are stated in Table 1.

9. Purchase of Storage Media. The Contractor shall provide an option for the Authority to purchase selected storage media (e.g. SSD, HDD) installed in Desktop Computers (Type I), Desktop Computers (Type II) and Desktop Computers (Type III). The Contractor will be informed NLT 20 Sep 2025 on the quantity of storage media purchased. The Contractor shall remove the purchased storage media from the computers, record the brand, model, storage capacity, and serial number of the purchased storage media, and hand over the purchased storage media to the Authority on 22 Sep 2025. The Contractor shall also issue a sales invoice to the Authority stating the quantity of storage media purchased, together with an inventory list detailing the brand, model, storage capacity, and serial number of all the purchased storage media.
10. Purchase of IT Equipment. The Contractor shall provide an option for the Authority to purchase selected IT equipment from the items leased in Table 1. The Contractor will be informed NLT 20 Sep 2025 on the type and quantities of IT equipment to be purchased. The Contractor shall hand over all purchased IT equipment to the Authority on 22 Sep 2025. The Contractor shall also issue a sales invoice to the Authority stating the type and quantity of IT equipment purchased, together with an inventory list detailing the brand, model, and serial number of all the purchased IT equipment.
11. Operations Security: The contractor shall comply with 366 FW OPSEC requirements and countermeasures to protect critical information as defined in AFI 10-701, Operations Security. Contractors shall receive unit specific OPSEC briefing prior to the start of work. Briefing documentation must be completed by the respective unit OPSEC coordinator. The unit OPSEC personnel will provide guidance on protecting critical information, training materials and other instructions as needed. The contractor will comply with the 366 FW OPSEC Policy that imposes a 100% shred requirement of all government related paper products using NSA approved devices only.
