About this file
This document is a Questions and Answers (Q&A) file for an IT Equipment Rental federal contract (Solicitation Number FA489725QC041) issued by the Department of the Air Force Air Combat Command. The Q&A covers multiple technical details about the equipment rental, including specifications for desktop computers, monitors, video wall controllers, firewalls, and power connectivity requirements. Key clarifications include that the rental does not require service plans, the equipment can use DisplayPort and HDMI connections, and contractors should provide UK plug adapters for US power sockets. The government specified preferences for specific graphics cards (like GeForce 4060), but allowed some flexibility in make and model of PCs, with the caveat that compatibility with their software must be maintained.
The document reveals specific technical requirements such as connectivity needs (up to 3 monitors and 1 TV per desktop), power adaptation for UK-style plugs, and detailed specifications for firewalls like the Cisco Firepower 2110 NGFW Appliance. The previous contract was awarded to Accugov, Inc. (FA489723P0039), and this Q&A document provides vendors with critical information about equipment specifications, connectivity requirements, and logistical details like unpacking and staging, with the note that storage will not be provided on-site and pallet jacks will not be available for use.

Questions and Answers IT Equipment Rental
FA489725QC041
Question 1: What is the previous award information?
Answer 1: FA489723P0039- Accugov, INC
Question 2: Could you confirm if the accessories are intended for the requested desktops and monitor?
Answer 2: In general, all stated IT equipment requested in the SON are for use with the desktops and monitors OR for servers/firewalls/switches.
Question 3: If not, can service be provided for the systems they will be used with?
Answer 3: Service will not be required, only requesting lease of the IT equipment.
Question 4: Is the government requesting a service plan for these items to cover potential equipment issues during operation?
Answer 4: Not required.
Question 5: The Type 1 PCs and Displays only have 1 HDMI port and 1 DisplayPort. Will it be acceptable if we provide DP to HDMI adapters for the second connection?
Answer 5: See answer 17 below.
Question 6: For Type I, II, III, do all PCs have to be the same make and model?
Answer 6: Not required to be the same make and model.
Question 7: Will graphics card RTX 3060 12gb be acceptable for Type II & Type III PCs or will the Singapore team need the specific graphics card mentioned on the SOW?
Answer 7: Ideally maintain the graphics cards stated in the SOW. For Type II RTX 3060 is acceptable. For Type III PC, the graphics cards remain stated in the SOW.
Question 8: Will this 3x3 video wall controller be acceptable - 3x3 4K 60HZ UHD Video Wall HDMI Processor HDTV 1080p Controller
Answer 8: That should be acceptable as long as it is compatible with a single TV via HDMI.
Question 9: Do you need to rent any video wall displays? If so, how many, what screen size and resolution?
a. Will they need to be installed or placed on pole stands?
Answer 9: For consideration. Will update at earliest opportunity, for now we are not considering it as we will plug in the video wall controller into a single 85” TV.

Question 10: Are they looking to plug these in-to a US socket, but have UK style (Singapore) outlets on them? We might need to figure out an adapter setup to do this, and it will not convert power form the US 110V to the UK spec 240V.
Answer 10: Yes we are looking to plug these into US sockets, no requirement for conversion as our IT equipment are dual-voltage. If a fused plug converter (min 13A fuse) can be provided for each of these UK plug items to plug it into a US outlet, that would be very useful.
Question 11: Will we need to unpack and stage the same as last time?
Answer 11: See Statement of Need
Question 12: Who is the POC on the setup day?
Answer 12: POC will be provided at time of award
Question 13: What is the earliest day & time we can deliver and unpack the equipment?
Answer 13: See Statement of Need
Question 14: When will the CP trailer be completed?
Answer 14: This information is not relevant to this contract
Question 15: Will there be a storage facility onsite for the boxes and pallets?
Answer 15: Storage will not be provided on base. Contractor will be responsible to unpack boxes, take them and then bring them back.
Question 16: Will pallet jacks be available to use?
Answer 16: Pallet jacks are not available for use.
Question 17: USB-C video out is not an option for desktops; video out is routed to Display Port or HDMI. What is the purpose of this requirement
FA489725QC041
Answer 17: The general rule of thumb for the setup of all the systems is HDMI connectivity to one or more monitors, as well as potentially one additional HDMI connections to a input switcher. The USB-C connectivity was to cater for the potential of insufficient HDMI inputs on the monitor, and are not required if alternatives can be provided to make the 2xMonitor and 1xTV connectivity work.
E.g. it would be acceptable for the desktops to come with 1xHDMI and multiple DP ports, provided the monitors have min 1xHDMI and 1xDP ports on them so we can “mix and match” depending on the cables and DP-to-HDMI adapters provided by the contractor.
Question 18: Dual HDMI is only available for legacy video cards. Current video cards will be 1xHDMI, 3x Display Port. What is the purpose of the requirement?
Answer 18: Same as above. Certain desktops will need to connect to up to 3 monitors and 1 TV at a maximum.
Question 19: We have an option for a small footprint desktop with the nVidia RTX2000 ADA 16GB, but the ports would be 4xMiniDP, would this be something that would be of interest in place of the Tower’s required for the Geforce 4060?
Answer 19: Whole the RTX2000 ADA is comparable by spec, it is recommended to provide the 4060s due to IO and for tested compatibility with our software. The graphics cards required remain stated in the SOW.
Question 20: Would the team would be ok with this firewall setup:
firewall and 4 transceivers:
FPR2110-NGFW-K9 Cisco Firepower 2110 NGFW Appliance, 1U. 1
SFP-10G-SR 10GBASE-SR SFP Module. 4
FIREPOWER 2110 NGFW APPL 1U

Answer 20: It will not fit our plan unless we use PDU receptacles which connects to L6-30R/L6-20R.
These PDU receptacles should have around 8 IEC 60320 C13 outlets to allow connec vity to our servers/switches/firewalls.
