About this file

This is a Questions and Answers document dated February 6, 2025, for solicitation FA489725QC0016 regarding Fire Suppression Systems Inspection, Maintenance & Repair Services at Mountain Home Air Force Base.

The document addresses four key questions from potential bidders. It clarifies that while DFARS Clause 252.204-7020 (NIST 800-171) is included, no CUI information is currently anticipated. The cleaning requirements are limited to necessary cleaning during maintenance work, not full hood and duct system cleaning. Prior year inspection reports will not be provided as they only contain basic checklists. Regarding past performance, while submission is highly encouraged and more important than price in the evaluation criteria, it is not mandatory. The evaluation will use simplified acquisition procedures with a subjective trade-off approach, and proposals without past performance will receive a neutral rating but may be at a competitive disadvantage during the trade-off analysis.

Fire Suppression Solicitation Questions

6 February 2025

Solicitation: FA489725QC0016 Questions & Answers

Fire Suppression Systems Inspection, Maintenance & Repair Services

Below are the questions received to date and government response regarding this solicitation.

Question 1. We see the referenced solicitation incorporates by reference Clause 252.204-7020 NIST 800- 171 DoD Assessment Requirements. Do you anticipate this project requiring the exchange of or access to classified uncontrolled information (CUI)? It has been our experience in the past that we can successfully complete inspection, testing, and maintenance services for fire suppression systems without the need to possess or exchange any CUI in performance with this contract’s scope of work. If you agree, would you mind removing this and Section 7.2.3 requirements from the solicitation?

ANSWER: Per The DFARS prescription, this clause was required. At this time we do not anticipate there is any relevant (CUI) pertaining to this clause. In addition, the PWS reference is conditional to when/if this applies. In the event relevant CUI information is existent, then this would become applicable.

Question 2. Section 2 item 2 of the PWS states "The contractor shall...clean and maintain all wet chemical pre-engineered fire suppression systems." Aside from the word “clean” in Section II item 2 of the PWS, there is no other reference to cleaning in the solicitation document. Can you please confirm the scope of work is only to perform inspection, testing, and maintenance of the fire suppression systems? Or do you also require services to clean the hoods, filters, etc.?

ANSWER: Para 2. In the PWS is a “general” overall summary paragraph outlining the basic items required within this section. The term “Clean” is referring to when you are performing maintenance and other required work, to clean as necessary in order to perform any inspection, testing, maintenance, or repair work under this contract. Example, you may need to wipe of some grease or dust while inspecting, or if/when conducting repair work in response to a service call, we would expect a clean work area/final product, not left dirty. But this does not mean to conducting any actual cleaning of units/hood and duct systems.

Question 3. Can you please provide prior year inspection reports?

ANSWER: At this time we will not be posting all of the inspection reports. After review, there is no relevant data indicated on any report. They contain a simple checklist of the location/units inspected and are signed off as documentation the inspections were completed.

Question 4. Is submission of past performance is mandatory. Additionally, in the absence of past performance submissions, would we receive a neutral rating?

ANSWER: Quotes/proposals in response to this solicitation will be evaluated in accordance with FAR Provision 52.212-2 Evaluation criteria procedures as stated in the solicitation. As stated, “Past Performance is significantly more important than Price”. We highly encourage the submission of Past Performance. This solicitation is under simplified acquisition procedures, and not subject to FAR Part 15 evaluation procedures. However, a simplified version of FAR Part 15, Subjective-Trade Off evaluation principles will be used. While, the submission of no past performance will be rated as “neutral”, a trade-off will be conducted amongst the quotes/proposals that are evaluated, following the procedures stated in the solicitation. Based on the evaluation criteria, depending on other quotes/proposals received, not providing any past performance subject to evaluations, may impact the award decision-depending on the results. But we cannot ‘force’ an interested party to provide past performance.
