About this file
This document is a Request for Information (RFI) Response, No. 2 for the FA489725B0006 – QYZH 230023 Repair Desert Street federal contract opportunity. The RFI addresses five key questions from potential contractors regarding project specifications for a construction project at Mountain Home Air Force Base. The responses provide critical guidance on quality control practices, soil testing requirements, dirt hauling procedures, surveying deliverable formats, and soil stockpiling locations.
Key details include: contractors must use 3-phase quality control practices, new import soil requires no testing if it is virgin and from an undisturbed area, and bidders should price dirt haul-off to a landfill. The preferred survey deliverable format is an ESRI ArcGIS geodatabase/feature class in WGS84 UTM Zone 11N, with AutoCAD dwg as an alternate format. A specific location on the north side of a gravel lot is designated for potential soil stockpiling while waiting for test results. The project is estimated between $1,000,000 and $5,000,000 and is being conducted by the Department of the Air Force Air Combat Command.

FA489725B0006 – QYZH 230023 Repair Desert Street Request for Information (RFI) Responses, No. 2
1. Will 3 phase quality control practices need to be used?
A: Yes
2. Does all new import soil need to be tested for contaminants/etc?
• No testing for contaminants is required if the material:
a. is virgin (unused) and,
b. from an undisturbed area/new source that has never had an industrial operation on the property.
• MHAFB shall not accept any reused or recycled materials from sources or properties, regardless of ownership, without prior written approval (testing would be required).
• The contractor is responsible for ensuring that all materials brought onto MHAFB are free of regulated or hazardous contaminants.
3. For bidding purposes how do we bid the dirt haul off? The SOW tells us a Change Order will be issued whether the dirt is to be reused on base or hauled to a landfill? Do we just bid piling the dirt into 100-yard piles and then wait for test results?
A: Bid dirt as haul off to landfill
4. What is the preferred method of surveying? Can the government please provide an example? The surveying deliverables list many different formats.
A: The preferred survey deliverable format is an ESRI ArcGIS geodatabase/feature class in WGS84 UTM Zone 11N. Alternate format would be a georeferenced AutoCAD dwg in the same coordinate system.
5. If we were to leave dirt on site, is there a location we can haul it all to while we wait for dirt test results? Then we can keep working, or does it all need to stay within the project boundaries?
A: See attached map of the area the contractor may stockpile soil if needed. This location is the north side of the gravel lot, away from existing contractor laydown areas and convenient to haul off base if determined.
