About this file
This document is a Request for Information (RFI) Responses, No. 1 for the FA489725B0006 – QYZH 230023 Repair Desert Street federal contract opportunity. The RFI addresses six key questions from potential contractors regarding project details, including storm drain system installation, personnel requirements, project administration, contract timeline, and award expectations. Key highlights include confirmation that CE (Civil Engineering) is administering the project, the Superintendent position can be "Triple Hat" (covering Superintendent, SSHO, and QCM roles), and the government anticipates awarding at least item 0001 within 5-7 business days of bid opening. The contract involves construction services for repairing Desert Street at Mountain Home Air Force Base, with an estimated project value between $1,000,000 and $5,000,000. The government acknowledges potential project delays and clarifies that liquidated damages will not be assessed for excusable delay periods, recognizing the possibility of work extending into Spring 2026 due to seasonal constraints and material availability.

FA489725B0006 – QYZH 230023 Repair Desert Street Request for Information (RFI) Responses, No. 1
1. Drawing CG101 There are 3 new catch basins around station 119+00. These would be installed as part of the Base Bid. They tie into a new S&G trap and seepage bed that is located in the option 1 area near 121+00. If base bid is awarded without option 1, this is going to be a problem. Do we need to include installation of this storm drain system (S&G- 1 & Seepage Bed 1) as part of the base bid, including patching the curb & gutter, asphalt, and restriping the parking stalls? Or maybe the dividing line between base bid and option 1 can shift?
A: Addressed with Amendment 0003
2. Per the SOW personnel required the Superintendent position can be “Triple Hat” Superintendent, SSHO, and QCM. Also required to have dedicated Environmental Manager two full time personnel on site.
Per Specs 01 45 00.00 10 3.4.2 The CQC Manager must be assigned no other duties
Environmental Manager 01 57 19 1.5.4 Environmental Manager can be a Collateral Position
Would it be possible to “Triple Hat” Superintendent, SSHO, and Environmental position?
And have dedicated CQM position? Still having two full time personnel on site.
A: Yes, provided they are qualified for the positions they are submitted for.
3. Who is administering the project? CE or the Army Corps?
A: CE
4. Contract documents say 150 days plus 30 days per each phase. If awarded all phases that is 240 days. That would push paving to next spring if not awarded quickly. Does the government realize this?
A: All work is intended to begin upon award and carried out until excusable circumstances arise that prevent the work from proceeding. The government realizes the potential for delay to Spring 2026. Contractors also need to realize and account for the government acceptance period, delivery schedule, and option terms stated in the solicitation, as well as seasonal weather records and material availability, and bid accordingly.
5. When is anticipated award?
FA489725B0006 – QYZH 230023 Repair Desert Street Request for Information (RFI) Responses, No. 1
A: The government anticipates awarding at least item 0001 following evaluation of the bids and responsibility determination within 5-7 business days of bid opening. Funds are currently available.
6. Will liquidated damages be taken out of the contract if award takes too long and we could not pave until next spring?
A: Liquidated damages will not be assessed for excusable delay periods.
