Ques ons & Answers

1) Is there an existing building evacuation plan you can provide? To ensure we know what doors need to be maintained for egress.

Yes ‐there is a current evacuation plan (Emergency Action Plan – EAP attached) for bldg. 1100.

The attached EAP (see last page for map) shows three primary evacuation routes. The two on the NW side of the building are primary for a bomb treat as the bomb threat staging area is closest to that side of the building. The single primary on the NE side is for fire evacuation as the fire evacuation staging area is closest to that side of the building. All other exit doors are considered secondary.

2) Does repairing the damaged/rotted wood soffit and fascia on the exterior need to be included in the scope?

No ‐ damaged/rotted wood exterior soffit and fascia is not included in the scope.

3) What are the hours of operation of the building?

0700‐1600 M‐F. Fridays tend to be the days functions happen and will be communicated to the contractor in advance. No access on Federal Holidays.

4) Is there a dedicated staging area?

Currently no staging area is iden fied. The select contractor will need to submit a “Mountain Home AFB‐Contractor Yard Si ng Request” indica ng specifics including size, what is stored, vehicles, etc. Once completed, a loca on preferably within the fenced compound will be designated by the Community planner. ‘We make every effort to ensure laydown is located at, or near the job site’.

5) Is the expectation to just caulk & paint‐to‐match on the interior for all block repairs, and new windows and doors?

For interior block and concrete wall repair, finish with a straight sharp cut, mortar or grout the door to wall gap, and float to finish. Apply paint coa ng corner to corner to match exis ng paint using color as approved by CO/Base Architect. Color chips are required for all paint, prior to pain ng applica on.

15) Please confirm the extent of surface prep at all exterior walls to be repainted. Specs state to “…remove paint…” please confirm if we are to remove existing paint or if all existing exterior surfaces may be painted over

Existing paint that is easily removed with moderate pressure using a knife or wire brush will be the “…remove paint…” as stated in the specs and is in‐scope for this project. The paint is positive for hazardous material and is required for abatement.

Existing paint that remains with moderate pressure using a knife or wire brush can remain in place to “encapsulate the lead paint in lieu of abating it”.

See also answer 16).

.Is power washing acceptable if only dirt and debris are required to be removed?

Power washing is acceptable when No paint or other Hazardous containing materials is removed.

16) Since paint is confirmed to be lead‐based. Please confirm we do not need to scrape this paint, and that we can simply paint over it to encapsulate the lead paint in lieu of abating it.

Existing paint that is easily removed with moderate pressure using a knife or wire brush will be the “…remove paint…” as stated in the specs and is in‐scope for this project. The paint is positive for hazardous material and is required for abatement/waste determination/HAZMAT disposal.

Existing paint that remains with moderate pressure using a knife or wire brush can remain in place to “encapsulate the lead paint in lieu of abating it”.

If the doors are to be recycled, no testing is required. If doors are to be disposed of, the doors will be subject to a waste determination wherein a representative sample must collected, analyzed for TCLP RCRA 8 metals, sample results will dictate disposal requirements.

Sample analysis results for any waste determinations must be submitted to CEIE for review, and if hazardous waste disposal is required, the MHAFB Hazardous Waste Program Manager must be consulted throughout the disposal process.

See also answer 15).

17) For the painting scope, there are hundreds of small “knicks” in the masonry that wouldn’t likely fall under the masonry repair scope. Please confirm that no small masonry “knicks” in the building will need filled or repaired prior to painting.

For bidding purposes, up to 30 small knicks and repairs such as holes < 1.5 inches in diameter are in scope for repair under this contract.

a. Per specs 09 90 00 – 3.5.1.b, currently all repair of mortar is required, so if they are require to be repaired, please provide a quantity of anticipated patches so all contractors can anticipate the same in their estimates.

For bidding purposes, see sheet S‐501. See also number 17) for additional miscellaneous repairs such as holes < 1.5 inches in diameter.

18) Does existing hazard tape on bollards, overhead doors, and misc other locations need removed and replaced by the contractor or can this tape simply be painted over?

The intent of the SOW is to remove the old tape, paint the bollards and apply new black and yellow reflective safety tape.

19) Please confirm a contractor lay down area will be available inside the gates near the building.

See answer to question 4) above.

20) Will the government remove any exterior signage adhered to the building prior to painting repairs or will this be the responsibility of the contractor?

The removal and replacement of existing “exterior signage adhered” to and attached “to the building prior to painting repairs” will be the responsibility of the contractor.

21) The exterior clerestory soffit is extremely damaged. Scraping to prep for new paint may cause further damage.

The interior soffit is under contract for repair, and it is a known condition that one of the two, upper level, interior soffits are insufficient for reuse, replacement of both upper level, interior soffits is in scope.

a. Please confirm we can remove “paint prep” requirements from this scope as it is likely to fall off if we do.

“paint prep” is required.

Yes – All thresholds for new exterior door/frame replacement are scoped to be removed and replaced with new, under this contract.

23) Please confirm quantity, size, and locations of masonry repairs to be included in this scope.

Masonry repairs observed ranged in size from 1” to a couple feet during the site walk.

Quantity and size are shown on Design drawing S‐501 for bidding purposes. No location is given.

24) Can the requirement for .dwg as‐builts be removed? Can red‐lined as builts be the only requirement?

Government currently requires as built, .dwg CAD drawings for close out.

25) Att 2 states contractors proposal will include costs for life safety plans, including lightning protection system. This does not seem applicable to this project, can this be waived?

Attach 2 – GENERAL REQUIREMENTS para. 3.1.4 life safety is not in scope and is waived for this construction only requirement.

26) Att 2 – Warranty requires contractor to inspect items within 4 hours of a warranty call. This is not a realistic timeline and does not seem warranted for this project. Please confirm this can be waived.

The 4‐hour response time (para. 6.1.1 to 6.1.3) warranty call refers to an emergency warranty call. If work has failed and is causing immediate, and ongoing damage to government property, or risks life and limb, or is deemed an emergency by a GOV official, the emergency warranty call stands as written.

Any potential warranty calls for this project is extremely likely to be a routine warranty call that requires a 3‐ working day response.
