Repair MUNS Roof, B3003 RFI - 01 22-Apr-24

1. At the site walk it was observed that there was some cracking, spalling, and what appears may be potential structural deficiencies. In revieing the SOW, it appears that evaluation, design, and repair of any potential structural deficiencies is not part of this solicitation.

Please confirm if this is correct.

a. Correct. Evaluation, design, and repair of any potential structural deficiencies observed at the site visit on 12 April 2024 is not part of this solicitation.

b. Repairs for deficiencies to concrete is limited to the outside, top (roof) surface of the concrete structure for the preparation of the new, weather proofing membrane as described in the SOW.

2. If evaluation, design, and repair of any potential structural deficiencies is to be added to the scope of this project, please confirm how the contractor is to quantify these repairs. This is especially important as to ensure an even and fair comparison of bids as the full extent of any potential repairs is unknown and will be unknown until a contract is awarded and additional more operationally invasive investigations are able to take place.

a. Evaluation, design, and repair of any potential structural deficiencies observed at the site visit on 12 April 2024 is not part of this solicitation.

3. Please confirm that as-builts for the existing facilities will be provided as part of the documents provided to o erors who are invited to step two of the solicitation.

a. As-built drawings will be issued to the winning bidder for design.

b. A 2016 Design (obsolete) which includes drawings, design analysis, and a partial specification will be issued to the participants in round two. The design drawings are final design and includes details that are typical for a final design – plans, sections, details.

4. The SOW indicates that the Period of performance is 265 days per facility. Please confirm if construction on multiple facilities will be allowed to happen simultaneously.

a. 265 day PoP is for one facility. It is reasonable in the eyes of the Gov’t that the PoP for two simultaneous facilities may not necessarily double, but would be significantly longer that the 265 day PoP for one facility.

5. The SOW indicates that the Period of performance is 265 days per facility. Please confirm if construction will be limited on the number of facilities under construction at a time.

a. Simultaneous work on multiple facilities is not prohibited, but roads must be open for access to all other facilities at all times, unless special temporary authorization is obtained from the Gov’t.

6. Please confirm if the contractor will be permitted to stage materials and equipment within the MUNS Area.

a. The Gov’t will approve staging materials and equipment within the MUNS area on a case-by-case basis. Material and equipment staging approval will be subject to MUNS’ discretion, with concern for security and AF regulations.
