About this file

This document is a Request for Technical Proposals (RTP), step one of a two-step sealed bid solicitation for the acquisition of Earth Covered Magazine (ECM) Munitions Storage Facilities Roof Repair at Mountain Home AFB, Idaho. The Government is seeking a qualified, experienced, woman-owned small business to demolish, replace, and repair the roof of ECM Facilities 3003 and 3010, and optional facilities 3004 and 3006. The project scope includes removal and replacement of the trenched pipe drainage system, installation of a new roof waterproofing membrane, design and construction of a new lightning protection system, and replacement of the existing gunite-coating with a geocell confinement system. The project duration is 265 calendar days per facility, with a construction magnitude between $1,000,000 and $5,000,000. Technical proposals are due on 02 May 2024, and only offerors with acceptable technical proposals will be invited to submit priced bids in step two of the solicitation. Past performance demonstrating the ability to successfully complete similar projects will be evaluated. The solicitation is set aside for woman-owned small businesses under NAICS code 236220.

Introduction

Facility 3010 is an existing earth covered magazine (ECM) munitions storage facility. The existing concrete structure is believed to be coated with a waterproof membrane, covered by earth. The earthen cover is sloped, with a 2 foot minimum thickness at the top. A 4 inch thick gunite coating has been applied to the earth mound cover, this gunite shell has failed and developed severe cracks over time, which permits erosion of the soils below. Mountain Home Air Force Base (MHAFB) desires to remove the existing earthen cover and gunite shell, as well as the existing waterproof membrane covering the ECM structure itself, in order to provide a new waterproof membrane, replacement and recompaction of earthen soil cover, and installation of a new separation geotextile and geocell grid filled with crushed aggregate to prevent erosion.

Scope of Work & Survey Limitations MHAFB contacted CH2M to perform a limited environmental inspection on Building 3010 in the Munitions Storage Area (MSA). The environmental inspection is limited to the roof structure and associated venting, as shown in the “Statement of Work” dated 5 February 2016. Inspection efforts included sampling and analysis of the following materials associated with the roofing system:

• asbestos containing buildings materials (ACBMs) in waterproofing membrane

• lead-based paint (LBP) on exposed ventilation shafts

• pesticides in earthen cover

Inspection Methodology

On July 30 and August 16, 2016, Michael Wirtz performed environmental inspections on the roof structure of Building 3010 for the presence of ACBM, LBP, and pesticides. Mr. Wirtz is a trained and certified AHERA Building Inspector and United State Environmental Protection Agency (USEPA) certified lead based paint building inspector (see Appendix A).

Asbestos Inspection

In order to expose the waterproof membrane, Mr. Wirtz had to cut through 4-inch thick gunite using a hand held concrete saw, and under a hot work permit set by the MHAFB Fire Department. Once a section of gunite was removed, Mr. Wirtz dug through approximately 3 inches of soil to expose a canvas and plastic sheet layer followed by approximately 27 inches of soil to the waterproof membrane (see Appendix B). Directly on top of the concrete roof structure of the ECM was membrane coating. Three samples were collected for the potential presence of asbestos: one sample of the membrane, a sample of the plastic sheet, and a sample of the canvas.

The suspect ACBM samples were sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis using Chain-of-Custody (COC) sample tracking procedures.

TestAmerica is a National Voluntary Laboratory Accreditation Program (NVLAP) accredited asbestos laboratory. Laboratory accreditations are provided in Appendix C.

Samples were analyzed using polarized light microscopy (PLM), EPA Method 600/R- 93/116.

Lead-Based Paint Inspection

A LBP inspection was also conducted on the roof structure of Building 3010. Two bulk samples of suspect LBP were collected with a cutter or other tool, as appropriate. One sample was collected from the vent (sample ID 3010-LBP-01-vent), and one from the waterproof membrane (sample ID 3010-LBP-02-tar). Representative photographs of the waterproofing membrane and vent are provided in Appendix B. The lead samples were placed into a clean plastic bag with the sample identification written on the outside of the bag.

All suspect LBP samples were sent to TestAmerica Laboratory in Nashville, TN (TestAmerica) for analysis using COC sample tracking procedures. Samples were analyzed using EPA Method SW 846 6010B.

Pesticide Inspection

After a gunite section was removed and a hole was dug exposing the top of the ECM structure (approximately 30 inches deep soil layer), a sample was collected along the entire depth of the hole and analyzed for pesticides using EPA Method 8081. A 4-ouce glass jar was used to collect the sample by scrapping the edge of the jar along the entire depth of the hole to fill the jar. Refer to Appendix B for photographs.

Findings

Asbestos

All of the asbestos samples were non-detect (ND) for the presence of asbestos. Laboratory results and COCs are included in Appendix D.

Lead-Based Paint

One of the samples exceeded 5,000 mg/kg. The brown paint on the vent (Sample ID 3010- LBP-01-vent) has a lead concentration of 8,600 mg/kg. Approximately 100 ft2 of painted surface is on the vent. The other sample was below 5,000 mg/kg. Laboratory results and COCs are included in Appendix D.

Pesticides

No pesticides are present in the soil mound covering Building 3010. Laboratory results and COCs are included in Appendix D.

Recommendations

If impacted during the renovation process, the brown paint on the vent of Building 3010 should be abated by a trained professional. Any welding on the vent should be done only after the brown paint and any sub layer are removed exposing bare metal.

EMLab P&K reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
