1. In the Solicitation document, Section F – Deliveries or Performance under the Delivery Schedule it states 90 work days. All other areas in the contract documents call the construction schedule to be 90 calendar days. Please clarify if its 90 working or calendar days to complete the work after NTP.
- To account for lead time for the barrier, the schedule will be revised to 120 calendar days.
2. Lead time for the drop arm barrier is typically 8 to 10 weeks after approved submittals. If submittals take 2 weeks for approval, then this would leave us less then 1 week for installation, commissioning, testing and training of the drop arm barrier. Can this 90 of completion be extend to 120 calendar days?

3. The SOW document on the list of requirements, line item # 7 states “the vehicle barrier must be on the most current Department of Defense (DoD) Anti-Ram Vehicle Barrier List.” There is currently no
K12 drop arm barrier that is on the DOD Anti-Ram Vehicle Barrier List with a 20’ clear opening width. If a barrier is on the DOD Barrier List and the drop arm barrier has been crash engineered at 20’, is that acceptable?
- The DoD Approved Anti-ram Vehicle Barriers list updated June 2019 lists a Barrier1 Systems Inc.
with M50 rating and up to 34’ span.
4. Does the drop arm barrier have to be on the DoD Anti-Ram Vehicle Barrier List?
- Yes, DoD must approve of barriers used on DoD installation.
5. Is a drop arm barrier with a 18’ clear opening acceptable if it’s on the DOD Anti-Ram Vehicle
Barrier List?
- A 20’ clear span is required for Emergency Service vehicles.
6. What is the penetration rating requirement for the drop arm barrier?
- Penetration of P2 preferred. However, the M50 speed rating takes precedence.
7. What is the crash rating and penetration rating of the vehicle rated bollards that are to fill the gaps between the new barrier and the preplaced fencing?
- Bollards shall match barrier rating.
8. Please verify that the keypad for opening the drop arm barrier on the inbound and outbound are the only controls for the drop arm barrier.

9. Will the drop arm barrier close after a vehicle has gone through the gate using a free exit loop?
- Yes (drop arm barrier will close after a vehicle has gone through the gate using a free exit loop)
10. Please verify that the drop arm barrier will not have any traffic warning lights or be tied into the runway light system?
- Barrier will not be tied into runway light system, nor will have any traffic warning lights.
11. What are the specification and requirements for the two keypads for the inbound and outbound operation of the drop arm barrier?
[This is more of a performance spec requirement. Here are some basic requirements for the keypad: 1) post-mounted so accessible from a vehicle window; 2) weatherproof; 3) backlit number pad; 4) compatible with the drop-arm barrier; 5) include a housing to further protect the keypad from our harsh environment – locking capability is not required for the housing; 6) proximity reader is not required. The barrier at Gate 31V has a SLI SECO-LARM Enforcer keypad, model SK-1323-SDQ.]
12. In the event of a power loss, will the drop arm barrier require a battery back-up system for operation?
[No.]
13. In the event of a power loss, will the drop arm barrier be powered by the air force base emergency power system?
[No.]
14. In the event of a power loss, will the drop arm barrier require a manual hand crank for opening and closing?
[Yes, something that a portable drill can be attached to with the right attachment.]
15. What is the gavel type or class of the temporary gravel road composed off?
[Idaho Standards for Public Works Construction (ISPWC) Type I crushed aggregate (3/4” minus), Section 802.]
16. What is the gravel depth of the temporary gravel road?
[4 inches compacted. This is a low-volume temporary road, only required for a short duration. However, the road surface must be maintained in a serviceable condition for the duration of use.]
17. Can you provide a sectional view of the temporary gravel road similar to what is shown for the new perimeter road on detail #3, drawing G4.0?
[4” compacted ¾” minus base course over compacted subgrade, sloped to drain in the transverse direction. Cross section view will not be provided.]
18. Once the perimeter road is closed and the temp fence is installed, will there need to be a gate where the temporary gravel road crosses the existing fence line to restrict access?
[Yes, for temporary use during construction.]
19. If there is a gate required at the temporary gravel road, what will the gate size, type and other requirements be?
[Yes. The existing gates can be used for the temporary road. Security Forces will provide the chain and combo lock once installed. Base vehicle traffic must be restricted from going through the Perimeter Road point at all times during construction with MUTCD signage in place for safety.]
20. In the SOW for list of requirements, 5.a states that the “contractor to provide stamped foundation drawings”. Barrier on the DoD barrier list are pre-approved designed barriers and any stamped foundations will need to come for the barrier manufacture. Engineered stamped foundations from the barrier manufactures are always additional cost. Please verify if we need engineered stamped drawings from the barrier manufacture so we can price accordingly?”

21. Does the Government anticipate trenching through rock in performance of this requirement?
Yes, The contractor will cut through rock during trenching of electrical lines and for digging the foundation for the barrier. The estimated amount of rock in the area is 30 CY.
