About this file

This memorandum from the Department of the Air Force's Headquarters Air Combat Command provides an update to potential offerors for the Primary Training Ranges (PTR) contract, solicitation number FA489025R0006. The document revises previously projected milestones, shifting the draft solicitation issue date to 5 May 2025, solicitation issue date to 23 June 2025, and contract award to 12 January 2026, due to key personnel departures creating a critical knowledge gap. The performance period will consist of a base period from 1 April 2026 to 31 March 2027, with four potential one-year option periods extending through 31 March 2031.

The memorandum also discloses the current contractor's equipment inventory, including 16 ½-ton 4x4 vehicles, 15-16 ¾-ton 4x4 vehicles, 2 1-ton 4x4 vehicles, 4 1-ton flat bed and service body vehicles, 1 fire support vehicle, 2 express vans, 1 SUV, 1 road grader, 2 farm tractors, 1 front-end loader, and 1 mower deck. Interested parties are invited to submit inquiries or capability packages by 18 April 2025 to the specified email addresses, with a pre-proposal conference and site visit at Shaw AFB, SC to be determined, and proposals due by 7 August 2025.

MEMORANDUM FOR POTENTIAL OFFERORS

FROM HQ ACC AMIC/PKB

300 EXPLORATION WAY

HAMPTON, VA 23666

SUBJECT: Primary Training Ranges (PTR) Notice FA489025R0006 – Revision to Industry Day Slide #22 and Questions & Government Response #45

1. The purpose of this memorandum is to inform potential offerors of the revision to the Industry Day Slide, specifically slide #22 Projected Milestones, and the Questions and Government Responses from the 9 December 2024 Primary Training Ranges Industry Day, specifically #45.

2. The initial Industry Day Slides projected a solicitation issue date of 1 March 2025 and projected Contract Award in October 2025. Due to the departure of key personnel, it has created a critical knowledge gap that jeopardizes the organization’s ability to effectively manage the follow-on (re-compete) efforts. As a result, the projected solicitation issue date has been rescheduled to 23 Jun 2025 and the projected Contract Award has been rescheduled to January 2026. Please see attachment one (1) of this memorandum for more information regarding the Projected Milestones.

3. From the PTR Industry Day, a question was asked concerning the current Contractor’s furnished equipment. The question specifically asked, “Is it possible to see the list of current Contractor Furnished Equipment?” The Government’s response to this question was “The contractor owned equipment listing is proprietary and will not be released with the RFP.”

However, after internal discussions and to ensure a better understanding and estimate needed for the successful operation of the PTRs, it was decided that the equipment will be made available.

Below is the listing of the types of vehicles/heavy equipment that the current contractor owns for the operation of the PTRs.
