SECTION 1 DESCRIPTION OF SERVICES.

1.1. BACKGROUND. Air Combat Command (ACC) operates the EA-37B, a fleet of modified Gulfstream 550 (G550) aircraft. ACC-assigned Gulfstream aircraft are tasked to provide timely, worldwide electronic attack missions in support of Geographic Combatant Commanders. EA-37B pilot trainees include both newly qualified Undergraduate Pilot Training graduates and experienced pilots retraining from other aircraft.

1.2. SCOPE. The contractor shall provide Initial, Refresher, Academic, and Simulator Training, as well as a variety of technical courses for ACC flight crews operating Gulfstream aircraft. The required training includes the following: Initial and Refresher Pilot Training, Differences Pilot Training, Pilot Proficiency Training, Supplementary Simulator Training, Required Navigational Performance (RNP) Authorization Required (AR) Pilot Training, Reject Takeoff Pilot Training, Upset Prevention Initial Training, and International Procedures Training.

During training, pilots shall split the flying time between the left and right seat. The individual student pilot is responsible for any FAA prerequisites and coordination with the contractor if they wish to receive an Airline Transport Pilot (ATP) certification or 14 CFR Part 61.58 check.

All training courses shall include handouts, access to any pertinent computer-based libraries, and on-line computer-based training as deemed appropriate by the contractor for training purposes. ACC cockpit procedures shall be used and instructed. A syllabus in the contractor’s format will be provided to each student prior to the beginning of class.

1.3. KNOWLEDGE, SKILLS, AND ABILITIES. A qualified contractor will meet the following knowledge, skills, and abilities (KSAs) qualifications:

1.3.1. Provide instructors with Federal Aviation Administration (FAA) certification with a minimum of one year experience in Gulfstream G550 instruction and have instructed within the Gulfstream G550 in the last five years.

1.3.2. Possess an applicable training program approved under 14 Code of Federal Regulation (CFR) Part 142 or equivalent.

1.3.3. Conduct training in an FAA approved training center (located in the Continental United States).

1.3.4. At a minimum, furnish onsite, an FAA Certified Level C fully operational G550 flight simulator appropriate to the EA-37B training being conducted. The USAF EA-37B simulators must also be capable of CAT II Instrument Landing System (ILS) approaches.

1.4. SPECIFIC SUPPORT SERVICES.

1.4.1. Flight Training for USAF EA-37B (Gulfstream 550 (G550))

1.4.1.1. Initial Pilot Training. The contractor shall conduct Gulfstream 550 (EA-37B) Initial Pilot Training.

The training class will normally consist of four pilots per class, with an estimated 3 classes required for the base year, 6 classes required for option year 1, and 6 classes required for option year 2; however, a contract modification may be issued for additional classes on an as needed basis. Initial training shall be to the standard equivalent to an ATP Rating Type Certification. Initial ATP Rating Type Certification will be accomplished by each pilot in the left seat. If the ATP option is not utilized, the student will not be released early and the simulator time scheduled for FAA evaluation shall be devoted to proficiency maneuvers. The contractor will collaborate with the Government Contracting Officer Representative (COR) to identify, sequence, and develop simulator profiles for initial training courses.

Simulator training events each day will be preceded with a two-hour pre-brief and up to a one-hour post brief.

At the Government’s discretion, a USAF examiner pilot may travel to the contractor’s facility and observe the FAA Type Check. If required, when the FAA check is completed, a USAF examiner will observe several maneuvers that exceed FAA requirements on the last scheduled simulator training day. The contractor shall incorporate Crew Resource Management/Threat and Error Management (CRM/TEM) into all pilot training simulator briefings, debriefings, and ground school in the General Operations Subjects segment as part of all initial and refresher pilot training courses. Training and services will address CRM concepts through Line Oriented Flight Training (LOFT)/Mission Oriented Simulator Training (MOST). MOST is the Air Force equivalent of LOFT. The CRM training shall be IAW AFMAN 11-290_ACC Supplement, Cockpit/Crew Resource Management and Threat & Error Management Program.

1.4.1.2. Refresher Pilot Training. The contractor shall conduct Gulfstream 550 (EA-37B) Refresher Pilot training. The training class will normally consist of four pilots per class but no more than eight pilots, with an estimated 4 classes required for the base year, 4 classes required for option year 1, and 6 classes required for option year 2; however, a contract modification may be issued for additional classes on an as needed basis.

Simulator training events each day will be preceded with a one-hour pre-brief and up to a one-hour post brief.

The contractor shall incorporate Crew Resource Management/Threat and Error Management (CRM/TEM) into all pilot training simulator briefings, debriefings, and ground school in the General Operations Subjects segment as part of all initial and refresher pilot training courses. Training and services will address CRM concepts through Line Oriented Flight Training (LOFT)/Mission Oriented Simulator Training (MOST).

MOST is the Air Force equivalent of LOFT. The CRM training shall be IAW AFMAN 11-290_ACC Supplement, Cockpit/Crew Resource Management and Threat & Error Management Program. NOTE:

Refresher training may be oriented toward fulfillment of 14 CFR Part 61.58 “Pilot-in-command proficiency check” requirements at the discretion of the USAF pilots and contractor. Trainees are responsible for any associated prerequisites and prior coordination with the contractor.

1.4.1.3. Pilot Proficiency Training. The contractor shall conduct Gulfstream 550 (EA-37B) Proficiency Training. The training class will normally consist of four pilots per class but no more than twelve pilots, with an estimated 1 class required for the base year, 7 classes required for option year 1, and 7 classes required for option year 2; however, a contract modification may be issued for additional classes on an as needed basis.

This training shall provide pilot proficiency training emphasizing aircraft normal and emergency systems operation (including, but not limited to, these emergency situations: crash landing, ditching, smoke in the cabin) and instrument procedures. Simulator training events each day will be preceded with a one-hour pre-brief and up to a one-hour post brief. Pre brief should cover desired learning objectives by the pilot. During proficiency training, customer-developed training profiles shall be used. At the discretion of the Government, a USAF examiner pilot may attend the last scheduled simulator training day to complete an Air Force flight evaluation. At the discretion of the Government, a USAF instructor pilot may attend one or both days to instruct pilots on USAF unique approach and departure procedures training. During these periods, a contractor employee will operate the simulator and will collaborate with the Air Force instructor to optimize training benefit. The unique approach and departure procedure training is a one-time requirement for each pilot before they upgrade to Aircraft Commander.

1.4.1.4. Supplementary Simulator Training Hours. The COR through the Contracting Officer (CO), may authorize simulator hours in addition to those specified under Pilot Qualification Training or for any other mission requirement approved by the COR. Units may schedule additional simulator hours to meet unique training requirements. Training will be scheduled in two-hour blocks with an estimated 40 hours required each year.

1.4.1.5. Simulator Position Fill-Ins. When the Government is unable to send two pilots to any portion of simulator training due to unplanned circumstances like weather or emergency, the contractor will supply a Type-rated instructor or a Second-In-Command (SIC) pilot, who is familiar with USAF procedures, to act as the second pilot. The contractor instructor will participate in all required simulator training.

1.4.2 EA-37B (G550) Specific Training Service

1.4.2.1. RNP AR Pilot Training. The contractor shall provide RNP Authorization Required (AR) training.

The training class will normally consist of four pilots per class but no more than eight pilots, with an estimated 5 classes required for the base year, 6 classes required for option year 1, and 6 classes required for option year 2; however, a contract modification may be issued for additional classes on an as needed basis. The course will provide sufficient detail on the aircraft’s navigation and flight control systems to enable pilots to identify failures affecting the aircraft’s RNP capability and then apply the appropriate contingency procedures.

1.4.2.2. Pilot Recurrent International Procedures Course. The contractor shall provide Pilot International Procedures training. The training class will normally consist of four pilots but no more than eight pilots, with an estimated 5 classes required for the base year, 6 classes required for option year 1, and 6 classes required for option year 2; however, a contract modification may be issued for additional classes on an as needed basis.

The Pilot International Procedures Course shall be a minimum of 7.0 training hours in length and include a review of International and Special Use Airspace procedures as specified in the current FAA Order 8700.1, Chapter 222, General Aviation Operations Inspectors Handbook or reference material as updated by the FAA authorities. Training shall include; a review of basic and updated International Operations and emergency procedures, regulatory and technological changes, oceanic flight, navigation, flight planning, equipment requirements, communications procedures, customs, Reduced Vertical Separation Minimum (RVSM), Minimum Navigation Performance Specifications (MNPS), and Required Navigation Performance (RNP)-5 & 10 airspaces, as well as upcoming world airspace changes.

1.4.2.3. Reject Takeoff Pilot Training. The contractor shall provide Reject Takeoff Pilot Training. The training class will normally consist of four pilots but no more than eight pilots, with an estimated 5 classes required for the base year, 6 classes required for option year 1, and 6 classes required for option year 2;

however, a contract modification may be issued for additional classes on an as needed basis. The training class shall provide simulator training on running go/no-go standard operating procedures.

1.4.2.4. Upset Prevention Initial Training. The contractor shall provide Upset Prevention Initial Training.

The training class will normally consist of four pilots but no more than eight pilots, with an estimated 5 classes required for the base year, 6 classes required for option year 1, and 6 classes required for option year 2;

however, a contract modification may be issued for additional classes on an as needed basis. The training course will provide classroom and simulator training on In-flight Loss of Control and Recovery techniques using actual flight test data approved by Gulfstream experimental test pilots. This training is independent of the normal stall sequences practiced in a standard initial or recurrent (refresher) training event and utilizes a newly modified aerodynamic model for realism.

1.4.2.5. Energy Management Training. The contractor shall provide Energy Management Training. The training class will normally consist of four pilots but no more than eight pilots, with an estimated 5 classes required for the base year, 6 classes required for option year 1, and 6 classes required for option year 2;

however, a contract modification may be issued for additional classes on an as needed basis. The course will provide sufficient detail on how to manage aircraft energy to enable pilots to effectively achieve and maintain desired vertical flight paths and airspeed profiles and for transitioning to different mission profiles during flight.

1.4.2.6. ADSB and CPDLC Training. The contractor shall provide Automatic Dependent Surveillance – Broadcast (ADSB) and Controller Pilot Data Link Communications (CPDLC) training. The training class will normally consist of four pilots but no more than eight pilots, with an estimated 5 classes required for the base year, 6 classes required for option year 1, and 6 classes required for option year 2; however, a contract modification may be issued for additional classes on an as needed basis. If available, trainees will receive access to contractor provided web- based eLearning courseware modules. Trainees shall be allowed multiple opportunities on an annual basis to access the modules. The Government may pursue access to other modules in response to evolving technologies and Air Traffic Control (ATC) procedures through an appropriate contract modification.

SECTION 2 DELIVERABLES.

The contractor shall provide contract deliverable(s) in a format mutually agreed upon by the Government and the contractor. All deliverables will be reviewed for timeliness, accuracy, and format. If a deliverable due date falls on a weekend or holiday, the contractor shall submit the deliverable on the last workday prior to the due date.

2.1. Organizational Conflict of Interest (OCI) Mitigation Plan. The contractor shall provide the CO and COR a plan that describes the processes and procedures they will implement to avoid or mitigate any actual or perceived OCI. The plan shall outline how the contractor evaluates, mitigates (where necessary), and reevaluates any potential or perceived conflicts between this contract and other work performed by the contractor or team members.

2.2. Monthly Progress, Status, and Management Report. The contractor shall provide the CO and COR a status report for the duration of the effort. The report shall summarize training progress and status by course during the reporting period to include the following:

• A narrative review of training by each course completed during the reporting period, to include the number of students enrolled, graduated, and released from training.

• Progressive and problem areas to include outstanding issues and recommendations/solutions.

• Lessons learned, risks, and significant accomplishments.

• Consolidated results of critiques for each course completed during the reporting period.

• Any significant changes.

2.3. AF Form 1522, ARMS Additional Training Accomplishment Report. The contractor shall forward all AF Form 1522’s to the COR with the Monthly Progress, Status, and Management Report. The contractor shall ensure information provided on the AF Form 1522 is complete, accurate, and in accordance with the following guidelines:

• Last Name: Trainee’s Last Name

• SSN: Leave Blank.

• Unit: Trainee’s Home Unit

• Event Description: Enter "Initial", "Refresher", or "Flight Simulator Training" as applicable.

• Task ID: For Initial/Refresher enter TBD, otherwise leave blank.

• Date: Enter Course Completion Date.

• Certification: Contractor Instructor Signs Certifying Training Completion

2.4. Course Syllabi/Courseware. The contractor shall provide a copy of their syllabus for each class with their proposal and within two weeks after contract award if any changes have occurred since submitting the proposal. In follow-on years, copies are only required if there is a change in the course or on request of the COR. The contractor may consider Government requested changes to the syllabus.

2.5. Student Course Critique. The contractor shall provide the COR a copy of all individual course critiques with the Monthly Progress, Status, and Management Report.

SECTION 3 SERVICES SUMMARY

The Services Summary (SS) table below summarizes the most important performance objectives and thresholds (specific standards) as identified within the body of the PWS. The absence of any performance objective and threshold from this summary shall not detract from its enforceability or limit the Government’s rights or remedies afforded under this contract. Metrics shall be calculated monthly unless otherwise specified.

SECTION 4 CONTRACTOR FURNISHED ITEMS AND SERVICES

4.1. The contractor shall provide Initial, Refresher, Academic, and Simulator Training, as well as a variety of technical courses for USAF flight crews operating Gulfstream series aircraft. All training shall be conducted in a Federal Aviation Administration (FAA) approved training center by FAA certified instructors with a minimum of one year experience Gulfstream G550 instruction and have instructed within the last five years on the Gulfstream G550.

4.2. The contractor must possess an applicable training program approved under 14 Code of Federal Regulation (CFR) Part 142, or equivalent. At a minimum, the contractor shall furnish onsite, an FAA Certified Level C fully operational Flight Simulator appropriate to the Gulfstream aircraft model training being conducted. The EA-37B simulators must also be capable of CAT II Instrument Landing System approaches.

4.3. The contractor shall also furnish all training materials, and any other equipment required to perform this contract except for the materials and equipment that are identified to be Government furnished.

4.4. Other than the publications identified as government furnished in Section 5, it is the responsibility of the contractor to furnish all copies of the forms necessary to fulfill the requirements of this performance requirements document.

4.5. If available, new AF pilots will receive access to the contractor’s most current Web- based, asynchronous, distance learning courseware in conjunction with the initial pilot training course. The Web-based learning is to be delivered over the internet or corporate intranet.

SECTION 5 GOVERNMENT FURNISHED ITEMS AND SERVICES

5.1. The government shall provide the following to the contractor after contract award:

• ACCMAN 11-2EA-37B,Vol 3, SAM Operations Procedures

• Student Course Critique

• AF Form 1522, ARMS Additional Training Accomplishment Report

• ACC Cockpit Procedures and Checklists

SECTION 6 STUDENT ADMINISTRATION

6.1. Student Qualifications. At the time of scheduling, the COR or designated flying unit shall inform the contractor whether the student possesses the FAA prerequisites required to receive an ATP or FE Rating/Type Certification (as applicable) rating upon completion of training.

6.2. Unsatisfactory Academic Performance. Students whose academic progress does not meet the established course standards will continue in training and will be reported as indicated below. If the contractor determines a student should be released from training for any reason listed below, a message shall be forwarded to the COR and CO within 24-hours of the determination. The COR will notify the student’s unit of assignment. The student will remain in class until disposition instructions are received from the Government.

• The student’s academic progress fails to meet established course standards, and, in the opinion of the contractor’s course supervisor, cannot satisfactorily complete the course;

• The student’s physical condition, by reason of injury or illness, has been changed to the extent that further training is deemed impracticable;

• An emergency develops which in the best interest of the Air Force, for compassionate reasons or for personal emergency, requires a student to be withdrawn from training, either temporarily or permanently.

6.2.1. If a pilot has not met required proficiency standards after completion of the training outlined in the schedule and in the specifications herein, including an FAA evaluation, the contractor shall notify the COR within one business day.

6.3. Tailored Training to Meet ACC Requirements.

6.3.1. Upon award, ACC cockpit procedures and checklists will be provided to the contractor and shall be used during training. Prior to the initial start of aircrew training, the COR or a designated subject matter expert (SME) will collaborate with instructor personnel to answer any questions and ensure understanding of ACC procedures and checklists. If required, the COR or a designated SME may travel to contractor facility to instruct/ brief key personnel (instructors) on these procedures and checklists. Additionally, the COR or a designated SME will provide updates as required and will be available for telephone inquiries from the contractor.

6.3.2. The contractor shall collaborate with the COR to identify and sequence training profiles to optimize the contractor training syllabus with ACC learning objectives/maneuver requirements.

6.4. Class Scheduling.

6.4.1. Classes shall be scheduled by direct contact between the COR or a designated flying unit scheduling point of contact and the contractor.

6.4.2. In the event an agreement cannot be reached on scheduling of a class or classes, the matter shall be referred to the CO for resolution. The Government reserves the right to substitute students at its discretion.

6.4.3. The Government shall notify the contractor in writing of any class scheduling change.

6.4.4. If a scheduled trainee is unable to attend or departs a course prior to completion of planned curriculum, not achieving rating/certification, due to personal emergency or emergent operational need (i.e. fatality, injury, illness, or mission critical task) the Government shall not be liable for payment.

6.4.5. If the contractor is unable to provide all planned curriculum and training required for certification (i.e.

simulator malfunction, illness of instructor, etc.) the contractor will coordinate with the COR to evaluate students training to date and/or reschedule training. Government may negotiate with the contractor for partial payment if training is not completed.

6.5. Training Certificate. A Certificate of Training shall be provided to each student upon course completion.

6.6. Course Critiques. Upon completion of each training course, the contractor shall provide each student with a copy of the Student Course Critique. Students shall be afforded time to complete the critique in private and return it to their instructor in a sealed envelope for review by the contractor program manager.

SECTION 7 GENERAL INFORMATION

7.1. Period of Performance (POP). The anticipated POP includes a base year, two one-year option periods (1 May 24 to 30 Apr 27) and if exercised, a six-month extension (1 May 27 to 31 Oct 27).

7.2. Place of Performance. Training shall be conducted at the contractor’s facility.

7.3. Training Period. A training period is defined as the period of time when a student reports to the training facility to start a training session until the student leaves the facility at the end of the training session.

7.4. Training Times. The maximum length of a training day is 9 hours. Initial and recurring evaluation days may extend to 10 hours. The contractor shall conduct academic training between the hours of 6:00a.m. and 8:00 p.m. local time, unless otherwise specified. This time will include time for breaks and lunch periods. The contractor shall conduct all training from Monday through Friday.

7.5. Crew Rest. A period of time between training periods must be set aside for the student to ensure adequate rest prior to beginning the next training session. This time may not be broken up into segments and must be given as a solid block of time. The minimum length for crew rest time between training periods shall be 12 hours. Students shall be granted one day off for every six consecutive days of training.

7.6. Quality Assurance. In accordance with the Federal Acquisition Regulation (FAR) subpart 37.604, FAR 46.4, and the clause at FAR 52.246-4 (Inspection of Services—Fixed Price), which provides for inspection, acceptance and documentation of the services called for in this PWS, any action taken by the COR, as a result of surveillance, will be in accordance with the terms of the contract. A Quality Assurance Surveillance Plan (QASP) detailing quality assurance/surveillance responsibilities, methods, procedures, and performance thresholds shall be issued with the contract. COR may periodically visit the contractor’s training facility to observe the contractor’s performance in person.

7.7. Security. Training is Unclassified.

7.8. Physical Security. The contractor shall safeguard all Government owned equipment and materials (if any) in the contractor’s possession.

7.9. Travel and Other Direct Costs. No contractor travel or other direct costs are required in support of this contract.

7.10. Emergency and Minor Medical Services. The contractor shall provide, to all students receiving training at the contractor’s facility, emergency minor medical services as normally provided to its own employees. If immediate hospitalization is required, the contractor will arrange for the student to be admitted to the nearest available hospital. The student, if a member of the Armed Forces should be admitted to a military hospital if possible. The contractor is not responsible for student hospitalization costs. The contractor shall notify the COR as soon as possible but no late than 24 hours after admitting any student to a hospital.

7.11. Performance of services during crisis declared by the President or Secretary of Defense up to and including war: None of the services in this PWS are determined to be essential for performance during a crisis.
