Program Risks Risk Event Risk Strategy Trained/Qualified Workforce
If the contractor fails to hire a workforce that maintains enough trained/certified/experienced personnel to accomplish mission needs, then mission degradation/failure could occur, resulting in increased Government surveillance, manpower requirements and cost.
Control
Require contractor propose action plan for achieving required levels of training and certification during contract transition and through the life of the contract
Program Risks, cont.
Risk Event Risk Strategy Quality Management System
If the contractor does not develop and implement an effective QMS in a timely manner, then this will lead to ineffective contract management, poor performance, and degraded data, resulting in increased Government surveillance, manpower requirements and cost.
Control
Include in Service Summary as a performance objective. Review and approve QMS during the first 90 days of contract, then QAEs perform QMS audits. Perform risk based surveillance.

SOURCE SELECTION SENSITIVE
Highest Technically Rated Offeror (HTRO) Overview HTRO is a source selection process that is neither Trade-off nor Lowest Priced Technically Acceptable (LPTA)
HTRO creates a points-based methodology that maximizes objectivity in order to identify the highest technically rated Offerors with the highest past-performance confidence assessment
Offerors score themselves based on an objective criteria in solicitation regarding Past Experiences Offerors provide justification for past experience via work samples Offerors will provide self scores to Government in response to solicitation
AMIC Verifies/Validates Scoring Offerors are ranked based on initial self scoring: highest to lowest AMIC verifies/validates the highest self scores
The FAR explicitly recognizes that “lowest price technically acceptable” (LPTA) and “tradeoffs” processes are not the only source selection processes available to the agency FAR 15.100 provides that the two processes are only “some” of the processes available
Further, FAR 1.102(d) states that the agency:
“May assume if a specific strategy, practice, policy, or procedure is in the best interests of the Government and is not addressed in the FAR, nor prohibited by law (statute or case law), Executive order, or other regulation, that the strategy, practice, policy or procedure is a permissible exercise of authority.”
This is our authority to utilize this type of source selection process.
HTRO Overview - cont.
AMIC will then assess Past Performance of Offerors with the highest technical scores
The Past Performance evaluation conducted in 4 phases:
| Recency assessment | • Performance Quality assessment |
| Relevancy assessment | • Performance Confidence assessment |
Results in Past Performance Confidence Rating
Offerors w/ highest technical Past Experience score & Past Performance confidence ratings = Best Value
There are no underlying “strengths” or “weaknesses” to be evaluated, nor are there any “Trade-Offs”
The Government intends to issue awards without discussions. The Government will not enter into discussion on Past Experience. If the Government has questions pertaining to Past Performance, the Government may conduct exchanges IAW FAR 15.306
