Appendix K, P1
Qualifications listed in the Appendix will be reviewed and updated in the Draft RFP can an equivalent skill-level CISCO cert be substituted?
T18 Can the government define the ‘equivalent experience’ as years needed to substitute for the Education requirements?
Appendix L
Appendix L will be revised to provide that information in the Draft
RFP.
T19 The Appendices (ZIP File provided on Feb. 01, 2021) provide information about the UASOCS contract (i.e., Appendix E – GFP; Appendix F – UASOCS Award Incentive Fee Plan;
Appendix L – Contractor Key Personnel and Qualifications; etc.).
Does the Government intend to use the UASOCS Appendices in the follow-on contract?
If so, the Appendix L – Contractor Key Personnel and Qualifications gives the Incumbent on the UASOCS contract an advantage in that their personnel are already on-site on the current contract and performing duties that are only required for this one contract…not the four contracts as intended for the upcoming effort. Additionally, many of these appendices (i.e., Appendix E - Government Furnished Facilities; Appendix R – 732 OG Security, etc.) are specific to the current UASOCS contract, and do not include GFF and security requirements for the other three contracts.
Is the Government planning to revise the information provided in these appendices and consider the Contractor Key Personnel should include all contracts and consider Key Personnel required in an Enterprise-like contract?
The UASOCS appendices were provided as a starting point, these will be updated in the Draft RFP.
T20 Paragraph 3.2.18 contains the same language as is found in the current ANG contract (para 13.12). Is there a need / requirement for a centralized Contract Training Manager to ensure continuity of training contract/enterprise-wide?
3.2.18 Training of government personnel
will only be required at ANG locations. The other commands require full contractor O&M.
T21 How close is the current draft PWS to the anticipated final PWS version? Does the government anticipate making any significant changes from the draft PWS?
The PWS for the overall IDIQ is close to completion now, but will always be a draft until the RFP is issued. There will be more changes to appendices and CDRLS by the Draft RFP. Some changes will be based on what details will be in the IDIQ contract, versus what is in the Task Order PWS.
T22 When does the Government plan to release the next version of the draft PWS, or will the final PWS be issued with the RFP?
The plan is to release with the draft RFP: by 3rd week of Apr 2021.
T23 Will the contractor be required to develop a single Contingency Action Plan (CAP) for the entire SOC-E, or will individual plans site-specific plans be required for each RPA-SOC site?
3.8 Each individual location will require
a CAP.
T24 The draft PWS only refers to GCS maintenance support for the Cannon AFB and Hurlburt Field AFSOC sites.
- Will GCS maintenance support for ACC and ANG RPA-SOC sites be included in this contract?
- If ACC and ANG site GCS maintenance is included, is the intent to provide 24/7/365 GCS maintenance support to either command?
- Paragraph 3.2.12 suggests the contract scope will not include the GCS portion of the SOC-E; is this definition intended to establish the scope boundary for the contract (with the exception of the two AFSOC locations)?
3.2.12 Only AFSOC GCSs will be included
at this time
T25 Does the warehousing specifications in the PWS define requirements for warehousing equipment and materials for Weapon System sustainment and/or RPA Operations Center sustainment (operations floor and related server room equipment), or both?
The specifications for the warehouse in the PWS list what is currently used at the location in Warner Robins. It is large enough to maintain the RPA SOC sustainment. Weapon system, to include the GCS, a GA product and supported by the GA CICP.

T28 Does the government intent to include the OT&E site at Creech as part of this contract for support and sustainment?
The 556TES will be included.
T29 PWS 5.1.3.2 KRATOS MONICS-
what is the role of KRATOS in maintaining MONICS
Kratos is the company that supplies Monics and installs. The AF contracts with Kratos when upgrades or maintenance issues are needed.
They also have a yearly maintenance/ hardware cost.
T30 PWS 5.1.7 Configuration Management-What is the software used? If not, Service Now is there a plan to move towards the AF solution?
No, for this section of the PWS there is no software used currently. The 577th SWES maintains the configuration for the baseline. This section of the PWS refers to Enterprise Services, which is a new requirement in this procurement.
T31 PWS 6.2.1 Logistics- What is the current systems used to maintain supply management? Is it government owned or contractor owned?
For SOC PoR, Automated Logistics Management Support System (ALMSS) is required and it is government owned. For those ACC sites that have not been converted, the 732nd, and AFSOC, they are on their own inventory management systems that are contractor owned.
T32 Will the Government allow the warehouse requirement to be fulfilled by the team? Or is the prime offeror required to have the warehouse?
PWS There will be one task order for the warehouse and the contractor will be responsible for the inventory at the warehouse.
T33 Does the Government require the warehouse and PMO to be co-located?
PWS a. Yes, the warehouse will be required to be in Warner Robins GA.
b. No, the PMO is not required to be co-located.
T34 Is there a facility clearance requirement for the warehouse space?
PWS No, it does not contain any classified material.
T35 Can the Government please provide the quantities of key personnel required? Should the offeror assume one (1) person for each position listed in Appendix L?
Appendix L, Key Personnel
Key personnel are usually the PMs and site leads. Each Task Order (TO) will have separate key personnel requirements.
T36 Can the Government confirm if the offeror is required to have a SCIF at the contractor facility? Or will SCIFs only be located at Government sites?
Appendix N, Security
SCIFs are only located at government facilities.
T37 Slide 25 - 577th Can you clarify what is Government and what is contractor?
All of slide 25 is government.
T38 Slide 25 - 577th SWES (Government Support) identifies the government is responsible for Software Patches. Who is the appropriate person(s) at the 577th SWES to provide information about trusted, secure support for 100% open source PostgreSQL and PostGIS.
AMIC is your source for RPA SOC Enterprise requirements.
T39 If one of the goals is to create a “single belly button” for SOC Enterprise services, how does the government plan to facilitate the “single belly button” when the acquisition approach is to use a Multi-Award IDIQ approach?
The single belly button was in reference to the Enterprise Service Help Desk. The Help Desk TO will service all contract locations. The Help Desk will be responsible for answering trouble issues and overseeing the system health and accreditation. Technicians will still be needed to support those systems at each location.
The Multi-Award (MA) IDIQ approach will be discussed below.
T40 Can you please give more detail about the Level of Effort/Scope of the GCS work?
It will be complete O&M for AFSOC locations at Cannon and Hurlburt.
CON
QUESTION Ref’s RESPONSE
C01 Is a Prime contractor able to use a subcontractor teammate’s purchasing system to meet the requirements of this section?
Pg35, Sectio n 6.2.2
Subject to the Limitations on Subcontracting (52.219- 14), offerors are eligible to subcontract various performance requirements.
C02 On or about Feb.
5, 2021, the Government provided a modification to solicitation
#FA489021R000
7 that combined the three incumbent contracts
(FA489016C0007
H9240418C0002;
and
FA6202C2010)
under the new effort.
Funding/Contract Value states, “This is a PWS contract…Howev er the four incumbent efforts use over 200 TS/SCI cleared FTEs.”
Currently, there are four existing contracts supporting Squadron Operation Centers: FA489016C0007, FA862020C2010, FA862020C2011, and H9240418C0002. The task requirements for these existing contracts will fall within the scope of the RPA SOC Enterprise MA IDIQ contract.
Does the Government intend to include the contract
(FA862020C2011
– RPA SOC
Install and Warehouse Support) under the new solicitation?
C03 The need to know Small Business (SB) requirements for this solicitation as early as possible is important to prime contractors to be able to establish a team prior to the RFP release.
Will the Government provide their SB requirements at or before Industry Day?
Current market research has indicated small business (SB) capability; therefore, this MA IDIQ contract will be set-aside for SB.
C04 Will AMIC accept proposals from small business 8(a) Joint Ventures for the FA4890-21-R- 007 Remotely Piloted Aircraft Squadron Operations Center Enterprise solicitation?
Current market research has indicated SB capability, to include 8(a) firms. 8(a) Joint Venture firms would be eligible to submit proposals.
C05 How will AMIC evaluate the Past Performance of
The Government intends to consider past performance
Joint Ventures (large or small business 8(a)) responding to the
FA4890-21-R-
007 Remotely Piloted Aircraft Squadron Operations Center Enterprise solicitation?
of the JV (if available) as well as the past performance of each participant within the JV.
C06 Has the Government made the determination if this program will be a single or multiple award acquisition?
The Government's current acquisition strategy, subject to approval, will be to execute a MA IDIQ contract.
C07 What is the probability this acquisition will be awarded as a task order(s) under the OASIS or
ASTRO IDIQ
contracts?
During the Market Research phase, the Government evaluated various sources of supply, to include GWACs (like OASIS), and determined that an AMIC managed MA IDIQ was in the best interests of the Government.
C08 Will the Government identify key/critical incumbent personnel, e.g.
those the Government desires to retain on contract?
This acquisition will provide non-personal services in support of the SOC Enterprise. For this reason, the Government will not identify or provide the names of key personnel.
C09 Will the Government provide listing which includes contact information of incumbent personnel?
The Government will not provide listings which include contact information of incumbent personnel.
C10 Would the Government elaborate on relevancy and recency requirements for past performance?
The Government is still working to define relevancy and recency criteria and welcome feedback from industry.
C11 Does the Government anticipate accepting past performance references from the team, i.e. both the prime and major teammates?
The Government intends to evaluate Past Performance references of Prime contractors, major Subcontractors, and/or Joint Venture partners.
C12 Does the Government anticipate this being cost reimbursable?
The Government intends to utilize Cost Reimbursable line Items to support transportation, travel, overseas allowances, and purchases.
C13 Can we get a list of industry participants for today?
Yes, the Government will post list of attendees on beta.SAM.
C14 Where will the video be posted?

C15 Can the government please give us an idea of how the Task Orders will be categorized (location, type of work, customer, etc.)?
Currently, the Government intends to align task orders by MAJCOMs and work requirements.
C16 Is it possible for a single contractor to win more than one Task Order?
The Government will award contracts IAW Fair Opportunity Proposal Request (FOPR). Therefore it is likely a single offeror could be issued multiple task orders if their company represents the best value for the Government IAW FOPR.
C17 Has a recency period been decided for past performance (3 Years, 5 Years, etc.)?
The Government is still working to define relevancy criteria; however five year recency periods have been used in the past and a likely option for this acquisition.
C18 Will the Government consider past performance for "major subcontractors"?
If so, what workshare is required to be considered a major sub? Can a major sub be a large business?
The Government will consider the past performance of major subcontractors. The Government is still working to consider the % of workshare to be considered a major subcontractor.
C19 Is a dollar threshold necessary for past performance relevancy?
Currently, there are no dollar thresholds to determine relevancy. The Government will consider the size, scope and magnitude of past performance references when trying to determine relevancy. The Government is also encouraging industry to provide any feedback or recommendations on the relevancy criteria.
C20 How will the Government consider Past Performance of Joint Ventures?
The Government intends to consider past performance of the JV (if available) as well as the past performance of each participant within the JV.
C21 Does the Government anticipate the number of task orders expected to be released on an annual basis?
We have not determined the number at this time.
C22 Will the Task Order period of performance run the duration of the ID/IQ? If so, once a task order is
Currently, TO period of performances can be for a base + four years.
awarded, it would remain with the awardee for the duration of the contract. Can think of negative and positives here…
C23 In relation for
FAR 9.6
Contractor Team Arrangements – Will the Government allow CTA’s be formed/used to meet all requirements this contract entails, as opposed to JV’s.
This question is directed at meeting past performance relevancy where an individual small business may not qualify, but a small group of CTA members would.
The Government will evaluate CTAs and/or JV utilizing the past performance criteria outlined in the solicitation.
C24 Is it possible for a single contractor to win more than one Task Order?
Yes - previously answered at C16.
