OPTIMIZING THE HUMAN WEAPON SYSTEM (OHWS)

a) Do you have experience providing similar medical services (Y/N)? Similar medical services are defined as providing and maintaining at least 100 qualified FTEs at more than 12 site locations CONUS/OCONUS.

Note – skip to question (c) if No

b) Please provide a brief description of three (3) contracts performing work of similar complexity, scope, qualifications and magnitude. Include your company’s role (i.e. prime, subcontractor, or teaming arrangement), and any other relevant information deemed applicable.

c) The draft PWS identifies FFP LOE with 5 specific tasks/positions. What mix of professionals would be best to provide effective and cost effective services needed to decrease the burden of neck and back pain in fighter aircrew? (i.e. Could this be executed with all Athletic Trainers rather than Physical Therapists?)

d) Section 4.1 of the PWS identifies the overall fitness program which drives the OHWS Program Report (5.1.11). What metrics would you recommend, other than those identified, to determine program success?

e) The government is requesting estimated loaded rates as part of our market research process. Please provide your fully loaded/burdened rates for the PWS positions: 4.2, 4.3, 4.4, 4.5 and 4.6 Note – This information is for market research purposes ONLY and is not considered a proposal.

f) FTEs will perform the tasks identified in the PWS at each unit’s facility. What equipment is needed to perform the desired neck and back strengthening in pursuit of decreasing neck and back pain?

g) Are the requirements included in the PWS clear? Are there any areas requiring clarity?

h) What level of experience, for each type of professional needed to perform stated work, do you feel is necessary to help ensure the contract employee would be successful?

i) To provide services for neck and back strengthening needed to decrease the rate of injury how many contract professionals would be needed? (i.e. One contractor per XX number of fighter aircrew served). This may also be different for each task (i.e. 1:30 for PTs and 1:40 for ATs).

j) How much physical space would be needed to accomplish the services stated in this PWS and are there any special space requirements?

k) As currently planned this contract does not involve the provision of medical care. What types of liability insurance would be appropriate for the services, neck and back strengthening, noted in this PWS?

l) For the services of this PWS, is there an adequate supply of the type(s) of professionals needed to perform the services?

m) What other comments do you have regarding this PWS?
