ADDITIONAL QUESTIONS & ANSWERS
FA4890-17-R-0013
RQ-4 & U-2/T-38 Contract Aircrew Training and Courseware Development
Q139. PPC and PWS 1.6 - Per the PPC, existing RQ-4 courseware was developed in a Northrup Grumman proprietary authoring tool. Per PWS 1.6 the contractor is responsible for the review and revision of courseware.
Is the Northrup Grumman authoring tool being delivered to the USG as part of their current support contract and will the incoming contractor be given access to this tool as part of GFE?
A: Incoming contractor will be provided use of any custom tools required by the government to present, review or modify the existing academic courseware and supporting materials.
Will all existing training materials be delivered in an open-source format, or are they compiled/password protected in any manner that would prevent the incoming contractor from revising, manipulating, compiling, or exporting information?
A: All academic products will be passed from the current contractor to the incoming contractor without being password protected or encrypted such that would prevent use by the incoming contractor.
Will all lessons, scripts, data files, programming files, and source files be delivered to the incoming contractor in an uncompiled/editable format?
A: All existing training products will be passed from the current contractor to the incoming contractor in an editable format which allows the incoming contractor to present, review or modify them.
Q146. Per the PWS para A1.1. PROGRAMMED FLYING TRAINING (PFT). “This exhibit reflects the current estimated PFT for the U-2/T-38 and RQ-4 training program covered under this contract. This is only an estimate that is based on PFT requirements for 1 Feb 2018 through 31 Jan 2023. NOTE: Class dates, numbers and student numbers are subject to change. These estimates will be updated as required. In this regard, PFT modifications will normally be accomplished on an annual basis. Ideally, each modification will be completed before the start of the FY that is affected by the changes. If actual changes in workload cause a greater than 10% change in the estimated workload then a negotiated modification to this contract will be accomplished.”
For instances where student throughput is increased up to, but no greater than, 10%, will the contractor be allowed to "absorb" the increased student numbers in the existing scheduled classes/year, or will the contractor be required to schedule additional classes above and beyond the annual totals provided in Tables A1.1 and A1.2 Estimated PFT 2018 – 2023, to instruct the extra students?
A: For the purposes of this solicitation there will be no additional classes added. Any additional students will be added to an existing class.
Q147. Per PWS 1.7.10.2. …The database will be available to authorized users 24 hours per day, seven days a week.
Please provide the total number of unique users (ie number of user licenses) required annually for this support.
A: Number of unique users will be determined by the contractor. The academic courseware will be accessed through the government sharepoint, kept current by the contractor, so contractor will be required to produce backup files if the government sharepoint files are not functional (if not due to sharepoint problem). In that case the government will contact the contractor for update or restoration of the required file(s) and contractor user will need to provide the file(s). The number of unique contractor users required to meet required reliability rate (97%) is for the contractor to determine, but should not be a very large number. Contractor is not expected to meet license requirements for all sharepoint users who access the courseware.
Q148. [Reference RFP, Section 7, para 4.1.4 Subfactor D: All other plans and Contractor Furnished Equipment, Aspect 3] This aspect requires the standalone QCP within Subfactor D. However, the government response to question #122 and the references below (#2) also require the entire QCP to be imbedded within the ISD Management Plan. The way the requirement is currently written both Subfactor C, Aspect 1 and Subfactor D, Aspect 3 requires a standalone QCP.
Question: Can the government please clarify the required location of the QCP within the Technical Proposal.
A. The QCP must be included in the technical proposal. Location is not an issue.
