Sheet1 480 ISRW Sensor Analysis Training and Support, FA890-17-R-0009 Question/Comment Matrix
| Offerors | Government Only | ||||||
| Q# | Doc | Pg # | Par. # | Comment/Question/Recommendation | Government Response | Disposition | Comments |
PWS | 9 | 10.1 | Please clarify the Period of Performance and Transition Period dates. The PWS states the Period of Performance starts 1 April 2017 with base and options years run from April through March. However, Attachment 3, Schedule B Price Proposal Template, indicates the Period of Performance starts 1 October 2017 with options years running from October through September. Attachment 3 also states the transition period is from 1 May to 30 September 2017 while Attachment B, Section L&M, states "...all assumptions and timelines for transition to begin on or about 1 Aug 2017, with performance on 1 Oct 2017 and continue through all option years...". | The Period of Performance starts 1 Oct 17. Attachment 3 is correct. The PWS has been corrected. Transition period is 1 Aug 17-30 Sep 17. Atch 3 has been corrected. | |
SF33 | n/a | n/a | Please identify the incumbent prime contractor, contract vehicle(s) used, the period of performance, and total contract value over that period. | This is a new requirement for ACC to manage the sustainment of the Ops Sensor Trainers for 480 ISRW. A portion of this work was on a contract at Robins previously. | |
Will you please clarify what the due date is for questions to be submitted by? Section L-7 says within 15 calendar days after final solicitation release date, which I believe would be March 3rd. Section L-9.2 says any questions or concerns regarding this RFP are due to your office NLT 14 March 2017 at 1400 (EST). | Due dates for questions are NLT 14 March 2017 at 1400 (EST). Section L-7 has been updated. | ||||
Has a contractor performed similar work to this for the government in the past? | Please see question number 2. | ||||
If available, please provide the incumbent contract number. | This is a new requirement for ACC to manage the sustainment of the Ops Sensor Trainers for 480 ISRW. A portion of this work was on a contract at Robins previously. | ||||
If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government? | Please see question number 2 and 12. | ||||
Could you please clarify how questions and answers will be handled for this solicitation? Specifically, should questions be submitted using the Questions_and_Comments.xlsx file attached to an email or is it acceptable to simply list them in the email? As this is a competitive RFP, we assume all questions and answers will be compiled and uploaded to FBO.gov at some point after the deadline to submit questions. Is there a firm deadline as to when those answers will be available? | Questions should be submitted on the Question and Answer attachment listed on FBO. Due dates for questions are NLT 14 March at 1400 (EST). All due dates are listed in Atch B. | ||||
PWS | 5 | 7.1 | Indicates travel cost NTE $210K. Is this the annual or PoP estimated cost? Conflicts with Section L, para L.5.1 which indicates $25K estimated annual travel cost. | Travel Cost is $210,000.00 annually and $105,000.00 for the 6-mth extension; for a total of $1,155,000.00. | |
Section L, DD254, and PWS | 7 | L-8.1 | What is the correct period of performance? The DD254 says 1 May 2017 - 30 Apr 2022. Paragraph L-8.1 indicates a PoP stating 1 Oct 2017. The PWS, page 8, para 10.1 shows the PoP as 1 Apr 2017 - 31 March 2023. | Please see question number 1. | |
SF33 | 1 | SF33 does not indicate a due date or time for proposal receipt. | Atch B, Section L-8 identifies the proposal due date, which is 4 Apr 17. | ||
PWS | 9 | 10.5 | Subject paragraph indicates that contractor must support missions 24 hours/day, 365 days/year. Do the personnel levels of effort and core positions shown in Appendices A, B, and C reflect sufficient staffing to provide this 24/365 coverage? | The Government does not require manning 24 hours/day, 7 days/week for all positions at all locations. ELINT support at Langley AFB and Beale AFB is required 24/7/365. In all other cases, personnel will need to be on-call/available 24/7/365 in order to respond to mission situations, but will normally execute standard day-shift or swing-shift work schedules. Specific work schedules and on-call response times will be established in concert with each supported site, but will align to support daily mission operations. If it is determined by the Government that a contractor needs to physically report to work outside of normal duty hours, the contractor should report to work within 60 minutes of notification unless otherwise directed by the government. | |
PWS | If this is an existing contract, please identify the incumbent contractor and provide the current contract number. | Please see question number 2. The contract number (that is associated with the portion described in question number 2) is FA8527-16-D-0050. The Incumbent is Raytheon Company. | |||
PWS | If this is not an existing contract but the work is actually being performed currently, please identify the categories and status of personnel who are performing the work. | Please see question number 2 and 12.
WALLS, KARIN E CIV USAF ACC ACC AMIC/PKAA: WALLS, KARIN E CIV USAF ACC ACC AMIC/PKAA:
Question #9 is dealing with POP. This question is asking something else
RFP | What is the due date for submission of proposals? FBO indicates 28 March 2017, but no such date is found in the actual RFP. | The due date for the Proposals is 5 April 2017 | |
Atch B, Section L | 3 | L-4.5 | The subject paragraph states that “Qualification summaries are not included in the page limitation.” Please clarify what is meant by “qualification summary”. Are these resumes? Are they required or simply desired? If required, for which proposed positions or labor categories? | Qualification Summaries are not required and have been removed from Section L-4.5
Atch 3_Schedule B Price | Instructions | Line 56 | States that “Contractor shall identify the number of CORE FTE proposed…” as described in PWS Section 4.0. Assuming that this reference refers to the Level of Effort tables in Appendices A, B, and C, does the Government require that the offeror propose these 28 core FTEs for pricing, or can offerors propose a different number and mix of personnel? | Offerors propose would propose based on the tables in the appendices.
Atch B, Section L | 3 | L-4.1 | Instructions state that, “Failure to provide supporting documentation (e.g, teaming arrangements, business agreements, etc) which demonstrate the ability to perform the work according to the PWS as required by the evaluation criteria (reference M.3-1) will be considered unacceptable and render the offeror ineligible for award.” We are unable to find verbiage in M-3.1 or elsewhere that requires this information. Please clarify. | The reference should be section M-3 Evaluation Criteria.
L&M | 4 | L-5.10 | What is the correct NTE travel value per year to be entered into the Schedule B Pricing Template? There are multiple different figures listed in the PWS, Section L&M and Price Proposal Template. | Please see question number 8.
L&M | 5 | L-5.10 | The last sentence of paragraph says a copy of SF33 must bear an original signature, but guidance in L-8, page 7 says submit only electronic files via email. Is a hard copy required and if so can it follow the electronic submission by normal US Mail channels? | Proposal must be submitted electronically at the addresses that are provided, section L-8.1. Hard copies are not required.
L&M | 5 | L-5.5 | Supporting documentation: Is the government expecting to see supporting documentation for only the CR portion of the proposal or for the FFP portions as well? Can the government provide specific items it prefers to see in this supporting documentation for each CLIN as applicable? | Provide the documentation which allows you to explain the indirect labor rates for the FFP CLINS.
L&M | 7 | L-8.1 | Proposals are stated as due at 1500EST on 3/28/17. However FBO posting states proposals are due by 2359 EST on 3/28/17. Which is correct? | Proposals are due 1500 EST on 5 Apr 17.
L&M | 7 | L-8.1 | Paragraph states transition begins on 8/1/17, but Pricing Sheet (base period tab, lines 14, 23, 32 and 46) says 5/1/17, which is the correct start of Transition? | Please see question number 1.
Pricing | base tab | all | The applicable PMO and any additional required support will be bid directly into the FFP Core Labor portion of the proposal as required to manage the execution of the program and deliver the required CDRLs. Is this a correct assumption? | Yes, that is correct.
Pricing | base tab | A2, A3 | LRA/TRA: Cells A2 and A3 describe all labor and allowances as FFP, but PWS para 7.3 states LRA/TRA are cost reimbursable. Which is correct? | LRA &TRA CLIN removed from PWS.
Pricing | base tab | Line 9, 18, 27 | DBA Insurance. Some corporations self-insure and thus do not bill the USAF for DBA insurance. How will they receive credit for absorbing that risk internally? | Price the separate DBA FFP CLIN amount as $0.00 and explain in your proposal explain how you captured the DBA costs elsewhere in their pricing.
PWS | 5 | 7.1 | Travel NTE $210K for 5 years for trips listed in table 2? Is NTE proportionate to the trips listed in Table 2, per appendix, as appendix A and C are less than one third the size in FTE of appendix B? | The travel is correct. Not a lot of travel anticipated with this requirement as the personnel are required to support mission at the associated site on a daily basis.
PWS | 5 | 7.1 | Is Travel limited to Analyst/Trainers trips or inclusive of PMO trips (e.g., Customer kickoff meeting, site visit)? | Yes it is limited to the personnel performing daily on the contract, the government will not pay for program management related visits.
PWS | 5 | 7.1 | Is Travel listed inclusive of relocation of personnel to/from sites. | Yes, travel is inclusive of relocation of personnel to/from sites.
PWS | 5 | 7.2 | The Material NTE $210K for 5 years is listed in the pricing sheet evenly divided amongst the efforts even though appendix B efforts are 180% of A and C together (18 vs. 10). Is it meant to be equally divided or proportionate to each appendix? | The Material NTE of $210K is to be equally divided amongst the 3 Appendices, per year.
PWS | 9 | 10.1 | POP: table shows base beginning 4/1/17, Section L/M shows 10/1/17, which is correct? | Please see question number 1.
PWS | 9 | 10.1 | POP: the six month extension required, is it assumed to run from 10/1 after the end of a base or option year till 3/1 of the following year? | The six month extension is at the end of the contract; if needed.
PWS | 9 | 10.1 | Section L/M shows transition beginning on 8/1/17 (page L.8.1, page 7), is the transition period considered part of the base or a separate period? | Please see question number 1.
PWS | 9 | 10.5 | Paragraph 10.5 of the PWS states, “ Operating hours are 24 hours a day, 365 days a year including holidays and weekends, however, contractor duty hours will be determined by the work center. Contractor must be able to support missions 24 hours a day, 365 days per year.” If Contractor manning does not support 24/7/365 coverage will Surge support or Optional FTEs be allocated as needed? | Please see question number 11.
PWS | 17 | Table | Please confirm Germany staffing level for Appendix B. Currently staffed at 3 for Appendix B tasks (ELINT) | Correct, the number of contractors required for ELINT Support at that location is 2 FTEs
Pricing | base Tab | Line 56 | Core labor is established as FFP. Is there any consideration to either a Cost Reimbursable or Time and Material type for that labor? Rationale is that it is traditional and straight forward for services type work providing a directed number of FTE at the various sites. | Labor will be FFP only.
Att B Pricing Template | Since Technical proposals for each Appendix are to be evaluated separately, the associated cost proposals for each task should also be evaluated separately. Therefore, it is unnecssary and confusing to have each page of the Cost Proposal Template include a grand total for all Appendices. The summary page should have individual sections for each appendix. Even better would be to submit costs proposals for each section in a separate Excel file. | No changes will be made to the current format. | |
Att 4 | 4 | L-5.1 | The estimate for Travel for each Task (Appendix) per this paragraph is $125,000 ($25,000 each for Base and Option Periods.) PWS paragraph 7.1 states that Travel is estimated NTE $210,000. Further, the fixed amounts entered into Att B Price Proposal Template is $70,000 for each period (Base, Options, and 6 month extension) for a total of $$420,000. Which is correct? | Please see question number 8.
Att 4 | 4 | L-5.3 | The estimate for DBA Insurance is stated to be NTE $270,000 ($54,000 each for Base and Option Years.) However, the amount entered into Att B Price Proposal Template is $99,000 ($18,000 for each task for each of the base, option, and extension periods.) Please clarify. | The total for DBA Insurance is $297,000. All documents have been updated to reflect this changes.
Att 4 | 5 | L-5.5 | Besides textual explanation of the methodology used in developing rates, is it necessary and/or appropriate to provide additional build-up of rates in Excel format. If so, should that be done in an Excel file separate from the Att B Pricing Template or can it be included in that file as a separate tab? | No changes will be made to the current format.
Att 4 | 5 | L-5.6 | FAR 52.222-43 Service Contract Labor Standards does not apply to these positions as they filled by Bona Fide Professional Employees as defined in Part 541 of Title 29, Code of Federal Regulations. This clause should be removed from both the Sections I and L. | This clause is no longer considered apart of the solicitation and will not be apart of the award.
Att 4 | 6 | L-5.13 | At what corporate level are you requiring financial statements. It is sufficient to provide a link to our corporate investors page? | The Government is looking for the income and balance sheets only for the prime contractor that is going to be responsible for performance.
Att 4 | 7 | L-8.1 | This paragraph states that Transition is to begin on or about 1 August 2017 with performance starting on 1 October 2017 which coincides with the Att B Pricing Template dates. However, this conflicts with the PWS Paragraph 10.1 stating the Base Period starts 1 April 2017. A Transition period date is not indicated. Which is correct? | Please see question number 1.
PWS | 2 | 2 | Does the scope of work include any classroom training and/or a requirement to provide material for classroom training? | No, PWS Section 2 page 2 speaks to OJT to explotation crews, no mention of formal classroom training
PWS | 5 | 7.2 | Please provide further clarification as to the types of material required to be provided. There does not seem to be a requirement to provide classroom training. However, this paragraph states that the contractor is required to provide training material. | The Contractor should propose the NTE amount. Types of materials, supplies, equipment, and training material are unknown at this time however should a requirement for these materials become necessary the government will notify the contractor and as stated in PWS section 7.2 and the COR will validate the costs prior to invoice submission.
PWS | 5 | 7.3 | Please provide a definition of Living Related Allowance and Travel Related Allowances. | Labor Related Allowance and Travel Related allowances have been removed from the PWS.
PWS | 12 | 13.2 | These positions require highly specialized and generally take longer than 14 days to fill. Will the Gov't consider extending this period. | The Government changed the days to fill a position to 21 days.
SF33 | The title of this document is RFP R-0009_ELINT_SF33.pdf. Does this document also apply to Contractors submitting bids under Appendix A (ASIP)? | Yes. This is one solicitation with a possibility of single or multiple awards. | |
SF33 | On pages 12 and 13 of the solicitation letter, both pages state “see Attachment B”. Should these references be revised to say “Attachment 4”? Attachment 4 contains Instructions to Offerors and Evaluation Criteria. There is an Attachment B but it is in the PWS and doesn’t seem to apply | Atch B should be listed as Atch 4. | |
PWS | In the PWS, section M-3.2.2, Subfactor 2, states there is a maximum page limit of 10 pages. Does this include the staffing plan in the technical proposal? Should we include a staffing plan for the optional 5 CFSRS? Please confirm | Yes the 10 pages limit includes the staffing plan. | |
In reviewing Appendix A of this attachment and the Quantity/Unit in Attachment 3 for ASIP support, the RFP states the contractor is to provide five (5) optional FTEs with the performance location to be provided when the options are exercised. It also reserves the right for the government to exercise optional FTEs, in any quantity, at any time during the life of the contract. Is it the Governments expectation for the Offeror to bid all 5 FTEs for the entire Period of Performance (PoP) in this proposal? | Yes, it is the Governments expectation for the Offeror to bida all 5 FTE's for the entire PoP. | ||
Section 7.1 “Travel” on page 5 of the PWS states that “Travel Cost is estimated not to exceed (NTE) $210K”. The table below the referent statement specifies the highest travel demand for the ASIP Appendix A tasking (5 travelers * 20 trips * 7 days per week = 700 man days of travel). The other appendices are significantly less travel-intensive, with ELINT specifying 56 man days and SYERSspecifying 28 man days. However, Attachment 3 (Schedule Price Proposal Template) shows travel hard coded at $70,000 for each Appendix. Since the travel requirements are drastically different, was the evenly spread $70K allocation possibly applied in error? In addition, Attachment 4, Section L-5 states that travel on this task order was estimated at $125K ($25K each for Base Year, Option 1, Option 2, Option 3, and Option 4) and that Offerors “shall not alter the NTE amount on the Travel CLIN in the price proposal template (Attachment 3)”. Which travel NTE is correct - $125K or $70K? | The travel allocation wasn't done in error. The Government intends to leave the NTE per Appendix at $70K. Please see question for further explanation. | ||
PWS | Page 6 – what does “OCO” stand for? The acronym is not defined in Table 7, Attachment D. | OCO stands for the Ordering Contracting Officer but it is only supposed to state CO. The PWS has been corrected. | |
Page 10, Section 10.8, “Contractor Inventory” – is this paragraph complete, or is there text inadvertently omitted and/or deleted? | |||
Page 10 – Defense Base Act (DBA) insurance – the PWS states, “Insurance costs shall not be included in the negotiated fully-loaded labor rates”. DBA insurance is provided to every employee at NGMS; the rates are embedded in our labor rate build-up. It is not possible to extract the cost of DBA from individual labor rates. Would the USG consider modifying the PWS as follows, “If Defense Base Act (DBA) insurance is not already included in the Contractor’s indirect rate structure, it must be separately obtained and provided for all Contractors working outside of the United States, according to the Department of Labor (FAR 28.305). If DBA insurance is separately obtained, the insurance costs shall not be included in the negotiated fully-loaded labor rates.” It appears that the USG has leveled the playing field by assigning DBA insurance NTEs in the pricing template (at $54K per year) therefore it is only the PWS wording that requires clarification / modification. | PWS language has been updated. | ||
Page 20 under Attachment A (Services Summary) – under Replacement/substitute personnel, what does this requirement mean, “c) less than 3.5% Lapse Rate across all contracted positions”? Is this a yearly measure of contractor attrition? If the contractor otherwise has provided acceptable performance, but the “lapse” rate is higher than 3.5% per year, does that mean the Contractor has not provided acceptable performance and that the USG has the right to seek an equitable adjustment? | Lapse Rate requirement have been removed from the PWS. | ||
DD254 | In the DD254, section 14 states to see attached SCI/Non-SCI release of Intelligence Information for additional security requirements. NGMS did not receive this information with this attachment. | Please see the Contract Security Classification Specification attachment. | |
In section 13 of the DD254, the Period of Performance (PoP) is listed as 1 May 2017 – 30 April 2022. NGMS has inquired below about the dates listed in this RFP and may request the DD254 be updated based on the response received. | The DD254 is just a Draft and will be updated at the time of award. The correct PoP dates are listed in question 1. | ||
Price Proposal | The header embedded in this Excel attachment is reflecting Attachment 5. NGMS would like to clarify that it is Attachment 3. | Noted and corrected. | |
Additionally, in the header and in the grid, the solicitation number is not the same as what is listed on the solicitation letter. NGMS would like this updated for consistency. | Solicitation number has been corrected. | ||
Attachment 3 Schedule B Price Proposal Template includes CLIN002 for optional Labor. It does not include a CLIN for optional travel or optional LRA/TRA for the 5 optional ASIP SMEs. NGMS would like to clarification on how optional pricing should be proposed / bid. | Optional pricing should only include optional labor price, the government will adjust the CR CLINs associated with this (i.e., LRA/TRA/Travel) if necessary and when optional labor is exercised. | ||
PWS | clarification on the transition period dates. In Attachment 4, L-8.1 on page 7 shows 8/1/17 thru 9/30/17 but Attachment 3 Schedule B shows 5/1/17 thru 9/30/17. These dates differ | Please see question 1. | |
PWS | In the PWS, page 9, Section 10.1 the period of performance for Base and Options 1 thru 4 show a start date and range from 1 April (year) thru 31 March (year). These POP start dates differ from the dates in Attachment 4 and Attachment 3, schedule B. | Please see question 1. | |
Section L-8 Submission of Proposals – since Offerors will be providing Proprietary pricing data in a FOUO template, is it acceptable to provide their submission via AMRDEC? NGMS requests clarification due to the following requirement, “The Government specifically requests an email with required attachments not a link to download the offerors proposal.” Providing our submission via AMRDEC will protect FOUO/proprietary data, however, the data will need to be downloaded by the recipient. | The Government requires the proposal submissions via email with attachments. | ||
Section L-5.6 | The solicitation states that “Offerors shall comply with clause 52.222-43 for their price proposal with regard to employees covered by the Service Contract Labor Standards.” Does the Government intend to provide a Wage Determination Letter for positions impacted by this clause? | Please see question number 40. | |
PWS | 7.1 | Does the Government intend to reimburse the costs for visas, passports, export licenses, or other ODCs associated with OCONUS travel/relocation? | Yes, the Government intends to reimburse the costs for visas, passports, export licenses, or other ODCs associated with OCONUS travel/relocation as stated in the PWS. |
PWS | 7.1 | Will the government provide the required documentation to confirm eligibility of the contract and US staff for the various benefits available to invited contractors under the applicable Status of Forces Agreements (i.e., DOCPER policies in Germany and Italy or Japan) and/or other similar mutual cooperation and security agreements or diplomatic notes applicable to the area of operation? | Yes, the Government will provide the required documentation to confirm eligibility of the contract and US staff for the various benefits available to invited contractors under the applicable Status of Forces Agreements at the time of award. The Government does not plan to ODC to cover VAT, Consumption Tax, or indirect taxes. |
PWS | 7.1 | Should SOFA or similar status not be available; US staff may become subject to host location taxation. Does the Government intend to provide additional ODC funding to cover VAT, Consumptions Tax, or other applicable indirect taxes? | No, the contract will have the proper status to allow contractors to work in the country in which they are required. |
PWS | 4 | Is there an incumbent for each of the sensors (ASIP, SYERS, ELINT) outlined in this procurement? | Yes. The positions for each sensor are encumbered. |
PWS | 8.4 | Does the Government intend for this position to be located at a specific site or it is up to the Contractor to determine where this position will be located? | The Government intends for the positions to be located at specific sites. |
PWS | 10.1 | Can the Government please confirm the period of performance. The dates in this table do not match the verbiage in Section L-8.1. | Please see question number 1.
