Q&A # Question Answer

Will the Government please define “other points of origin” and “number of trips needed" as outlined in the table within section 7.0 of the PWS? Further, should Ellsworth AFB, SD and Hancock Field Air

National Guard Base, Syracuse, NY be listed within this table as well?

"Other points of origin" is undefined to allow contractor flexibility in the primary operating location of personnel. Number of trips "As needed" is flexible to allow contractor to determine quantity of trips required to create TEM, conduct "roundtable" verification of

TEM for MQ-9 and train observers (see para 4.1.2, 4.1.8, 4.1.4) as well as travel to Langley AFB to out -brief results (4.1.12.1 and 4.6.5). Contract support at each location conducting observations is not required.

Does the Government expect or require company headquarters be located at or around Langley AFB, VA?

No

As it is currently expected that 100 total observations be accomplished per year, at four unique operating locations, this value does not seem to align to current travel costs. Based on an operational analysis of current mission requirements vs. local area training being accomplished, our assessment is a higher amount of travel will be required than current ODC travel funds will allow. Will the Government consider increasing the Travel ODC value?

No; observations will be conducted by Air Force personnel and their travel costs are part of this contract. Contract support is not expected to be on-site for each observation but contractor should have capability to conduct real-time review of incoming observation data inputs to ensure quality.
