Combo Synopsis/Solicitation FA4890-16-R-0012

Questions and Answers – This includes advance questions which were briefed at the pre-proposal conference, and questions received during, and after the conference.

As of 29 July 2016

1. Will the incumbent contractor have to deal with current or future manufacturing projects during transition?

Answer: There is no incumbent contractor. This effort is currently being performed by Government

Employees. The Government employees will be working on current and future projects during the transition period. After contract award the contract employees will be working with the Government employees.

2. Do bidders have to bid all listed positions in the PWS or is it optional?

Answer: Yes, offerors must bid on all positions. These are the positions that the Government needs to be filled.

3. How many Past Performance citations are required? Seems to be some disparity in different areas of the solicitation.

Answer: Offerors may provide information for a maximum of three (3) different contracts and/or task orders for which they served as the prime contractor, subcontractor, partner, or joint venture partner that are recent and relevant as defined in this solicitation. In addition, the offeror may provide PPI for a maximum of three (3) different contracts and/or task orders for each proposed subcontractor, partner, and/or proposed joint venture that is recent and relevant as defined in this solicitation. To clarify, if an offeror has two subcontractors or partners, the offeror may submit three (3) references as prime and (3) for each subcontractor for a total of up to 9 references.

All discrepancies within the RFP have been corrected in Amendment 001.

4. Will we use current SCA rates? When they escalate will we be able to submit an equitable adjustment?

Answer: Please use the SCA rates found in the Wage Determination posted with the RFP (Attachment 3).

When/if SCA rates increase, contractors may be entitled to an equitable adjustment (to cover those wage increases) IAW FAR Clause 52.222-43.

5. Service Contract Act (SCA) guidelines and other FAR clauses require that SCA covered incumbents are transferred into the new awardees’ workforce at the same seniority and at the similar compensation levels. Although it is stated in the Solicitation this is a new effort, is there a workforce that has been performing these PWS requirements? If so, can the Government identify which companies are performing the PWS requirements currently? Additionally, can the Government inform us whether or not these individuals’ positions are currently covered by the SCA? If any of the current positions are covered by

SCA, can the Government please identify them so we can accurately determine compensation and health and welfare costs?

Answer: The current workforce accomplishing this requirement are government employees, which are not covered by the SCA, however, FAR Clause 52.222-42 Statement of Equivalent Rates for Federal Hires

(found in the Combo synopsis/solicitation) shows the corresponding current Government wages and estimated fringe benefits for each employee class. Additionally, Section 6 Paragraph 9.3 of the RFP recommends the following SCA occupation codes (with related wages found on the SCA Wage

Determination attached with the RFP) based on position: “Offerors must include corresponding SCA wage determination occupation codes with all positions-- selected from the wage determination attached with the solicitation as Attachment 3. Suggested SCA occupation codes: Computer Specialist – 15050, Electronics Technician – 23183, CAD/CAM Design Technician and Aerospace Mechanical Technician –

30081-30086.” These recommended occupation codes are based on the compensation of the current employees performing the work. Note: Other occupation codes may be utilized as these are recommendations only. Please provide justification in your price proposal.

6. Appendix 1, found on Page 34 of the PWS, identifies the total hours per year for each full time position as 1840. This seems to be an unusually low number. Please describe how the US Government determined the full time position hours. Is it the Government’s intent for the responder to price each position using this number of hours for each year?

Answer: 1840 hours are the Gov't's estimated annual work hours/FTE. This is based on 2080 annual work hours minus 80 hours for federal Holidays, 80 hours for annual leave, 40 hours for sick leave and 40 hours for ancillary time.

7. Per PWS Paragraph 4.11.2 in the Transition Phase-Out Plan, it is stated “The current contractor is responsible for training all personnel hired during next contract’s phase-in period”. Does this statement imply that awardee’s personnel will be required to work within their normal 8 hours a day training the new personnel, or, is this requirement beyond the normal 8 hours per day and require additional pricing?

“Training all personnel” could also require extensive expenditures on OPSEC Training, IT/IA Training, etc. that normally is estimated in new contractor’s Transition Phase In Costs. Also does this imply that there is a contractor(s) doing the work today that will train the awardee’s personnel during the transition period?

Answer: All training during phase out will be accomplished during the normal 8 hour work day. As the awardee is still required to perform all contract efforts during phase out.

8. Section 6 – Instructions to Offerors, paragraph 5.3, page 50 of 67. The solicitation reads, “page numbering must be sequential through the entire document, and that new chapters/section do not restart the page numbering”. Please confirm the term document should be interpreted as volume. Each volume should start with page 1 and new chapters/sections do not restart the page numbering.

Answer: Correct, the term document should be interpreted as volume.

9. Section 7.2 and 7.5D pages 51 and 52 of 67. Section 7.2 references three (3) different contracts and/or task orders and section 7.5D requires information on four (4). Which is correct?

Answer: Three different contracts and/or task orders is correct. Amendment 001 corrected the error in

Paragraph 7.5D.

10. Appendix 3 – Deliverables in paragraph A3.2.2.1 makes reference to a Strike Mitigation Plan.

Please clarify whether unions are currently in place.

Answer: This is a new contract and no union is in place. This deliverable is only required if the work force does unionize in the future.

11. PWS Paragraph 1.2.4 Workload Forecasts, Page 5 indicates the workload provided is a Government estimate. Please clarify whether all offerors must bid the required Full Time Equivalents as well as the stated position hours of 1840. Can an offer bid more or less hours and be deemed compliant?

Answer: As stated in a previous answer, 1840 is the Government estimate/FTE. An offeror may bid more or less hours/FTE, but must at least propose the hours outlined in the solicitation.

12. Section B is prepared by the Government to evaluate the total firm fixed price of the contract. Units per CLIN are shown as months in the case of labor. However, clause 52.216-1 Type of Contract, Page 33 of 67 indicates the resulting contract will be Firm Fixed Price Level of Effort. Since Section B is shown with months, where is the level of effort (i.e. rate per hour) and hours stated? In addition, would it be beneficial to the Government to add the contract type per CLIN to Section B confirming travel and supplies are cost-reimbursable.

Answer: The contract type is based on a Firm Fixed Price Level of Effort due to the fact that deliverables and schedules are not fully defined in the PWS. Workload will be tasked on an as-needed basis, i.e. at time of contract award, the Government cannot exactly predict the ATD/ATAs that will need to be developed and/or will require maintenance. Months are provided as the Unit of Measure for ease of pricing. Page 62 of the RFP provides Manning Charts which show the number of FTEs required.

Section 6 Paragraph 9.1 of the RFP states: Cost Reimbursable Travel CLINS and Supply CLINS: Do not provide pricing for these CLINS, as the solicitation will provide an NTE dollar figure that will become part of the total evaluated priced for all offerors.

13. Per PWS Page 4 Para 1.2, Scope of Services. It states “The Government intends to provide all materials, tools, and equipment necessary to meet Det 9 ACC TRSS mission. The Service Provider shall furnish labor and management. The Service Provider shall ensure services are tailored to satisfy specific customer requirements.” Question: Does the Government possess Government Purpose Rights (GPR) to all of the Software currently required to operate all ATD/ATA's?

Answer: Yes.

14. Per PWS Page 31 Para 4.11 Transition Plan. 4.11.1. Phase-In Plan. It states “The Service Provider shall prepare and submit with its proposal a plan for assuming responsibility for providing the services described in this PWS. The plan shall identify the time required for transition and describe how it will minimize employee and service disruptions. The phase-in period will be defined after contract award for a period of 90 calendar days. During the first 60 calendar days, the Service Provider shall complete the staffing and begin training of its workforce”. Question: Does the Government possess Phase Out Plans for the current contracts supporting the devices listed in the ATD/ATA solicitation, and if so do those plans place any limitation on the phase in transition portion of the ATD/ATA awardee?

Answer: This is a new contract and you will be working with active duty military and Government employees during the phase in period.

15. Per Solicitation Paragraph 7.2 Past Performance Information Contract References, it states “Offerors may provide information for a maximum of three (3) different contracts…” for past Performance

Information. However, shortly thereafter in Solicitation Paragraph 7.5.D Table of Past Performance

References, it states “Provide information for a maximum of four (4) different contract…” Question:

What is the maximum Past Performances for the Prime and for a major subcontractor, Team member, it is three or four?

Answer: Reference Amendment 001.

16. Is there an incumbent for this program, or is it currently performed organically by the USAF?

Answer: There is no incumbent, work is being done by military and Government employees.

17. SECTION 6 paragraph 5.4 states in part “Fold-outs will be counted as the appropriate number of pages based on the number of folds (i.e., fold-outs with one fold shall count as one page; each additional fold counts as one additional page). Typically a 11x17 foldout is folded in half to the left (creating the size of 8.5x11), and then folded back half-way to the right (still remaining 8.5x11), therefore allowing the left side to be hole punched. If the second fold is not made, then the right side of the 11x17 (when folded out) would be hole-punched. This means that the binder would have to be opened to fold out the 11x17 page. Can any 11x17 page be considered one page, regardless how it is folded?

Answer: For consistency with fold-outs, after one fold, each additional fold will count as one page as stated in Section 6 paragraph 5.4.

18. SECTION 6 paragraph 5.7 states in part that “technical definition page(s)” are excluded from page count. Is technical definition page(s) the same as an acronym list or glossary? If not, what is technical definition page(s)?

Answer: Yes, the technical definition page is an acronym list and/or glossary.

19. SECTION 6 paragraph 6.2 states “In the event the offeror takes no exception to the stated requirements, a statement to this effect shall be included at the front of each volume”. Show this statement be made on the cover page of the proposal (binder cover) or within the body of the proposal?

Answer: Please include in the body of the proposal.

20. SECTION 6 paragraph 7.5.E.1. states “Submit one (1) sheet for each contract reference to include an overview of the work performed, what capacity they served under the reference (i.e. prime contractor, subcontractor, partner, etc.), offeror’s assessment of how the contract reference is relevant to the

Relevancy Criteria, and any additional significant details.” Please define one (1) “sheet”. Does this mean provide a one-page summary of the contract relative to the Relevancy Criteria, or is there a specific form that we are to fill out?

Answer: Please provide one page for each contract reference in this section. A specific format is not required as long as the information requested in paragraph 7.5.E.1. is provided.

21. SECTION 6 paragraph 8.1.1 states in part” To facilitate the evaluation, the Technical Volume should be specific, detailed, and complete to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements to accomplishment the effort. Statements that the offeror understands, can, or will comply with the PWS (including Air Force (AF) publications, technical requirements, etc.);

statements paraphrasing the PWS or parts thereof (including applicable AF publications, technical data requirements, etc.)”. We assume that we only have to address Sub-Factor A, B, and C in the proposal, and not all sections of the PWS. Is this correct?

Answer: Sub-Factors A, B, and C is what the proposal is being evaluated on.

22. SECTION 6 paragraph 8.2 (Technical Contents) Items C & D. We assume that the Executive

Summary can be placed after the Cross Reference Matrix. Is this correct?

Answer: Yes

23. SECTION 6 paragraph 9.3 states in part “Supporting data should explain the methodology used in developing proposed CLIN prices. Supporting data shall be provided in a table format, to include, at a minimum, a breakdown of labor (labor category, number of positions, direct wage rate, burdened rate, and productive hours), breakout of Other Direct Costs (ODC), direct and indirect rates, and subcontract costs—these data shall be provided in a Microsoft Excel document.” We assume that the explanation of the methodology used is a narrative placed into the Volume III proposal. Is this correct? Also, for the

Excel spreadsheet, we assume that we are only to provide the data requested, and that the spreadsheet does NOT have to show how we arrived at the prices presented in Section 3 of the RFP. Is this correct?

Answer: Yes, the explanation of the methodology used is a narrative placed in Volume III.

Other than the data requested in section 6, paragraph 9.3, a more detailed break-out of your price proposal is not required. However, if, after receipt of proposals, the Government deems it necessary in the evaluation process, additional supporting data may be requested.

We believe that Barksdale AFB, LA, no longer possesses A-10 aircraft. Is this location still valid from an Egress and Familiarization trainer perspective? If not, has another site replaced Barksdale

AFB?

Answer: Correct, A-10C EPT was transferred to Davis Monthan AFB. These tables reflect a snapshot in time and may not denote the current or future locations.

We believe that the A-10A is no longer in service. Is A-10A still a valid nomenclature?

Answer: A-10A training devices were either converted to C model or disposed of.

25. PWS Paragraph 4.3 Strike Mitigation Plan: Are any current Det 9, TRSS contractor employees covered by a Collective Bargaining Agreement (CBA)? If no CBA, why a strike plan mitigation requirement?

Answer: This is a new contract and no union is in place. This deliverable is only required if the work force does unionize in the future.

26. Are there any current scheduled maintenance schedules available for review at this time?

Answer: Customers handle scheduled maintenance action for all ATD/ATA

27. Can any empirical data on On-Call maintenance be provided (i.e. trouble call reports, corrective action, etc.) be provided at this time?

Answer: Requested maintenance requests average 3-4 per month. Only about 1 per month require a technician dispatched to customer site to perform repair/upgrade.

28. Can any technical description documents on the devices being supported be provided at this time?

Answer: Collective documentation such as formal Illustrated Parts Breakdowns, Technical Orders, etc. do not exist. Level of documentation provided and required are CAD blueprints, Bill of Materials, Schematics, and simple Operators Guides.

29. Will the contractor be permitted to install commercial phone and/or Internet for company related business as well as unfettered research for parts and technology that might be needed during conduct of this contract (i.e. base computers are limited in search due to DOD IT regulations on some occasions?).

Answer: Yes, at their expense. However, installation must first be approved/coordinated through the

Detachment 9 Commander and Luke AFB Communications Squadron.

30. Is there a list of all SW languages to be supported on all the devices (ADA, C, C++, Unix, Linux, Java, HTML, etc.)?

Answer: Yes; C, C++, C#(sharp), Java, HTML, Embedded OS, Opto22 Factory Floor & PAC Project, on fielded devices. Manufacturing software includes Solid Edge CAD, Surfcam, Opto22 Factory Floor, Protel & Altium Schematic, Adobe Publisher.

31. Other than COTs products like Windows, Microsoft etc… are there any proprietary hardware or software issues to contend with?

Answer: Yes, many aircraft components are simulated with micro-pc based, embedded code, modified

COTs displays (TFT, LCD, LED, VGA). Many trainers are PC based with modified network and display configurations. Customized components and coding is done primarily through in-house design, prototyping, and production stages.

32. The PWS calls out the following required staff labor categories: Site Manager, CAD/CAM Design

Technician, Aerospace Mechanical Technician , Computer Specialist, and Electronics Technician. The solicitation SECTION 6 paragraph 9.3 provides suggested SCA Occupation Codes. It is clear that

Computer Specialist and Electronics Technician have very specific suggested SCA Occupational Codes.

However, the CAD/CAM Design Technician, Aerospace Mechanical Technician suggested SCA

Occupational Codes have a range of six different SCA Occupational Codes. We assume that the offeror is to select which SCA Engineering Technician level is to be proposed. Is this correct? If yes, can any historical data be provided so we can ascertain the complexity of the work accomplished in the past, so that we may determine which SCA Engineering Technician level is appropriate?

Answer: For this acquisition the Government has not mandated any particular occupation codes

(recommendations have been provided), and the offeror should select the most appropriate occupation code. FAR Clause 52.222-42 provides General Schedule (GS) salary estimates with Fringe benefits based on the wages of the current Government employees.

33. Solicitation SECTION 6 paragraph 9.3 calls out a SCA Occupational Code of 30081-30086 for the

CAD/CAM Design Technician. Would SCA Occupational Code 30064 be more appropriate?

Answer: All wages and occupation codes proposed should ensure that the offeror can hire and retain qualified employees (qualifications outlined in the PWS). Please provide justification in your price proposal for the occupation codes you deem the most appropriate for the requirement and utilize in your proposal.

34. The PWS call out for supporting Instructional System Design. Can information be provided on how much of this type of support is required? Does this also include the development of courseware?

Answer: Once the initial training device request is made, the ISD process is used to determine requirements. How device fits current or new syllabus, class size, objectives, etc. Not as formal as an

AETC initial qual course, but ISD principles are applied.

35. RFP Section 7, paragraph 1.3 says “This is a best value procurement.” The usual meaning of this statement is that the Government may pick other than the lowest price offer if a higher offer is advantageous to the Government. However, paragraph 1.1 identifies the source selection as lowest price technically acceptable (“LPTA”). The two terms are generally incompatible. Please explain which applies.

Answer: The Government always seeks to attain the best value. This source selection will be conducted using the lowest price technically acceptable method IAW Section 7 Paragraph 1, which is a “Best Value” technique.

36. Please verify that all line items with a Unit of “Months” are billable and payable on a monthly basis.

Answer: Yes, these CLINs will be paid on a monthly basis.

37. Pursuant to PWS paragraph 4.1.4 Safety, The Service Provider shall equip employees with and maintain Personnel Protective Equipment. Please clarify what PPE is to be provided and under what Item it is to be bid and charged.

Answer: The Government will provide OSHA and AFOSH approved shop level personal protective equipment, and respirator fit check(s). For example safety goggles to be used over existing prescription glasses, welding aprons, and safety overshoes. Contractor may opt to purchase customized PPE for their employees (prescription safety glasses, steel toe boots, sized welding jackets). These expenses will not be reimbursable.

38. PWS paragraph 1.4.7.3 states, “The Government will have unlimited rights to any and all items delivered under this contract.” This statement appears incorrect and without foundation. “Unlimited rights” are not defined, and the statement is inconsistent with the delivery of COTS items, and in conflict with 1.4.10 Copyright Releases and 1.4.12 Limitations. Please completely explain 1.4.7.3 and how the offeror is expected to address it in his bid.

Answer: Any training device or training aid, software code, embedded code, custom circuitry, graphics, technical drawings, technical manuals, and reports the contractor delivers to the Government and the

Government accepts it, that product now belongs to the Government.

39. Does the last line of solicitation SECTION 3: “Grand Total (not including Travel and Supply CLIN amounts): $______________________” constitute the offeror’s total price for the purpose of determining

LPTA? If not, please explain.

Answer: For this line, the Government is asking that you sum all of the CLIN total amounts (excluding

Travel and Supply CLIN amounts). Section 7 Paragraph 4.3.1.3 outlines how the Government will establish the total evaluated price for offerors.

40. RFP SECTION 7 paragraph 4.1 states that an offeror’s past performance with be evaluated as

“Acceptable” or “Unacceptable”, but if the offeror’s past performance record is unknown, it will be deemed “Acceptable” per paragraph 4.1.1 and Table C-2. If this is the case, please explain why the offeror should submit any past performance info at all?

Answer: DoD Source Selection Procedures mandates the use of this method in LPTA acquisitions.

Offerors should provide past performance information following the instructions in Section 6 Paragraph 7 of the RFP. The Government may obtain more past performance data from any source that it deems appropriate IAW RFP Section 6 Paragraph 7.9.

41. Will option years be part of the cost/price evaluation criteria?

Answer: Yes. See Section 7 Paragraph 4.3.1.3.

42. PWS SECTION 2 (Services Summary) item 2, 6, and 11 calls out “Customer Contact. Contact the customer within 1 workday after receipt of tasking.” Are we receiving calls from one of the field sites; or is the reference to “Customer Contact” the COR assigned to this contract, or some other person providing technical direction at Det 9 Luke AFB?

Answer: The Det 9 Commander or his representative will notify you of the request and you have one day to acknowledge receipt.

43. At the Pre-proposal conference, it was briefed that the 1,840 hours used in Appendix 1 of the PWS was based on a standard work-year of 2,080, minus 80 hours of vacation, minus 80 hours of holiday, minus 40 hours of sick leave, and 40 hours of ancillary leave. The Wage Determination (Attachment 3 to the solicitation) states that we need to provide 80 hours of vacation (after one year of service) and 80 hours of holiday pay. Are we required to bid the extra sick leave and ancillary leave hours?

Answer: No.

44. Several of the labor positions (like CAD/CAM Design Technician and Computer Specialist) in PWS

Section 4.2 require college degrees. With this educational requirement, should these positions be professional labor categories or still tie them to the SCA Wage Determination (Attachment 3 to the solicitation)?

Answer: These are not considered professional labor categories, please tie them to the SCA wage determination provided.

45. PWS Paragraph 3.3.5, Grounds Maintenance states: “The Service Provider shall maintain the grounds surrounding the GFF, from the facility walls out to the paved surface of the adjacent roads. Maintenance shall include, but not limited to, picking up of debris; sweeping entry ways, sidewalks, patios, and curbs;

and cleaning cobwebs from external walls.” None of the SCA occupational job descriptions identified in the solicitation have janitorial or landscaping duties described. Is it the government’s intention that contract employees perform these services? If yes, what is the frequency of this service?

Answer: Yes, it is the Government’s intent that the employees perform these duties on an as-needed basis.

46. Could the US Government please clarify the expectations with regard to Training Development? For example, might the requirement be limited to overall input to Operator Manuals when a concurrency revision is developed (again, just as an example)? Or, is there an expectation that there will exist within the team the higher level instruction design and training policy knowledge as prescribed in Section 1.3?

Answer: Training Development is similar to a consultation, which is the process used to determine what type of training device or training aid best suits a customer. The deliverable may be a formal recommendation that the customer use a source other than Detachment 9. If the Detachment 9's ends up building an aircrew training device it would become a separate project with a different set of deliverables.

The requirement to be familiar with instructional systems design principles is necessary to understand the requirement from the customers point of view, as well as using it as a tool to determine training and trainer options to validate a training requirement. The solution does not have to be formatted into a formal syllabus review/draft, and can be as simple as an email or voice communication. It was therefore determined that a full time, fully certified instructional system designer was not warranted.

47. Who is the customer that we have to respond to within 1 day (from Section 2 Service Summary)?

Answer: You would respond to Detachment 9 Commander or his designated representative.

48. The PWS goes into detail regarding "ATD/ATA Training Development" to include training policy, development, etc. Training Development was not highlighted as a PWS requirement; No instructional specialists are suggested in the manning. What is the expectation for training development? Should contractor ADD instructional specialists?

Answer: No, contractor should not add instructional specialists. Contracted employees should be familiar with instructional system design principles (in accordance with the required qualifications for employees listed in the PWS), but are not expected to be expert or specialized in formal instructional system design process. Contractors will aid customers (aircrew, technicians) in developing aircrew training devices that meet specific needs, but final determination of training device complexity and approval of the requirements to meet syllabus objective are a function of the government.

49. SECTION 6 paragraph 7.5.E.2 states we are to provide the following information where we performed as a subcontractor:

SECTION 6, paragraph 8.2.E Sub-Factor A Aspect 2 reads in part “Provide a detailed manning workload analysis/methodology that depicts the proposed labor categories, skill level, and number of personnel for both full and part time positions.” SECTION 7, paragraph 4.2.1 Aspect II also states in part (regarding evaluation of our proposal) “Proposal provided a detailed manning workload analysis/methodology that depicts the proposed labor categories, skill level, and number of personnel for both full and part time positions. Since no historical workload data has been provided with the solicitation and we are specifically directed to bid particular labor categories and number of personnel in those labor categories, we are not sure what kind of detailed manning workload analysis/methodology can be accomplished.

Please provide clarification on this proposal requirement (or delete it from the solicitation).

Answer: You are to provide the 10 personnel by labor category that are listed in Appendix 1, Table 1.1.

These employees must also meet the Specific Employee Qualifications as outlined in PWS paragraph 4.2.
