SOLICITATION No. FA4890-15-R-0004 WRM Industry Day Questions & Answers
No Question Reference
(i.e. PWS or L&M Paragraph)
COMMENT/QUESTION RESPONSE
General Questions 1 Topic: Key
Personnel The Government stated it is up to the offeror to propose appropriate Key Personnel. To keep all offerors standard, since intent is LPTA, will the Government identify the minimal required Key Personnel?
Yes, the Government will identify the minimum Key Personnel that we believe offerors must have to effectively manage the program.
2 Topic: Security Levels
Positions requiring security clearances are unclear.
Will the Government identify the positions, locations and security levels required?
Yes, the Government will identify positions where a SECRET clearance is required. Access to Government systems (.mil; SBSS, IMDS, etc.) requires a CAC and therefore a NACI or equivalent investigation must be completed in order for a CAC to be issued.
3 Topic: Facility Management
Will the Government identify the tasks required under Facility Management? Will another contractor perform the direct tasks (i.e. electrical, plumbing, construction, etc.) required in this area or is it considered part of the contract scope?
Yes, the Government will identify all facilities maintenance described in the PWS, with the exception of construction projects exceeding a certain threshold, which are considered part of the contract scope; it is up to each offeror to determine whether they can sub-contract any of the tasks; the Government will not separately contract any part of this effort.
4 Topic: Award Criteria
The WRM Program is strategic and requires great flexibility to support potentially unpredictable requirements in an unpredictable region. Since many variables are expected during contract life and considerations for innovation and efficiency are expected, will the Government consider changing the award criteria from LPTA to Best Value?
The Government is still conducting market research and has not made a final decision to date. In the Government's experience we have found that innovation and efficiency can be achieved under LPTA which has been the best value.
The Government believes that LPTA is the best value.
5 Topic: Award Criteria
Since WRM is a critical DoD mission, offeror past performance that is sparse may not be in the best interest of the Government. Will the Government, under Best Value criteria, consider using a quantified rating system to ensure offerors meet required experience levels?
Past performance shall be evaluated in accordance with FAR
15.305 and DFARS 215.305. However, the comparative assessment in FAR 15.305(a) (2) (i) does not apply.
All offerors need to understand that LPTA is best value.
6 Topic: Past Performance Criteria
Will the Government consider changing the Relevancy period from 3 years to 7 years to mirror the incumbent experience period?
Yes, the government is considering changing relevancy criteria from 3 years to 5 years in the final RFP. The final RFP will contain the revised language.
Paragraph)
COMMENT/QUESTION RESPONSE
7 Topic: Past Performance Criteria
Will the Government consider changing the Relevancy to include both CONUS and OCONUS experience of the same scope and magnitude as
WRM?
At this time, relevancy is defined as: Past performance effort involving storage/ accountability, maintenance, transportation (outload), re-constitution of military equipment and OCONUS work similar to the size, scope and complexity of the USAFCENT WRM Program.
8 Topic: Physical Security
Will the Government clarify the contractor Physical Security requirements (i.e. Armed Gate Guards, Convoy Support, etc)?
Yes, the Government will clarify/identify minimum security requirements to the maximum extent possible.
9 Topic: Labor and Staffing
Since the solicitation is planned as LPTA, will the Government provide detailed workload and /or labor categories by work center and location to fully assess staffing requirements?
The Government will provide authorizations, current fill rates, etc… The Government will provide Level of Effort in Appendix G , however the Government will not provide labor categories by location each contractor will have to determine their technical approach to manning.
10 Topic: Proposal Standardization
Will the Government provide a “plug” number for materials to standardize this area of the proposal for offerors?
Yes, a not to exceed amount will be provided for each cost reimbursable contract line item.
11 Topic: DMS
We understand the Government invested in the development of the current DMS with the incumbent contractor and now owns the data rights. Why would we not retain and continue to use the existing DMS and modify as appropriate? Are there additional solutions the Government is looking for? If so, can the Government provide this information?
The current DMS is outdated and does not fully meet the Government's requirements. Each contractor will have to provide a DMS that meets the PWS requirements and meet the compatibility requirements as outlined in the PWS.
12 Topic: Contractor Action Report
Can the Government define the CAR level as it applies to the QPI? Does the CAR equate to a MAJOR Non-Conformance as defined in ISO 9001:2008?
A CAR is a major nonconformance that adversely impacts (or has the potential to impact) mission, safety of personnel and/or equipment, environment, performance (quality), schedule (delivery), and/or cost. This type of nonconformance has a risk assessment rating of moderate or high as a result. Yes, a MAJOR non-conformance, as determine by risk the non-conformance presents generates a Corrective Action Request (CAR). MAJOR non-conformances (CARs) are used in the QPI calculation.

14 Topic: Disposal of Assets and Scrap
Are offerors only to use DLA/DRMS Organizations for disposal of assets and scrap? Or, may separately contracted and local activities be used as long as property accountability measures are approved and used?
Yes, all demilitarization (DEMIL) of property and ensuing scrap sales disposal activities must be approved and coordinated with Defense Logistics Agency – Disposition Services (DLA-DS), if DLA-DS is used to coordinate the DEMIL and disposition and the contractor manages the DEMIL/Sale the money from the sale of the scrap is returned to the contract; approved GFE can either be done as above or through a contractor action with all associated funds being returned to the contract. If the contractor chooses to utilize a local activity or another contracted source the contractor must get approval from the Government and DLA-DS.

Did I understand you correctly that there will be a “plug number for RPIE?
Yes, all cost reimbursable contract line items will contain a not to exceed (NTE) amount to provide a baseline.
19 Topic: Award Fee Is it correct to assume award fee points equate to percentage of award fee?
Yes. Rating points/percentage will be used to calculate the earned fee.
20 Topic: LPTA
The statement was made that the Government is leaning toward LPTA because after 30 yrs., there simply isn’t anything left to change. Is that really what the Government wants?
The final decision has not been made at this time however; this is a very mature program with 30 years of performance.
21 Topic:
How many warehouses are there? Total square feet?
How many employees? How many actual Government employees? Any employee living quarters? Total Value of Contract w/extensions?

Why isn’t Best Value, vice this variant of LPTA, being used for the award evaluation criteria for this program?
A final determination on award evaluation criteria has not been made at this point. The Governments final evaluation criteria will be provided in the final RFP.
Paragraph)
COMMENT/QUESTION RESPONSE
54 Topic: Contract Type
You list that this is a FFP contract but you have several CPFF CLINs.

Paragraph)
COMMENT/QUESTION RESPONSE
Is this correct? Who provides support for these other communication requirements?
60 Topic: Site Visit Requirements
Do any of the countries for the site visits require anything more than a normal passport (special visas)?
Yes. I recommend that offerors planning to submit a proposal visit the DoD's Electronic Foreign Clearance Guide regarding "Contractors working pursuant to a DoD contract" for post-award requirements.
For the Bidders' Trip, there is information online regarding entry requirements for each country… here are some links:
Oman: http://www.worldtravelguide.net/oman/passport-visa
UAE: http://www.worldtravelguide.net/united-arab-emirates/passport-visa
Qatar: http://www.worldtravelguide.net/qatar/passport-visa
Kuwait: http://www.worldtravelguide.net/kuwait/passport-visa
61 Topic: Slide 21 Why was the site in Bahrain closed? Do you envision other sites closing during the contract performance period?
Bahrain was closed due to USAF needs and requirements. In paragraph 1.3 of the PWS it states “The contractor may be tasked to open/close and/or support additional WRM sites within the

The current contract includes an Award Fee without a QPI. The award fee pool made up of a specific percentage of the contract value of each CPAF CLIN for the 6-month period. The proposed Award Fee/QPI Plan uses a fixed pool. There are a wide variety of award/incentive fee plans in use for AMIC contracts.
64 Topic: Bahrain Closure
Did the closure of the facility in Bahrain result in an overall reduction in scope/workload to the contract or were the requirements of that facility re-distributed?
No. There was no reduction of WRM being stored by AFCENT, only a shift in locations where assets are stored/maintained.
65 Topic: Builder SMS Who is mandating use of Builder SMS? This requirement is being directed by the Under Secretary of http://www.worldtravelguide.net/oman/passport-visa http://www.worldtravelguide.net/united-arab-emirates/passport-visa http://www.worldtravelguide.net/united-arab-emirates/passport-visa http://www.worldtravelguide.net/qatar/passport-visa http://www.worldtravelguide.net/kuwait/passport-visa
Paragraph)
COMMENT/QUESTION RESPONSE
Defense.
66 Topic: PMO Office Where does the Government expect the contractor’s
PMO to be located? Shaw AFB? Forward deployed?
Or both?
The Government will not mandate a CONUS PMO but if an offeror determines it is necessary offerors should consider that the Government PM & PCO are located near Langley AFB, VA, not Shaw AFB, SC. The Government will be revising the PWS to include a requirement for a PMO to be located in Middle East in one of the four countries where AFCENT WRM is stored (Oman, Qatar, UAE, Kuwait). It is up to each offeror to determine specific location that will meet the PM needs.
67 Topic: Key Personnel
Will the Government identify the required Key Personnel since this is LPTA?
See #1
68 Topic: Security Clearances
Will the Government identify all positions requiring a security clearance?
See #2
69 Topic: Labor Strike Plan
Understanding the need to have the workforce secure, what is the intent of the Labor Strike Plan since the work is OCONUS and no unions are expected?
In recent years there has been some movement towards unionization in the Middle East. It is incumbent on all offerors to understand the impact of all host nation labor laws under which they will operate.
70 Topic: Past Performance
Will the Government consider changing past performance relevancy to include OCONUS and CONUS and change the period of Relevancy from 3 to 5 years?
The definition of Relevancy does not include CONUS and is defined as follows: Past performance effort involving storage/ accountability, maintenance, transportation (outload), re-constitution of military equipment and OCONUS work similar to the size, scope and complexity of the USAFCENT WRM Program.
In reference to changing the required relevancy period, see response to Question #6.
71 Topic: Slide 52 Past performance relevancy specified OCONUS as the Middle East. Can OCONUS be considered in the Pacific Theater (i.e., Guam) and still be considered “relevant”?
If the location is considered OCONUS it may be considered relevant.
72 Topic: Slide 44 It would seem that, for a very large, very complex, OCONUS effort, it should probably be a true Best Value award.
Why did the Government choose to award based on
The Government has not made a final decision and is currently evaluating all feedback received from industry day.
Paragraph)
LPTA?
73 Topic: Various Support Vehicles? GFE/CFE? CAR Program: Who will manage this program? Expected Site Visit timeline? Is funding available for Facility Maintenance? Who funds site visit? What are the security clearance requirements?
The Government will only provide unique military designed special purpose vehicles required to support equipment and munitions out load requirements, will be provided as GFE/GFV
How the offeror determines the management of these programs should be stated in their management plan.

75 Topic: Past Performance
Why does the contracting office only contemplate past performance as recent/relevant only with a minimum of 12 months ? Would the contracting authority contemplate 6 months of performance?
Yes, the Government is considering changing recency from 12 months to 6 months.
76 Topic: LPTA An LPTA evaluation leaves little room for proposing “innovations” which would allow for a true “Best Value” for Government. Example: Best Value is not synonymous with LPTA.
Would the Government consider a different evaluation criteria that aligns more appropriately with a true Best Value competition?
This would enable innovations.
At this time the Government is conducting market research and has not made a final decision on LPTA. The final RFP will contain the final Government decision.

If past performance is pass/fail, then why are there past performance quality ratings?
Past performance will be evaluatated in accordance with the final RFP and the evaluation ratings will be acceptable or unacceptable.
78 Topic: Do all US Citizens and/or Western Expats have the requirement to go through the CRC prior to deployment? Will the new contractor company (awardee) have to re-deploy incumbent hired personnel to go through CONUS training or CRC again?
No. CRC is not required.
79 Topic: Past Performance
Will the government consider extending past performance?
Given the relative specialized nature of service contracts that are similar in size and scope to the WRM and the frequency of turn-over, we recommend extending past performance to five years.
Yes, the final RFP will detail the past performance recency and relevancy definitions.
80 Topic: CLIN Structure
Would the government consider streamlining the proposed CLIN structure to make it easier on both the client and the contractor?
If you intend to incentivize performance we recommend an award fee type contract. If you are trying to incentivize cost reduction we recommend a CPIF type contract. Either way, we recommend that the government provide clear performance metrics so that all contractors are aware of what they are bidding.
The CLIN structure in not final and may change slightly in the final RFP. Thank you for your feedback on the draft documents.
81 Topic: Bidder’s Library
Can the bidders library be digitized? How relevant to the proposal is the bidders library? Will any workload data be contained in the library or will all workload data be presented with the RFP?
All documents will be uploaded to www.FedBizOpps.gov. Any workload data will be uploaded with the final RFP.
82 Topic: Past Performance Rating

acceptable.
83 Topic: Relevancy What do you consider relevant?
i.e. Are large multi-functional service contracts with concurrent operations in multiple locations that demonstrate a contractor’s ability to manage these types of contracts as a program integrator but that do not cover every scope function of the WRM considered relevant?
Relevancy is defined as: Past performance effort involving storage/ accountability, maintenance, transportation (outload), re-constitution of military equipment and OCONUS work similar to the size, scope and complexity of the USAFCENT WRM Program.
In order to be considered relevant, you must meet the parameters as defined above.
