MEMORANDUM FOR POTENTIAL OFFERORS

SUBJECT: FA4890-13-R-0117; Sources Sought and Qualification Information for Potential Small Business Set-Aside Determination for Forward Operating Location – Base Operating Support - Curacao, Netherland Antilles
1. THIS SOURCES SOUGHT IS FOR INFORMATION AND PLANNING PURPOSES ONLY. The Government is seeking industry input from all sources at this time to determine what resources are available and if there are capable small businesses for a Total Small Business set-aside. Interested Small Business concerns are highly encouraged to respond to this request. The applicable North American Industry Classification System (NAICS) for this requirement is 561210, Facilities Support Services with a size standard of $35.5M.
2. The U.S. Air Force, Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA anticipates procuring non-personal services necessary to provide base operations support (BOS) at forward operating locations (FOL) to permanently assigned personnel and equipment, and facilities; to deployed aircraft, personnel and equipment conducting USSOUTHCOM, Department of Defense (DoD), U.S. State Department, and multi-counterdrug agencies counterdrug surveillance missions in the Caribbean and Central and South American theaters. The contractor is to provide BOS at FOLs in support of aerial counterdrug surveillance operations, mission planning, and execution.
3. Projected BOS locations are at Hato International Airport (IAP), Curacao and Reina Beatrix IAP, Aruba.
4. The Period of Performance will cover a two month Phase-In, 1-Base Year, and 5 One-Year options. The Government is expected to make an award on or about July 2014, with the two month Phase-In beginning 1 August 2014, and actual performance start date of 1 October 2014.
5. As part of the Government’s continuous information exchange with Industry while formulating the acquisition strategy, the Government requests your assistance in determining if this acquisition should be set-aside for small business as authorized in Federal Acquisition Regulation (FAR) Part 19, Small Business Programs, or set aside under another provision of FAR Part 19. In order for the Air Force to make this determination, the Government requests information in order to gain knowledge about the capability of potential offerors to meet contract requirements. Your response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of Small Business, Small Disadvantaged Business, Women-Owned Small Business, Historically Underutilized Business Zone (HUBZone) Small Business, and Service-Disabled Veteran-Owned Small Business Concerns.
6. In order for the Contracting Officer to set aside any acquisition valued over $100,000 for small business participation, there must be a reasonable expectation that offers will be obtained from at least two responsible small business concerns, and award will be made at fair market prices. The Government believes that it is mutually beneficial to determine the capability of offerors eligible for set-asides early in the procurement process in order to preclude the need for a modification of the acquisition strategy later.
7. If your firm intends to submit a proposal as a prime contractor for this effort, please respond to the following questions regarding your experience, capabilities, and intentions. Some of your responses will require a review of the draft Performance Work Statement (PWS) which will be posted to the Federal Business Opportunities site at www.fbo.gov on or about 08 Jul 2013. We also welcome any comments you have with regards to the stated requirements in the PWS. Please provide a brief response to each of the following and limit your entire response to no more than seven (7) pages. We are not requesting technical/management proposals. Your responses will be used solely for the market research purposes of the Government.
a. Do you intend to submit a proposal as a prime contractor for this requirement?
b. Submit a statement that your company is certified and qualifies as a small business concern as specified for service industries with North American Industry Classification System (NAICS) Code 561210. If you are requesting a set-aside action other than a small business set-aside, please identify the appropriate set-aside program for which you wish to be considered.
c. Submit evidence of experience and ability to provide the types of support required in the draft PWS. Submit evidence of experience and ability to provide services OCONUS along with your ability to provide appropriate personnel in support of mission requirements. Please include brief information on your company’s managerial, technical and financial resources to be able to meet the program requirements as detailed in the draft PWS.
d. Discuss your firm’s approach to subcontracting portions of this effort (if any), and identify what areas will be accomplished by you as the prime contractor.
8. This information will be used for market Research purposes only and will not be used for proposal evaluation at a later date. All information received will be protected and safeguarded as Source Selection Information IAW FAR 3.104, Procurement Integrity. Please include the following in your response:
