APPENDIX H
Transient Lodging Requirement
1.0. General. This appendix outlines the requirement for providing safe and secure lodging for transient personnel supporting the FOL.
1.1. Baseline Requirement. Provide 100 double-occupancy, fully furnished rooms for the duration of the contract. Rooms must be in blocks of 20-25 at a minimum so that crew integrity can be maintained. The three rooms allocated to meet PWS Paragraph 4.3.3.2 for MWR are not required to meet the standards in Paragraph 2.3.3 of this appendix but must be co-located with the largest block of rooms that you are providing to meet the baseline requirement.
1.2. Scalable Requirement. The Government anticipates that at some point during the contract period you will be required to expand the number of rooms that meet these standards by up to 50 additional rooms. As of this contact award the details of this additional requirement are not available so this action will be a separate action to be planned and executed as a modification. The Government’s intent is to provide at least 60 days’ notice of this action with the addition of blocks of rooms in 20-25 room increments. This information is provided for your consideration when planning to meet the baseline requirement but shall not be construed as committing the Government to exercising this option.
2.0. Standards. The intent of these details is to provide the minimum standards acceptable so that the best value can be found to support the program. These standards are broken down into safety, security, and services. Overall, selected lodging shall meet the current International Hotel Association (IHA) 3-star hotel standards in addition to the details below. The only exception to these IHA standards is that there is no requirement for room service as detailed by IHA.
2.1. Safety. Living space and surrounding facility will meet applicable Life Safety Code requirements as detailed by the U.S. NFPA.
2.1.1 Fire Alarm/Protection. Fire detection/alarm system is required. If the facility does not have a water sprinkler fire protection system due to the age of the facility, the Government will allow this exception so long as all other safety standards are met.
2.1.2 Air Quality. Vents and surrounding finished must be free of dirt, dust and mold. Relative humidity in rooms shall be no more than 60%.
2.1.3 Lodging Maintenance. The condition/repair of leased rooms shall be inspected and kept in good repair using a management method to track complaints/work orders, respond in a timely fashion depending on priority of discrepancy, and provide updates as needed on status of all open actions.
2.1.4 Quiet Zones. A significant portion of personnel may be working alternate hours due to flight schedules which will require quiet zones to allow for crew rest. This room requirement shall allow for effective quiet zones where access is limited to authorized personnel and facility management/maintenance staff control commotions and other disturbances in these areas. Upon check-in of units using these rooms, you will be provided the specific amount of rooms that require daytime quiet zones.
2.2. Force Protection (FP). The following measures must be met to be minimally acceptable:
2.2.1 Stand-Off. Rooms must be located at least 45 meters from access roads/roadways/driveways and 25 meters from parking. Where access roads are necessary for the operation of a building (including fire departments) ensure that access control measures are implemented to prohibit unauthorized vehicles from using access roads within the applicable standoff distances.
2.2.2 Unrestricted Parking. Rooms will not be located above or below any vehicle parking areas.
2.2.3 Restricted Parking. Provide effective continual surveillance of FOL vehicle parking areas to prohibit unauthorized personnel and vehicles from entering parking areas designated for use of FOL personnel.
2.3. Services and Furnishings.
2.3.1. Location. Lodging must be no greater than a 15 miles radius from the FOL Front Gate.
2.3.2. Services. Minimum services will include daily custodial/sanitation services and weekly linen services. Rooms shall be provided with individual room-controlled heating and air conditioning and otherwise provided the ventilation necessary to maintain comfort for guests.
2.3.3. Furnishings. Furnishings, to include mattresses and equipment must be clean and in good repair. Double rooms require 2 beds, 2 dressers and 2 nightstands, telephone, 2 trash containers (one in the living room and one in the bathroom) and cable TV. All rooms shall also contain a refrigerator, dresser and desk with lamp.
a. All floors in living and sleeping areas shall have clean, serviceable covering.
b. All windows shall be provided drapes with blackout lining, shades or blinds. If only drapes are provided, they must screen out light.
c. All entrance doors to rooms shall have interior security locks; either deadbolt or double locking locks.
e. Safeguarding Valuables. The hotel must provide a means of storing and safeguarding, in a safe or vault, small high-value personal property of the occupants. If centrally provided i.e. a “hotel safe”, receipts for the stored items must be furnished to the guest.
