| In the Q & A released on 16 JAN, the requirement to replace the MAFT was removed, but Appendix K was not updated accordingly. Will Appendix K be updated and are there any other vehicles such as the MAFT that those not present during the site visit would be unaware of? |

| In the Q & A released on 16 JAN, question 6 still leaves gaps in our ability to price effectively. Without current mileage, we are unable to determine appropriate yearly maintenance (oil changes, major maintenance). Will the government consider releasing these records to provide the most accurate pricing? |
| Use the One year of workload data was provided, along with Tech Orders and manuals (App C) to estimate the level of effort required to maintain all vehicles. |

| Appendix K |
| In Appendix K, the vehicle expiration dates are in years. Therefore, do we base replacement on calendar or fiscal year to determine replacement date? For example, is a vehicle dated 2020 due for replacement on 10/1/2020 or 12/31/2020? |

| On the 15-Jan version of Appendix K, several items of equipment were removed that were present on previous versions, even though their End of Life Expirations have not yet been reached: |

· Tag # C12X4811 Would the Government please clarify why these items were removed?
Use updated Appendix K posted under Amendment 4. List has been updated due to vehicles pending disposition.

| In paragraph 4.4.7 the government made the following change: |
All Communications equipment must be approved by AFSOUTH A6 unless the part or parts are to fix trouble tickets in REMEDY for existing equipment.
REMEDY is identified as an AF/DoD system in paragraph 2.8. It was stated in earlier questions that 2.8 systems did not have to feed into the DMS system called out in 2.10. Will the AF allow the use of an AF-wide license for REMEDY to feed into the DMS for trouble ticket management?
Remedy does not interface with any other DMS

| Revised 15 Jan 2014 Q&A, #6, Response refers bidders to Tab-1 “GFE” for the initial purchase price. There is a column for initial purchase price. There does not appear, however, to be any vehicles on this tab. Since vehicles are expected to be replaced during the life of this contract, if bidders intend to keep some vehicles and utilize them for this solution in response to paragraph 4.1.6.5, the initial purchase price would be helpful for pricing purposes (10 Jan 2014 Q&A, #11)? |
| For the purpose of pricing, contractor has wide flexibility in determining their approach. Initial vehicle price provides no added value. |

Appendix K Government Furnished Property, Paragraph 1.0 General 15 Jan 2014 Q&A #11 question seeks clarification on Appendix K vehicles, as most vehicles listed on tab 3-CTR VEHICLES are also listed on tab 2-GOV VEHICLES. The question was, are the vehicles owned by the Government, or by the incumbent Contractor when listed on both tabs.
The response was to see the updated Appendix K posted on FBO. In the MS Excel spreadsheet provided lists vehicles with the remark “Contractor Vehicle”. The updated version also still shows the same vehicles on both tab 3 and tab 2.
Please clarify:
Is all equipment listed in Appendix K (to include tab 3 marked CTR) government furnished?
Also, does the government intend for offerors to bid at a minimum all items in Tab 3?
Tab 3 is Contractor furnished not Government Furnished. However, Tab 3 was provided to give offerors the historical vehicle fleet used to meet the mission.
Offerors should develop their proposed vehicle fleet using all tabs provided.

| We noted Government response on 15 Jan Q&A stating the Zenetail radios (from PWS 4.4) are cost reimbursable and should be charged against CLIN 0008. We believe there may be other cost reimbursable services and equipment that are not represented by the limited paragraphs identified in CLIN 0008. Please identify all services and equipment from the PWS that is eligible under CLIN 0008 of the RFP. |
