CRM pre-performance conference questions and answers, 16 Nov 2010.

Q1. Confirm that $16 million budget is basic contract and option for 6 years…that is, first year and five option years for total of six years.

A1. Yes, correct. It is also for the 2 months of phase in, Dec 11 and Jan 12.

Q2. What is the composition of the source selection evaluation team?

A2. The composition of the source selection evaluation team is considered "source selection information" per the definition provided in FAR 2.101 and therefore will not be released.

Q3. The statement of Work paragraph 1.5.1.4 states that “the contractor shall train instructors to use CRM performance assessment tools…” Do these tools exist? If so, what are they?

A3. The CRM performance assessment tools are incorporated into all our unit training sheets and formal evaluations (FORM 8’s). An example of CRM performance assessment tools is in the ACC Supplement to AFI 11-290, Table 8.2.

Q4. Will the government declassify HUD video before releasing to the contractor?

A4. Yes Q5. Will the currently-used in-flight guides be provided as government furnished material?

A5. No Q6. Is there a requirement for the educational technologist to have experience designing CBTs?

A6. No. The Government has changed Para 4.1.3 to have the Education Technologist Qualifications for computer based instruction experience to a “desired” requirement. The SOW paragraph is revised as follows:

4.1.3 Education Technologist Qualifications. Education Technologists shall have: a Bachelors Degree in education or related discipline; a minimum of 3 hours of undergraduate credit in each of the following areas: Instructional Methodology, Tests and Measurements, Educational Psychology, Curriculum Development, and Learning Theory; and one year experience in Training Development. Experience in developing computer based instruction is desired. The Government will consider experience as a substitute for the educational requirements.
