TECHNICAL TASK ORDER REQUIREMENTS

1.0 INTRODUCTION/BACKGROUND: ACC AMIC requires RPA organizational-level (O-level) support to include communication reachback support at CONUS, OCONUS, and forward deployed locations as identified below.

2.0 TASK ORDER OBJECTIVE: Provide O-level maintenance and communications reachback capability to CONUS military units tasked for local and OCONUS missions, and OCONUS military units tasked to support contingency/wartime operations.

3.0 REFERENCE: RPA Performance Work Statement (PWS), Appendix O (PWS Matrix), and Section B, Attachment Table B -

Pricing Table Worksheets: CONUS Manning, OCONUS Manning, and Reachback Manning.

4.0 TASK ORDER REQUIREMENTS: All Task orders must be priced using data from Section B, Attachment Table B - Pricing

Table, Labor Pricing worksheets, and requirements contained in RPA PWS and Appendix O. Not-to-exceed dollar amounts for

Miscellaneous CLINS are in the pricing tables. Base period of performance timeframe is 12 months; option year period of performance timeframe is 12 months; extension option period of performance timeframe is 6 months. Task Orders listed below will be issued with IDIQ contract award. The contractor shall support the following requirements:

Technical Task Order 1 – Transition.

Period of Performance: Task Order award date + 104 days

Technical Task Order 2 – Combined CONUS SITES (Priced task orders 2A and 2B may be awarded as individual or combined task orders at the discretion of the Government).

5.0 UNIQUE TASK ORDER REQUIREMENTS.

Task Order Description

1 - Transition pricing and execution will be IAW offeror’s proposed transition plan.

2A - Adjustment to Appendix N (Operational Requirements):

- Average sorties per day decreased from 8 to 4; hours per month decreased from 1584 to 960

- Number of aircraft supported decreased from 14 to 8, ground control stations decreased from 6 to 3, and ground data terminals reduced from 6 to 3.

- GCS support required 24 hours per day, 5 days per week.

2B - Adjustment to Appendix N:

- MQ-1 Platform

- GCS decreased from 6 to 5

- TS/SCI clearance required.

3A - Adjustment to Appendix N:

- MQ-1 Platform

- Commercial travel from CONUS to Joint Reception Center (JRC).

- Limited ramp space drives ~30 additional aircraft ground movements per 12-hour shift. Nearly all aircraft movements are manual moves versus longer tows requiring tow vehicle.

- Limited loading/arming locations; aircraft loaded/armed in designated area just prior to launch; unloaded immediately after recovery in designated area.

- Maintenance Holding Area described in PWS Paragraph 3.28.4 does not apply.

- Government provides all munitions storage area and munitions delivery support.

3B - Adjustment to Appendix N:

- MQ-1 Platform

- Commercial travel from CONUS to JRC.

- Limited ramp space drives approximately 10 additional aircraft ground movements per 12-hour shift. Most aircraft movements are short distance manual moves versus longer tows with tow vehicle.

3C - Adjustment to Appendix N:

- MQ-1 Platform

- Commercial travel from CONUS to site.

- Process through local Personnel Support for Contingency Operations (PERSCO) team at deployed site.

- Flying schedule based on combination of standard Air Tasking Order scheduling and alert requirements.

- Extremely crowded/busy ramp.

- Aircraft must be towed (approximately 1 mile) to/from aircraft parking ramp to a single munitions load/arming and launch/recovery location.

- Maintenance Holding Area described in PWS Paragraph 3.28.4 does not apply.

- Government provides all munitions storage area and munitions delivery support.

3D - Adjustment to Appendix N:

- MQ-1 Platform

- Commercial travel from CONUS to JRC.

- Limited ramp space drives approximately 5 additional aircraft ground movements per 12-hour shift.

3E - Adjustment to Appendix N:

- MQ-1 Platform

- Commercial travel from CONUS to JRC.

- Travel to support boresight operations requires approximately 40 minute round trip drive approximately 1-3 times per week.

- Physical layout of flightline requires longer tows as aircraft are moved between hangars/shelters and open ramp area.

- Maintenance Holding Area described in PWS Paragraph 3.28.4 does not apply.

- Contractor authorized to drive off base only to conduct official business. Driver must posess valid international driver’s license. Follow applicable Government and host nation laws and regulations.

- Provide off-base crash recovery support as required within a 75-mile radius of site. Notify the Government Program

Office immediately in the event of an off-base mishap requiring contractor support.

- Government provides all munitions storage area and munitions delivery support.

3F - Adjustment to Appendix N:

- MQ-1 Platform

- Commercial travel from CONUS to site.

- Process through local PERSCO team at deployed site.

- Munitions support described in PWS Paragraph 3.28.2 does not apply.

- Boresight support is required.

- Contractor authorized to drive off base only to conduct official business. Driver must posess valid international driver’s license. Follow applicable Government and host nation laws and regulations.

- Refer to PWS Paragraph 2.22.1 for specific travel and host country entry and work authorization requirements.

4 - Commercial travel from CONUS to site.

- TS Clearance required.

- Sustain Asynchronous Transfer Mode (ATM) networks at contract start. Support migration to Internet Protocol (IP) networks. Support simultaneous operations of ATM and IP networks through post-migration verification period.

Sustain IP networks after verification period.
