About this file

This is a Request for Information (RFI) document consisting of 12 questions and answers regarding a dust collector procurement for Building 948 packing and crating operations.

The Government clarified key procurement parameters: the S-750 dust collector (7.5 HP, 208V/60/3, 3,500–4,500 CFM, manual filter shaker, 230-gallon dump bin) is not a brand-name-only requirement, and equivalent units meeting all salient characteristics are acceptable. No further deflagration protection beyond the unit's construction is required, and no dust hazard analysis has been completed. The Government confirmed that mechanical and automatic shakers are not NFPA compliant based on initial equipment research. Regarding existing conditions, all current equipment consists of independent dust collectors hooked directly to equipment with no existing ducting or hangers in place; the contractor must remove existing equipment upon project completion. The new scope includes one 120V outlet for an air compressor auto-drain on the same wall as the main collection unit, and an existing electrical panel is located on the same wall; both require a site survey to confirm details. The Government will not require permits, structural reviews, or Authority Having Jurisdiction review. CLIN 0002 commercial installation services are not subject to Davis-Bacon wage determinations. Offerors must conduct site surveys before bidding, and Security Forces serves as the point of contact for base passes and installation personnel access.

Dust Collector RFI.

1. SOW paragraph 2.13 references "new S-750 dust collector controls," and the salient characteristics (7.5 HP, 208V/60/3, 3,500–4,500 CFM, manual filter shaker, 230-gallon dump bin) track a specific manufacturer's model. Is that unit a brand-name requirement, or will the Government consider an "or equal" collector that meets every salient characteristic? If an equal is acceptable, would you confirm the specific salient features the Government will use to judge equality, so all offerors are measured the same way?

a. This will not be a Brand name requirement and or equal will be accepted as long as all salient characteristics are met.

2. If the Government intends a brand-name-only requirement for the collector, would you confirm that a brand-name justification is on file, so offerors know whether to price the named unit or an equal?

a. This is not a brand name requirement.

3. SOW paragraph 2.2 locates the collector indoors. Would you confirm whether deflagration protection — explosion venting, flameless venting, chemical suppression, or an equivalent approach — and duct isolation back to the building are within the scope to be priced, or whether the Government's design basis relies on the collector's construction to address that? Offerors will price this very differently depending on the answer, and we would like everyone working from the same assumption.

a. No further deflagration protection is required. Collection/protection is based on units’ construction.

4. Has a dust hazard analysis been completed for the Bldg 948 packing and crating operation? If one exists, may offerors receive the design parameters that came out of it — tested KSt and Pmax for the actual dust, and the deflagration protection approach — so the quotes are built to the Government's basis rather than to published screening values?

a. No, a dust hazard analysis has not been accomplished

5. SOW paragraph 2.1 states that mechanical and automatic shakers are not NFPA compliant. Would you point us to the provision that statement is drawn from? We want to make sure we are reading the requirement the same way the Government is before we build our technical approach around it.

a. Finding is based on initial equipment researched at the beginning of this project

6. SOW paragraph 2.17 requires removal of the old system and components, while the salient characteristics state there is no existing ducting in place. Would you describe what existing equipment or ducting is to be removed, and confirm whether disposal is on base or off base?

a. All current equipment is hooked directly to independent dust collectors.

These would need to be removed upon completion of work. The facility does not have any existing ducting or hangars in place for this new system.

Whoever wins contract will install. Recommend site survey prior to bid.

7. SOW paragraph 2.13 includes one new 120V outlet to serve an air compressor auto-drain, but no air compressor appears elsewhere in the requirement. Would you confirm the compressor's location and that this outlet is the full extent of the related scope?

a. Same wall a duct collection main unit. Recommend site survey

8. Regarding the existing electrical panel referenced in paragraph 2.13 — would you confirm its location relative to the collector, the available spare capacity and breaker size, and whether any panel modification, new breaker, or panel upgrade falls to the contractor?

a. Same wall a duct collection main unit. Recommend site survey

9. Do the Government or the base require permits, structural review of the duct and ambient-unit hang points, or AHJ review of the installation, and if so, who obtains them?

a. No

10. Would you confirm whether the Government considers CLIN 0002 commercial installation services rather than construction? No Davis-Bacon wage determination is attached to the solicitation, and we want to confirm none is intended to apply before we build our labor pricing.

a. No

11. Duct footage, drop locations, hang points, and the panel saw capture plenum all come off real measurements. Would the Government make Bldg 948 available for a site visit before the quote deadline? We can come on short notice and will work around the shop's schedule.

a. Site Survey should be conducted.

12. Would you confirm the typical lead time for base passes for installation personnel, and whether escorted access is acceptable? We want the schedule we quote to be one we can actually hold.

a. Security Forces is the POC
