About this file
This document is a memorandum from the 56th Security Forces Squadron to the 56th Contracting Squadron establishing minimum salient characteristics for a Warehouse-Storage Lot CCTV System at Luke Air Force Base, Arizona. The memorandum provides baseline technical requirements for a "Brand Name or Equal" solicitation, requiring that any proposed equal system or components meet or exceed the specified standards.
The system must be 100% NDAA compliant and consist of an AI-powered IP-based CCTV solution capable of continuous 24/7 recording with a minimum 45-day retention period and 5-year warranty covering parts and labor. Required equipment includes: one Network Video Recorder with 32-channel minimum capacity, 384Mbps incoming bandwidth, 8 HDD bays, and 30TB surveillance-grade storage; one License Plate Recognition camera with 4MP minimum resolution and motorized 10-50mm varifocal lens; two Pan-Tilt-Zoom cameras with 4MP resolution and 25x optical zoom; six Panoramic Turret cameras with 8MP 4K resolution, infrared capability, and integrated microphone; and four Standard Turret cameras with 8MP 4K resolution, 2.8mm fixed lens, and two-way audio. Additional components include Gigabit PoE+ switches, a directional wireless bridge, Category 6 cabling, a 50-inch 4K monitor, and weatherproof mounts and enclosures. Software must include AI analytics capabilities for line crossing, intrusion detection, and human/vehicle classification, with remote viewing software compatible with desktop and mobile devices. The system must support cloud-based access and alert configurations without recurring licensing fees. Technical questions should be directed to Mr. Sean Hooper at 623-856-3551, and financial questions to Matthew Owen at 623-856-3852.
